DIVISION 1 - GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENTS
Construct and complete Shiprock Building Paint project, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; WAPA’s Construction Standards, including Standard 1 – General Requirements (March 2021), Standard 2 – Sitework (March 2021), Standard 3
– Concrete (March 2021), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (March 2021), Standard 5 – Transmission Line Steel Pole Structures (March 2021), Standard 6 – Light Duty Steel Pole Structures (March 2021), Standard 7 – Wood Poles (March 2021), Standard 8 – Glued Laminated Structures (March 2021), Standard 9 – Substation – Electrical (March 2021), Standard 10 – Transmission Line – Electrical (March 2021), Standard 11 – Buildings (March 2021), Standard 12 – Painting (March 2021), Standard 13 – Environmental Quality Protection (March 2021), Standard 14 – Communication Facilities (March 2021), Standard 15 – Drawings (March 2021); Standard Drawings; and these Project Specifications and Drawings.
If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

WAPA Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.
Payment for all work described in these Project Specifications and Drawings package is to be included in the associated Bidding Schedule items.
B. DESCRIPTION OF WORK:
The principal components of work are listed below, these are not listed in the order they need to be accomplished, and other components may be necessary to complete the work as described in the Project Specifications and Drawings:
1. The Contractor shall conduct all necessary demolition to prepare the work area for construction.
2. The Contractor shall renovate all existing exterior windows, doors, garage doors, and evaporative cooler openings, on both the Maintenance Garage and Control Building as specified herein and shown on the Project Drawings.
3. The Contractor shall remove and seal off Office #2 (Mail Room) exterior door with block and mortar as specified herein and shown on the Project Drawings.
4. The Contractor shall paint the exterior of the Maintenance Garage and Control Building and the interior of the Office #1 (Electrician’s Office) and Office #2 (Mail Room) as specified herein and shown on the Project Drawings.
5. The Contractor shall patch all chipped exterior block or concrete and prepare the exterior surface for crack sealing and painting the Maintenance Building and Control Building as specified herein and shown on the Project Drawings.

6. The Contractor shall scrape, power wash, caulk all cracks, and paint all exterior block walls, doors, and Garage doors on both buildings. (ensure the rock gets pulled back to get the top of the foundation) as specified herein and shown on the Project Drawings.
7. The Contractor shall provide all missing soffit vents on the Maintenance Building and Control
Building as shown on the Project Drawings.
A more detailed description of the work to be performed under the Contract can be found in Divisions 2, 11, 12, and 13.
The location of this project is the Shiprock Substation, 277 Rd 6893, Waterflow, New Mexico, 87421.
See SHR 0015 for location.
C. DESCRIPTION OF BIDDING SCHEDULE ITEM “MOBILIZATION & PREPARATORY WORK”
1. Bidding Schedule item “Mobilization and preparatory work” includes the following:
a. Performing mobilization and preparatory work in accordance with Section H of the
Contract Clauses.
b. Providing a Construction Program, Breakdown of Contract Prices, and a revised Safety and Health Program including the Positive Fall Protection Plan.
D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK
1. COMMENCEMENT AND COMPLETION: Begin work within 10 calendar days after date of receipt of Notice to Proceed.
2. SAFETY AND HEALTH PROGRAM: Provide Project Specific Safety and Health Program.
3. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 14 calendar days for review of drawings or data submitted for approval.
4. CONSTRUCTION CONDITIONS AND CONSTRUCTION SCHEDULE RESTRICTIONS: The following Construction Conditions and Construction Schedule restrictions shall apply:
a. WORK STOPPAGE: Western reserves the right to stop work at any time if situations arise. If any work stoppages occur the Contractor will be allotted that same time to be added to the total time allowed for completion of all work in Division 1, Section C, “COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK”, Paragraph 1 “PROSECUTION OF THE WORK”. There will be no additional payments for any work stoppages by Western.
b. DUST CONTROL: All operations that produce dust or fumes must be vented to the outside or performed outside. Utilize dust barriers when possible.
c. PAINTING: All interior painting shall be done with roller and brush to lower the emission of fumes from painting operations.
d. SITE SECURITY: The Contractor shall be responsible for securing the construction area so that no one may enter or exit through the construction area during or after work hours for the duration of the project and to protect the construction area from weather exposure.

