Statement of Work Repair and Recondition: Automated Surface Observing System (ASOS) Tipping Bucket Rain Gauge

ASN: S100-2MT6-2, NSN: 6660-01-441-1826

Version: July 18, 2022

Description: The Contractor shall repair and recondition the Tipping Bucket Rain Gauge to "Like New" operating condition, including cosmetic appearance and in accordance with the listed specifications. The repair and reconditioning price shall include the parts, materials, labor, inspection and return shipping necessary to return the Tipping Bucket Rain Gauge to operational specifications. Repair materials or specifications differing from the NWS source specification must be approved by the National Weather Service prior to use.

Definition: “Like New” Condition means reconditioned to the listed specifications to meet all applicable electrical, mechanical, and cosmetic specifications and Engineering documentation, including the replacement of damaged or missing non-functioning parts.

Government Furnished Equipment: Fiber optic transmitters will be supplied upon request. The vendor is responsible for all other equipment and supplies. If there is any need for additional GFE equipment, call the Contracting Official for assistance.

Government Furnished Data: No government furnished data.

Vendor Furnished Equipment: As required to accomplish repair and reconditioning actions.

Recommended Equipment and Supplies: The vendor is responsible for all equipment and supplies. The paint used should be similar to Sherwin-Williams F8W2030 (WAEM-511 GMC White). If there is any need for equipment or supplies, call the Contracting Official for assistance.

First Article: Please check the Purchase Order (SF1449) for any First Article requirements. If First Articles are required, they must pass inspection by the NRC’s Inspection Branch before you are given the “Notice to Proceed” from the Contracting Officer for the remaining units.

Description of Work – Work Procedures: Inspect the S100-2MT6-2, Rain Gauge for major defects. If none found, proceed with the repair. If major defects exist that would prevent the repair of the unit, contact the National Reconditioning Center with any comments, questions, or concerns.

The following steps may be accomplished in any order deemed necessary by the vendor.

Disassemble Rain Gauge assembly. Verify the Bucket has a ¼” magnet and 2 nylon stops. Verify the frame has a magnetically operated switch. Verify F/O transmitter has a battery holder with a new battery. Verify Funnel on bottom of collector is not damaged. If the frame has a mercury switch, contact NRC for disposition instructions. Repair or replace unacceptable parts as needed.

Verify the Bucket SN and Frame SN match. If numbers do not match; use a metal stamp to line out the incorrect number on the bucket and re-stamp the correct bucket number. Change the paper work as needed.

Clean parts with a mild cleanser and brass polish. Strip, prep, prime and paint any painted parts as needed. Polish any metal surfaces as needed. Care should be taken not to paint any authorized labels, grounding or bearing surfaces. Quality should be considered like-new and meet NRC Quality Controls’ minimum acceptability standards.

Inspect for corrosion, physical damage, and electrical damage. Inspect Collector, Base, Bucket, Frame, and leg brackets for breaks and cracks. Repair or replace unacceptable parts as needed.

Reassemble the unit, replacing all missing, corroded, or worn hardware. Adjust the pivot set screw so the bucket pivots smoothly. Adjust the magnetic sensitive switch so it’s positioned ¼” away and 1/8” lower than the magnet on the bucket.

Check resistance of cables, heaters, and switches. Verify readings pass. While testing heaters, press down on connection points and move connectors to verify no intermittent connections exists. Apply 115VAc and spray thermostats with Freeze Spray. Verify Heaters get hot.

Perform a 100 tip operational test. Adjust the Pivot set screw and the position magnet sensitive switch as to get 100 tips from the F/O transmitter for 100 tips of water slowly poured into the accumulator. Repeat tests and adjustments as needed.

Remove Bucket from Frame, and wrap and place securely in the base assembly, then place securely into box used for the Rain Gauge.

Warranty Terms: The Contractor will provide a 1-year warranty against material workmanship and against faults occurring during operation. This 1-year warranty will begin after passing the final equipment inspection and acceptance for stock.

NRC Final Acceptance: All repaired and reconditioned Tipping Bucket Rain Gauges are subject to Performance Quality Assurance testing/inspection and will be returned for corrections if discrepancies are found. All repaired and reconditioned Tipping Bucket Rain Gauges will be inspected for material workmanship and tested for operational performance at the NRC in accordance with the listed specifications. To meet the material workmanship requirements, the Tipping Bucket Rain Gauges will need to be in a “Like New” operating condition including external appearance and each box contains a two-piece collection bucket, a metal plate, and a rain gauge tipping arm assembly. The Inspection Unit will test each unit for proper and accurate functionality on a bench test. The Inspection Unit will ensure the tipping bucket will hold water on each side of the bucket and not leak water to the dry side of the bucket after ten minutes. The Inspection Unit will ensure the tipping bucket counts 100 tips +/- 4 tips after dripping 1,863 grams of water into the Rain Gauge. The Inspection Unit will also test/inspect to ensure the interlock and fiber optic module functions properly. Any inspected item that does not meet the acceptance criteria will be returned to the vendor for rework at no additional cost to the government.

Deliverables: Each repaired and reconditioned Tipping Bucket Rain Gauge, by serial number, shall be supplied with a Repair Report documenting the repair, reconditioning and inspection to include results of all tests and failure analysis.
