About this file

This is Amendment 1 to a Request for Bid issued by the University of Wisconsin-Madison Purchasing Services for a Rodent Neural Imaging System (Contract 18-0063). The amendment was issued on April 20, 2018, with an original bid due date of April 26, 2018, at 2:00 PM CDT. The University seeks a complete hardware-software system capable of visualizing calcium transients in individual neurons within deep brain structures of awake-behaving rats. The system must include camera lenses, stereotaxic implantation equipment, cabling, fluorescent detection capabilities, and analysis software with the ability to track calcium activity across multiple individual rodents in freely moving conditions, analyze data across distinct task events, and provide complete neuropil signal subtraction functionality. Amendment 1 specifically modified the delivery terms from FOB Installed to FOB Destination and updated specification attachments. Bid prices were required to remain firm for sixty days from the bid opening date, and the bid abstract would be available for public inspection only after award determination.

All bid prices must be submitted on an FOB Destination basis with delivery charges and risk of loss borne by the Contractor, including all packing, freight, insurance charges, and installation/operation manuals. Delivery shall be made to UW-Madison at 1202 West Johnson Street, Madison, WI 53706, with unloading and transportation to the interior or ground floor performed by the carrier or contractor. Bidders must be original manufacturers, authorized distributors, or dealers with service and repair capabilities and must have provided neural imaging systems for the past three years. Bidders are required to provide maintenance and repair on-site with replacement parts accessible within five days, service response within 72 hours of initial contact, and completion or progress reporting within two weeks. Additional requirements include manufacturer-trained personnel, unlimited call-back maintenance service during normal business hours, and appropriate insurance certificates naming the Board of Regents of the University of Wisconsin System as an additional insured. Questions regarding the bid should be directed to Jeff Whitman at UW Purchasing (608-262-6120 or jeff.whitman@wisc.edu).

QUESTIONS AND ANSWERS FOR 18-0063

(Rodent Neural Imaging System)

Q1: Is this bid for a microscope system, or something else?

A1: It is not a desktop microscope that is used to image tissue/cells in vitro or on a slide. It is a microscope in the sense that it permits imaging of calcium transients in single neurons of freely moving animals. A 2 photon microscope would not be appropriate unless it can image tissue well below the cortical surface (deep tissue structures of the brain).

5.1 F.O.B. Destination, All deliveries shall be FOB Destination. Delivery charges and risk of loss shall be borne by the Contractor.

Delivery will be made by common carrier or Contractor’s truck, with unloading to be performed by the carrier/contractor and carton(s) transported to the interior/ground floor or inside dock at UW-Madison at 1202 West Johnson Street Madison, WI 53706. Bid prices must include all packing, freight, insurance charges and installation/operation manuals, excluding any import/export costs.

If bidding other than F.O.B. Destination, as stated, F.O.B. point and shipping charges must be identified on the Itemized Bid List. This additional cost will be added to the bid total and will serve as the basis for determining the award.

Indicate on the Bidder Response Sheet the Country of Origin and Shipping Point.

For University Imports: See Section 5.2

Failure to bid FOB DESTINATION delivery charges and risk of loss borne by the Contractor in bid price or discount may disqualify your bid.
