Limited-Sources Justification

1. Contracting activity:

U.S. Office of Personnel Management Facilities, Security, and Contracting (FSC), Contracting 1900 E Street NW, Room 1342 Washington, D.C. 20415

Name: Sherón Spann E-mail:sheron.spann@opm.gov

2. Nature and/or description of the action being approved:

This document provides justification for extending the period of performance of BPA Call OPM32-12-A-0024 / W0007 with Booz Allen Hamilton, Inc. (BAH). This procurement supports OPM's strategic goal to improve access to health insurance. To date, Booz Allen Hamilton and Healthcare and Insurance (HI) have developed requirements and tested web applications that will enable OPM to 1) operate in a paperless environment (e.g., issuers apply online to become a Multi-State Plan (MSP) issuer); 2) offer MSP enrollees online tracking of their appeals like UPS tracking, and 3) give feedback to states on MSP regulations as well as complaints received from MSP enrollees and consumer rights groups.

OPM ITSS BPA OPM32-12-A-0024 was awarded to under the authority of the GSA Multiple Award Schedule Program. BPA Call W0007 was awarded to BAH in January 2014 under Specialize Technical Area (STA) 1 of the BPA as a logical follow on to BPA Call W0109 with a period of performance of January 17, 2014 to January 16, 2015. In January 2015, a six month period of performance extension to July 16, 2015 was exercised under the authority of FAR 52.217-8 Option to Extend Services in order to allow for the continuation of the work under the scope of the BPA Call while conducting competition to award a new procurement.

OPM’s Capital Investment Committee (CIC) subsequently asked HI to determine if alternatively, internal OPM resources could be utilized to develop web requirements and conduct user acceptance testing. The timing of this request created a pause in the conduction of competition for the follow-on procurement. After convening the appropriate staff from the Chief Information Officer, Contracting Office, and HI, it was determined that the best path forward was to continue to utilize vendor services to support all HI web application activities.

Currently, OPM’s Contracting Office and HI are reviewing all documents needed to conduct an open competition and award a new order. However in the interim, there are mission critical activities in progress that must be completed from July 17, 2015 to September 15, 2015 (i.e., 60 days). Most noticeably, failure to extend the current order would result in unacceptable delays in the ongoing development of requirements and testing of web applications that will enable OPM to 1) operate in a paperless environment (e.g., issuers apply online to become a Multi-State Plan (MSP) issuer); 2) offer MSP enrollees online tracking of their appeals like UPS tracking, and 3) give feedback to states on MSP regulations as well as complaints received from MSP enrollees and consumer rights groups.

3. Description of the supplies or services required to meet the agency’s needs:

From July 17, 2015 to September 15, 2015, OPM requires Booz Allen Hamilton to continue to collaborate with the HI integrated project team (IPT) on ongoing projects.

Specifically, Booz Allen Hamilton will define functional requirements, and conduct user acceptance testing, for three MSP web systems: 1) Application/Contract Portal, 2) External Review Portal, and 3) State Account Management Portal.

The Booz Allen Hamilton will produce wireframes, diagrams, business and/or technical requirements; testing documentation, etc. Documentation and work products will be created using an open, collaborative process. The OPM IPT will provide oversight at all stages of development.

The estimated cost to complete the current projects for the three MSP web systems is $240,000.00. This value was determined using labor hour pricing under OPM32-12-A- 0024 and represents the proposed labor hours needed to complete the projects.

4. Authority and supporting rational (see 8.405-6(a)(1)(i) and (b)(1)) and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service:

FAR 8.405-6(a)(1)(i)(B) Limited Sources - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

This acquisition will result in the procurement of continued IT Support services for requirements development and testing for 60 days (July 17, 2015 to September 15, 2015).

This justification seeks to limit the competition for this 60 day extension to Booz Allen Hamilton because their services require no learning curve for the completion of the ongoing projects and no other vendor would be capable of resuming these tasks without unacceptable delays.

5. A determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d).

The Services to be rendered will be priced at hourly rates previously determined under the OPM ITSS BPA. These prices were determined to be fair and reasonable when Call W0007 was placed. By allowing for the 60 day continuation of performance under the existing order, the ordering activity has concluded the extension represents the best value and results in the lowest cost alternative (considering price, special needs, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Additional market research was not conducted due to short 60-day contract extension, and OPM’s experience with, and understanding of, the level of effort of the Booz Allen Hamilton team over the course of the two contract period of performances.

7. Other facts supporting the justification.

None

8. Actions to remove or overcome any barriers that lead to the restricted consideration before any subsequent action for the supplies or services is made.

In accordance with FAR 8.405-6(a)(2)(i)(b) – Limited Sources, within 14 days after award of the period of performance extension, a notice shall be posted in accordance with FAR 5.301 and a copy of this justification posted at the GPE http://www/fedbizopps.gov for a minimum of 30 days. Any contractor proprietary data, references and citations, as are necessary to protect the proprietary data, will be removed before making the justifications available for public inspection
