SCOPE OF WORK
Integrated Natural Resources Management Plan for USAG Hawaii (Oahu)
Cooperative Agreement No.: W9128F-17-2-0034 (CESU 17-34)
Projects for execution under this Cooperative Agreement (CA) by USACE do not include any functions to be performed that are inherently governmental. This determination is made with the assessment that places emphasis on the degree to which conditions and facts restrict the discretionary authority, decision-making responsibility, or accountability of Government officials using Non-Federal Entity (NFE) services or work products.
This CA shall not be used for performance of personal services. These tasks provided by the customer for execution under this CA by USACE do not include functions to be performed that are personal services.
Any modifications to Cooperative Agreement activities as outlined by this SOW/PWS must be channeled through the Grants Officer’s Technical Representative (GOTR) and Grants Officer (GO) prior to NFE implementation.
NFE personnel shall also wear a distinctive NFE furnished security (ID) badge/lanyard readily identifying the individual as a NFE employee. The badge shall be worn in a conspicuous place at all times when performing work under the Cooperative Agreement including attendance at Government meetings and conferences that take place outside of the Government facility.
NFE personnel shall identify themselves as an NFE employee when answering or placing calls on a Government telephone and when leaving outgoing or incoming messages on voice mail.
Use of acronyms in this identification is insufficient to meet this requirement.
All NFE email signatures shall identify them as such and will include their employer’s name.
1. INTRODUCTION
Integrated Natural Resources Management Plans (INRMP) are a Department of Defense (DoD) requirement for installations with significant natural resources (DoD Manual 4715.03) and pursuant to section 670a(a) of the Sikes Act [Title 16, U.S. Code (USC) sections 670-6700]. An INRMP documents how the DoD and installations carry out programs and implement management strategies for the conservation and protection of biological and earth resources with input from the U.S. Fish and Wildlife Service and the state. An INRMP is a planning document that describes how installations implement landscape-level management, cooperate with various stakeholders, and ensure military operations now and in the future.
The INRMP is to address the natural resources managed on all Oahu Installations. It will be:
1. Based on DoD environmental programs and policies goals.
2. Applicable and consistent with installation uses and provide for no net loss in the capability of the military mission, pursuant to section 670a(b)(1)(1) of the Sikes Act.
3. Written in coordination with all applicable regulatory permits and requirements and relevant planning documents.
The document will be designed to:
1. Protect/enhance installation mission capabilities while incorporating sustainable practices and utilizing ecosystem management principles when addressing management goals, objectives, and timelines.
2. Integrate with mission requirements and priorities and help ensure the best ecological conditions to support current and future mission requirements.
3. Identify those instances where net loss of mission capability may be unavoidable and include discussion of measures taken to minimize the effects of any resulting restrictions to the installation's mission.
4. Manage federally listed endangered or threatened species through inventory, monitoring, and management as agreed to with the U.S. Fish and Wildlife Service (USFWS).
5. Align with Endangered Species Act Consultations and other natural resource laws and regulations.
6. Evaluate compliance in accordance with sections 4321-4370h of Title 42, USC; the National Environmental Policy Act of 1969.
7. Identify public access.
8. Include coordination with federal and state agencies and neighboring land owners as deemed necessary by the installation.
The INRMP revision will reflect the changes in program execution and the inclusion of newly listed federally listed endangered or threatened species and new Endangered Species Act Consultations.
2. TASKS
Task 1 Meet with installation Environmental Staff and establish a timeline for deliverables. This will include at least three site visits to gather program specific information and for program content review. The NFE is expected to maintain an on-going dialogue throughout the course of document development to ensure the content reflects the Installation, and the Environmental staff policies, concepts, and program execution.
a) Review the current INRMP to determine the desired content and changes, including format.
b) Develop a revised Table of Contents/outline of topics.
c) Identify data needs and installation experts that can provide specific information.
d) Develop a mutual timeline.
Task 2 Document development will follow DoDM 4715.03 Integrated Natural Resources Management Plan (INRMP) Implementation Manual (November 2013) and will include, but not limited to:
a) General installation information.
b) Description of the military mission. To include both known and expected impacts to resources.
c) Description of the installation's natural resources so as to make appropriate decisions (e.g., vegetation communities, topography, soils, climate patterns, water resources, wildlife, Federal and State listed species, other sensitive species, critical habitat, special management areas). This includes maintaining relevant and updating baseline plant and animal species lists.
d) Description of wildlife fire issues, hunting procedures, weed management, managing Bird/Wildlife Aircraft Strike Hazards, climate change, land management partnerships, public access, and natural resources management procedures.
e) Identification of projects and program descriptions, current and planned that affect natural resources that are biologically or geographically significant or sensitive to be monitored and managed for their protection and long-term sustainability.
f) Compliance with legal requirements and stewardship, and procedures for the identification, maintenance, and enhancement of natural resources that support to the military mission.
g) Incorporate the principles of ecosystem-based management at the same time as ensuring no net loss to the training and testing capability and capacity of the installation.
h) Budget development that addresses requirements, goals, and objectives.
The document format will follow that present in 2006 INRMP Template and include:
Chapter 1. Overview (purpose, scope, goals and objectives, responsibilities, authority, stewardship and compliance, review and revision process, management strategy, and other plans for integration).
Chapter 2. Current Conditions and Use (installation information, physical environment and ecosystems, general biotic environment, fauna, and flora).
Chapter 3. Environmental management strategy and mission sustainability (supporting sustainability of the military mission and the natural environment, natural resources consultation requirements, NEPA compliance, partnerships, public access and outreach, encroachment partnering, and state comprehensive wildlife plan).
Chapter 4. Program elements (program elements and integrated goals and objectives for threatened or endangered species management, species of concern management, wildlife management, law enforcement of natural resources laws and regulations, migratory bird management, vegetation management, invasive species management, pest management, bird/wildlife aircraft strike hazard, etc.).
Chapter 5. Implementation (project drivers, achieving no net loss, contracts, cooperative agreements, and funding)
Task 3 Programmatic Environmental Assessment for the Oahu Installations INRMP. DoDM
4715.03 notes that changes in natural resources management actions require NEPA review in most cases. Also, the Sikes Act requires installations provide an opportunity for the public to comment on INRMPs and NEPA documentation. The NEPA review should be performed before the new INRMP is adopted.
3. GOVERNMENT PROVISIONS
The Government will provide:
a. Geographical information and other database information (shapefiles, geodatabases, natural resources data, etc.) that support and address the analysis and development of the document.
b. Access to employees and installation sources, such as subject matter experts, scientists, and requisite USAG Hawaii personnel familiar with the natural resources as they relate to the installation.
4. PERIOD OF PERFORMANCE
24 months from date of award.
5. DELIVERABLES
a) Preliminary draft (digital) of the INRMP to be submitted within 15 months from date of award.
b) Final draft (digital) of the INRMP to be submitted within 22 months from date of award.
c) Final INRPM document (25 paper copies, digital). All appendices will be electronic with the exception of the environmental assessment.
File details come from the government source that posted it.