e. REGULATIONS: The Contractor shall comply with all applicable local, state, and federal regulations pertaining to all areas of construction. The Contractor shall provide safety barriers and equipment as required.
f. VERIFICATION OF DIMENSIONS: The Contractor shall be responsible for the coordination and proper relation of the work. The Contractor shall field verify all dimensions and advise the COR of any discrepancies or obstacles prior to proceeding with construction. Refer to Contract Clause 52.236-3 “Site Investigation and Conditions Affecting the Work”.
g. CLEANUP: A cleanup shall be conducted at the end of each shift to the satisfaction of the Construction Inspector on site. All non-salvageable items and trash shall be hauled off the grounds and disposed of in accordance with applicable state and local regulations.
Items shall be transported in tarp-covered or closed vehicles. Any materials dropped or blown off vehicles shall be picked up immediately by Contractor. See also Standard 13, Section 13.8 “Disposal of Waste Material” and Contract Clause 52.236-12 “Cleaning Up”.
h. PARKING: Parking of the Contractor’s vehicles shall be as identified by the COR or
Inspector.
i. SANITARY PROVISIONS: The Contractor shall provide temporary toilets for the use of construction personnel. Location, type, proposed maintenance, etc., shall be approved by the COR prior to placing toilets. Temporary toilets shall be removed at the completion of construction and the adjacent area restored to the condition existing prior to the start of construction. All costs incurred in connection with the temporary toilets shall be borne by the Contractor.
E. CONSTRUCTION PROGRAM
1. GENERAL: The Contractor shall submit a project specific Construction Program for approval in accordance with the Contract Clause 52-236.15 “Schedules for Construction Contracts”.
Pending approval of the Construction Program, proceed with work in accordance with the proposed Construction Program.
2. SUBMITTAL TIME: The Contractor shall submit a Project specific Construction Program to the
COR within 14 calendar days after date of Notice to Proceed.
F. MATERIAL
1. GOVERNMENT-FURNISHED MATERIAL: The government will not provide any material, equipment, and labor for this project.
2. CONTRACTOR-FURNISHED MATERIAL: The Contractor must furnish all material, equipment, and labor to complete the work identified herein, except as stated in Division 1 - Section F “MATERIAL”, Paragraph 1 “GOVERNMENT-FURNISHED MATERIAL”.
3. MATERIAL STORAGE: The Contractor’s material and equipment storage site shall be determined at the pre-construction meeting. The area shall be kept orderly and free of litter.
4. PROTECTION OF MATERIAL: The Contractor shall ensure that all stored materials are protected from damage and exposure to weather.
G. RIGHT-OF-WAY:
Orient construction methods and equipment to utilize Western controlled rights-of-way or obtain additional temporary access without additional cost to Western. Any additional temporary access
1-4 acquired by the Contractor shall have prior COR approval. During the contract period, Western reserves the right to use Contractor-obtained access.
H. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:
Electric power for construction purposes will be available without cost. Source of supply is located at the receptacles in the existing buildings. Power made available by WAPA will be delivered as single phase, 60Hz, at approximately 120-240V AC. The Contractor shall provide necessary transmission lines, distribution circuits, transformers, and other electrical equipment for distributing the power to the places of use. At Contract completion, remove temporary electrical equipment and distribution lines. The Contractor may furnish power for construction by other means.
The Contractor may furnish power for his operations by other means at no additional cost to WAPA.
Plan and provide all electric power for construction purposes. Provide necessary transmission lines, distribution circuits, transformers, and other electrical equipment for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines.
I. WATER FOR CONSTRUCTION PURPOSES:
Water will be furnished for on-site construction purposes to the extent it is available. Furnish equipment and material for conveying the water to the point of use and determine if the water is suitable for use in the work. No charge will be made for water.
J. EMPLOYEE REQUIREMENTS:
In addition to the requirements listed in WAPA Construction Standard 1.4.3 all employees are restricted from wearing a headset, headphone, or other listening device, other than a hearing aid or instrument for the improvement of defective human hearing, hearing protection worn as the hazard exists, or for communication purposes while on a WAPA jobsite.
J. SUBMITTALS AND CORRESPONDENCE:
1. GENERAL: The Contractor shall furnish submittals via email as specified in the Construction
Standards and this Project Specification to the email address listed under the Transmittal section below and with the following requirements:
a. Submittals shall be in standard PDF, Microsoft Word (.doc/.docx), Microsoft Excel
(.xls/.xlsx), Electronic CAD (.dwg) (AutoCAD 2013), or formats. All submittals in .dwg format shall also be submitted in .pdf format.
b. All submittals shall include the WAPA Contract number with the three-digit Specification number, if applicable (9503218CWA000XXX-XXX), WAPA project title, Bidding Schedule Contract Line Item Number (CLIN) and applicable division number.
c. Multiple CLIN’s on a single submittal are not permitted.
d. A cover transmittal letter in Microsoft Word or PDF format shall be included with each email submittal.
2. TRANSMITTAL: The Contractor shall submit all correspondence (Request for Information, Submittals, etc.) to the following email addresses care of the COR.

