About this file

This is a Request for Proposal (RFP #2026-0127) issued by Valley Sanitary District (VSD), a California wastewater district serving the Coachella Valley communities of Indio, Coachella, La Quinta, and unincorporated Riverside County. VSD seeks qualified consulting firms to provide surveying, hydraulic evaluation, engineering design, permitting support, preparation of Plans, Specifications, and Estimates (PS&E), bidding support, and construction phase engineering services for the 18-Inch Sewer Replacement Project. The project involves abandoning an existing 18-inch cast iron pipe sewer crossing beneath the Union Pacific Railroad corridor and constructing a new 18-inch gravity sewer alignment outside the railroad right-of-way, including evaluation of existing facilities, field survey, hydraulic analysis, design of new sewer facilities and manhole modifications, and bid-ready PS&E documents. A mandatory pre-proposal meeting is scheduled for September 16, 2026, at 11:00 a.m. via Microsoft Teams. The question submission deadline is September 25, 2026, at 5:00 p.m., with responses due by October 2, 2026. Proposals must be submitted electronically through VSD's eProcurement Portal by October 8, 2026, at 4:00 p.m. Optional services include title research and easement documentation, smart manhole cover evaluation, utility investigation and potholing, and geotechnical investigation.

Evaluation criteria are weighted as follows: understanding of project and project approach (30 percent), scope of work and schedule (25 percent), relevant qualifications and experience (25 percent), overall quality of proposal (10 percent), and cost evaluation (10 percent). Proposers must provide a lump sum, not-to-exceed fee proposal broken down by task, with hourly rates for all personnel and separate pricing for subconsultant costs and expenses. Pricing proposals are valid for 90 days from the proposal due date. VSD reserves the right to negotiate with selected proposers, reject any or all proposals, award to the most qualified proposer in the sole judgment of VSD, negotiate with multiple proposers concurrently, or cancel the RFP. The contract award is subject to final approval by the VSD Board of Directors. Proposers must demonstrate California professional licensure and provide a minimum of four client references, preferably from city, county, or special district governments within the last five years.

The intent of this RFP is to solicit proposals from qualified consulting firms to provide surveying, hydraulic evaluation, engineering design, permitting support, preparation of Plans, Specifications, and

Estimates (PS&E), bidding support, and engineering services during construction for the Project. The

Project generally consists of abandoning an existing 18-inch cast iron pipe (CIP) sewer crossing beneath the Union Pacific Railroad (UPRR) corridor and constructing a new 18-inch gravity sewer alignment outside of the UPRR right-of-way. The Project will include evaluation of existing facilities, field survey, hydraulic analysis, design of new sewer facilities and manhole modifications, preparation of bid-ready

PS&E documents, bidding support services, and engineering support during construction. Optional services include title research and easement documentation, smart manhole cover evaluation, and utility investigation and potholing. The successful Proposer will be expected to coordinate closely with

VSD throughout the Project and complete the work in accordance with the schedule and requirements identified in this RFP.

1.2. Background

The Valley Sanitary District (“VSD”) is in the Coachella Valley about 20 miles southwest of the Palm

Springs airport. VSD is a wastewater district, founded in 1925, operating under the Sanitary District Act of 1923. VSD has over 28,000 service connections in a 19.5 square mile service area serving a population of about 89,000 in the communities of Indio, Coachella, La Quinta, and unincorporated Riverside County.

VSD is governed by a five-member Board of Directors and led by a senior management team comprised of a General Manager, District Engineer, Wastewater Operations Manager, and Chief Administrative

• Provide survey control information including benchmarks and basis of bearings. Survey shall include all manholes from the proposed point of connection through the downstream trunk sewer system necessary to verify available capacity, slope, and hydraulic feasibility.

• Survey all existing sewer crossings that may conflict with the proposed alignment.

• Provide a utility base map suitable for design.

4.4. 4. Final Design and PS&E (A minimum list of tasks required to prepare a Bid Ready set of plans, note the subtasks are to be assigned a separate price in the fee estimate)

• Prepare a 30% Design Submittal.

• Prepare a 60% Design Submittal.

• Prepare a 90% Design Submittal.

o Prepare construction sequencing recommendations.

o Prepare bypass pumping requirements and construction notes.

o Prepare standard and special details.

o Prepare technical specifications.

o Prepare bid schedule.

o Prepare Engineer's Opinion of Probable Construction Cost for each design submittal.

o Prepare final signed and stamped plans, specifications, and estimate suitable for public bidding.

o Prepare temporary sewer bypass requirements.

o Prepare sequencing requirements for sewer abandonment and tie-ins.

o Prepare erosion control and BMP notes necessary for construction.

o Prepare a detailed engineer's estimate using current construction costs.

o Prepare quantity calculations supporting the engineer's estimate.

o Prepare special provisions and technical specifications.

o Provide written responses to District review comments for each submittal.

4.5. Agency Coordination and Permitting

• Identify all permits and approvals required for the Project. The permits identified for the project include the encroachment permit for the work within the City of Indio and identifying the constraints to comply with the Construction General Permit (CGP). The Consultant shall assume one meeting with UPRR.

• Conduct coordination meetings with agencies as required. It is assumed that the Consultant will
