About this file

This Performance Work Statement (PWS) outlines a Blanket Purchase Agreement (BPA) for comprehensive tailwheel flight training services issued by the 17th Special Operations Squadron (17SOS)/492 SOW. The agreement will run from the date of award until December 31, 2028, and aims to provide training that enables aircrew personnel to obtain a FAA Tailwheel Endorsement. Key training requirements include:

Contractors must provide a minimum of 5 hours of ground instruction and 10 hours of flight instruction in an airworthy tailwheel aircraft, covering topics such as aerodynamics, ground handling, takeoff and landing techniques, emergency procedures, and aircraft systems. The training must include unpaved runway operations across 10 different landing locations with diverse terrain types. Instructors must have a minimum of 300 hours of tailwheel dual instruction, and the provider must have experience training Special Operations Forces personnel. The training location must be within the Continental United States (CONUS), and providers will be evaluated on their ability to concurrently support at least two students, maintain a comprehensive syllabus, and provide detailed student performance reports.

3.1.1 Ground Instruction Topics: Instruction shall include, but is not limited to:

Aerodynamics of tailwheel aircraft (e.g., P-factor, torque, spiraling slipstream effects on ground handling).

Ground handling techniques (e.g., proper taxiing, S-turns, pivot turns, braking).

Takeoff techniques (e.g. maintaining directional control, three-point vs. wheel takeoffs, short-field, soft-field).

Landing techniques (e.g., three-point landings, wheel landings, crosswind landings, short-field, soft-field).

Go-around procedures specific to tailwheel aircraft.

Emergency procedures (e.g., ground loops, engine failure during takeoff/landing).

Aircraft systems specific to tailwheel aircraft (e.g. Tailwheel Spring interconnects and locking mechanisms).

FAA regulations pertinent to tailwheel endorsements (e.g., FAR Part 61.31(k)).

3.2 Flight Instruction Services: The Contractor shall provide hands-on flight instruction for a minimum of ten hours in an airworthy tailwheel aircraft to develop and refine the students’ practical skills in tailwheel operations.

3.3 Aircraft Provision: The contractor shall provide an airworthy and appropriately FAA certified tailwheel aircraft for all flight instruction

3.3.1 Aircraft Requirements: The aircraft shall:

1500-2500lb max gross weight Be certified under 14 CFR 23 Airworthiness Standards Be maintained in accordance with FAA regulations (FAR 43 and 91) Have all required inspections and airworthiness directives complied with Be appropriately insured for flight training operations