3. SUBMITTAL RESPONSE: WAPA will provide a response to all submittals in accordance with Division 1.D.2 of these specifications with an “Acceptable” or “Not Acceptable” status, with comments as appropriate to the email address where the submittals originated.
4. PHYSICAL SAMPLE SUBMITTALS: When physical specimens or digital media are required to be submitted for approval, (i.e., brick samples, roofing material samples, carpeting, CDs, DVDs, etc.) the Contractor shall provide a digital cover letter outlining the physical sample submittal prior to sending the sample (including tracking data when applicable), and shall deliver physical specimens to:

DIVISION 2 - SITEWORK

1. GENERAL: The Contractor shall provide all materials, labor, and equipment to construct and complete the work as indicated on the Project Drawings, as specified herein, and as required for a complete and proper installation.
2. PAYMENT: The Contractor shall include all costs associated with the work in this Division in the correlating bid item listed in the Bidding Schedule.
B. DESCRIPTION OF BIDDING ITEM “DEMOLITION”
1. DEMOLITION:
a. GENERAL: The Contractor shall remove all features required to be removed for proper installation of new construction. Demolition will occur in the areas shown on the Project Drawings.
b. PAYMENT: The Contractor shall include the associated costs for this item in the “Demolition” bidding item listed in the Bidding Schedule.
c. ITEMS:
1. Remove the east entry door to Office #2 (Mail Room). Cover entry until cmu block wall is added.
2. Pull back and stockpile gravel from around the top of the foundation to expose the top 12 inches of the concrete for repairs of cracks, chips, and divots, and to conduct painting and sealing of cracks on top 12 inches. Replace gravel surfacing after painting and sealants have dried.
3. Remove exterior garage door guides prior to paint. Replace after paint dries.
d. EXISTING FACILITIES TO REMAIN: During removal operations, take necessary precautions not to loosen or damage existing features that are to remain in place. Existing features that are loosened or damaged as a result of the Contractor’s operations, shall be replaced or repaired as approved by the COR. The existing features that interfere with the correct installation of new features; including minor equipment, conduits, and miscellaneous attachments; shall be moved without damage and reinstalled as soon as construction for that area is complete.
e. MATERIAL DISPOSAL: Dispose of removed materials in accordance with Standard 13 – Environmental Quality Protection, Section 13.8 Disposal of Waste Materials in the Construction Standards.
DIVISION 11 – SERVICE BUILDINGS

2. PAYMENT: The Contractor shall include all costs associated with the work in this Division in the correlating bid item listed in the Bidding Schedule.
B. DESCRIPTION OF BIDDING SCHEDULE ITEM “BUILDING CONCRETE”
1. CONCRETE REPAIR:
a. GENERAL: The Contractor shall provide all material, labor, and equipment for repairing any damaged concrete or block installations as indicated on the Project Drawings, as specified herein, and as required for a complete and proper installation.
a. SUBMITTALS: In accordance with Division 1, Section J – Submittals and Correspondence.
b. MATERIAL: Use the following materials for repairing chips, cracks, divots in concrete and block repair:
1. LARGE CRACKS, CHIPS, AND DIVOTS (1/4” OR LARGER): Abocrete
Structural Patching & Resurfacing Cement – Epoxy Adhesive by Abatron, Inc.
2. CRACKS, CHIPS, AND DIVOTS 1/4” OR SMALLER: Sashco 16210 Slab Concrete Crack Repair Sealant by Sashco, Color: Gray
c. INSTALLATION:
1. Prepare the surface according to manufacturer’s recommendations.
2. CMU BLOCK REPAIR:
a. GENERAL: The Contractor shall provide new cmu block and mortar to enclose the opening remaining after the removal of the door and frame on the east entrance to Office #2 (Mailroom). The Contractor shall match existing block and grout lines for a complete and uniform installation.
C. DESCRIPTION OF BIDDING SCHEDULE ITEM “THERMAL PROTECTION”:
1. BUILDING ENVELOP SEALING:
a. GENERAL: The Contractor shall provide all materials, labor, and equipment for sealing around all building exterior penetrations with the exception of the garage doors; as indicated on the Project Drawings, specified herein, and required for a complete and proper installation.
b. Sealants must comply with ASTM C920-11 Standard Specification for Elastomeric Joint Sealants.
DIVISION 11 – SERVICE BUILDINGS

c. SUBMITTALS: In accordance with Division 1, Section J – Submittals and Correspondence.
d. MATERIALS:
1. Silicone Sealant: GE5000 Advanced Silicone 2 Window & Door Sealant by General Electric, Color: Clear (or approved substitute)
e. INSTALLATION: The Contractor shall install the sealant in accordance with manufacturer’s instructions.
2. CIRCULAR SOFFIT VENTS:
a. GENERAL: The Contractor shall replace all missing circular soffit vents as called out on the Project Drawings. Use existing vents for matching product.
E. DESCRIPTION OF BIDDING SCHEDULE ITEM “DOORS AND WINDOWS”
1. DOOR HARWARE:
a. GENERAL: The Contractor shall remove all entry passage doors and adjust swings for proper closing and sealing. Replace existing sweeps.
b. MATERIAL: Replace sweeps using Pemko 345DV (or approved substitute).
c. INSTALLATION: Follow manufacturer’s instructions.
DIVISION 12 - PAINTING

A. CONTRACT REQUIREMENTS:
2. PAYMENT: The Contractor shall include all costs associated with the work in this Division in the correlating bid item listed in the Bidding Schedule.
B. DESCRIPTION OF BIDDING SCHEDULE ITEM “PAINTING”:
1. PAINTING:
a. GENERAL: Provide materials and equipment to apply primer, paint, and coating in accordance with this section. Methods of preparing and applying paint or coating not included herein shall be in accordance with manufacturer’s instructions and WAPA Construction Standard 12, Painting.
1. Additionally, the Contractor shall paint the top 12 inches of the top of concrete foundation prior to replacing pulled back gravel around both building perimeters.
b. SUBMITTALS: In accordance with Division 1, Section J – Submittals.
1. Product Data: Manufacturer’s technical information including paint label analysis, preparation of surface, spread rates, thinning instruction, mixing, coverage of paint, recommended number of coats, and application instruction for primer, paint, and cement-base coating with bonding agent.
2. Samples: Submit a color deck for color selection by WAPA.
3. Material-Safety Data Sheets: Submit in accordance with Subsection D, of the
“Safety and Health, General” section of the “General Requirements” Division.
c. DELIVERY, STORAGE: Deliver paint materials in sealed labeled containers, with manufacturer’s name, type of paint, brand name, color designation, date of manufacturing, and instructions for mixing and reducing. Store paint materials as recommended by the manufacturer.
d. ENVIRONMENTAL CONDITIONS: Provide ventilation, lighting, and necessary safety equipment for protecting workmen during painting operation.
e. PROTECTION: Protect name plates, cover plates, and other surfaces from paint and damage. Repair damage as a result of inadequate or unsuitable protection. Furnish drop cloths, shields, or protective equipment to prevent spraying or droppings from fouling surfaces not being painted including surfaces within storage and preparation area.
f. MANUFACTURERS: Manufacturers listed below are regarded as establishing a standard of quality:
1. PPG Industries Incorporated, One PPG Place, Pittsburg, PA 15272.
2. Sherwin-Williams Company, 101 Prospect Avenue, Cleveland, OH 44115.
3. Tnemec Company Inc., P.O. Box 1749, Kansas City, MO 64141-1749.

2. SURFACE PREPARATION FOR PAINTING:
a. GENERAL: Surface preparation shall be in accordance with the manufacturer’s installation instruction and as given below.
b. BUILDING EXTERIOR SURFACE PREPARATION:
1. The Contractor shall power wash the exterior of both buildings. Existing peeled or checked paint should be scraped and sanded to a sound surface. If in sound condition, clean the surface of all foreign material. Smooth, hard, or glossy coatings and surfaces should be dulled by abrading the surface. Apply a test area, allowing paint to dry one week before testing adhesion. If adhesion is poor, additional abrasion of the surface and/ or removal of the previous coating may be necessary.
Retest surface for adhesion.
c. BUILDING INTERIOR SURFACE PREPARATION:
1. The Contractor shall remove all furniture and equipment into the adjacent open bays next to Office #1 & #2. All personal items will be removed by WAPA staff. Contractor shall replace all furniture and equipment once paint had dried.
2. The Contractor shall clean all surfaces to be painted for proper paint adhesion. All surfaces must be clean, free of dust, chalk, oil, mold and mildew, loose peeling paint, rust, and all other foreign substances.
3. PAINT SYSTEMS:
a. GENERAL: Selected paint system for any particular item shall consist of primer and finish coats from the same manufacturer.
b. EXTERIOR BLOCK/CONCRETE SEALING: The Contractor shall apply white exterior sealing primer to any blocking or concrete with 15% or more finish removed by power washing or general decay.
1. Masterchem Industries, LLC:
a. Prime Coat: Kilz, Original Interior/Exterior Primer (or approved substitute)
c. EXTERIOR BLOCK/CONCRETE SURFACE: Exterior block/concrete walls and accessories shall be painted using the following:
1. Sherwin-Williams Company:
a. First and Second Finish Coats: Sherwin Williams, SuperPaint Exterior Acrylic Latex, No Color additive – Extra White. Finish: Gloss (or approved substitute)
d. INTERIOR BLOCK/CONCRETE SURFACE: Interior block/concrete walls and accessories shall be painted using the following:
a. First and Second Finish Coats: Sherwin Williams, Superpaint Interior Acrylic Latex, No Color additive – Extra White. Finish Gloss (or approved substitute)

e. EXTERIOR STEEL DOORS, DOOR FRAMES, WINDOW FRAMES, AND ACCESSORIES: Exterior block/concrete walls and accessories shall be painted using the following:
a. First and Second Finish Coats: Sherwin Williams, SuperPaint Exterior Acrylic Latex, Color: Light Beige. Finish: Satin (or approved substitute)

Message from the Administrator
At Western, we show our commitment to safety every day through the actions we take, the training we offer and the work conditions we provide. We expect the same commitment to safety from each of our contractors who provide products or services to Western. In performing work for Western, all contractors must make the right decisions to ensure that the work environment is as safe as possible.
Our safety program is based on four points:
Safety procedures or common sense must be applied by each
Federal and contract employee. Safety should not be set aside to meet a project schedule or for personal convenience.
Employees and contractors must believe that they have the right and the responsibility to identify and take action to reduce, if not eliminate, hazardous work environments and hazardous work practices.
Managers and supervisors must lead by example and execute their responsibility to ensure each job is accomplished in a safe and healthy way.
Safety is a personal responsibility. Each individual makes the decision on what action to take to accomplish a task.
By integrating these principles into every task we take, together we can ensure Western is a safe place to work.
