About this file
This document is a Sole-Source Determination Memo for the Oregon Health Authority (OHA) to acquire a Master Subscription Agreement and First Subscription Order for access to drug life-cycle insights data from IPD Analytics. The OHA has determined that IPD Analytics is the sole-source provider of these unique services, which include a team of pharmacy experts that analyze drug pipelines, pricing, research, and regulatory information. The OHA requires these services to support its clinical pharmacists and leadership in responding to urgent needs, such as providing COVID-19 countermeasure reviews. The total contract value is estimated at $25,000, with the OHA reserving the right to renew the subscription up to $150,000 or for five total years, whichever comes first.
The OHA's market research found that IPD Analytics is the only provider offering these specialized consulting services, and that other states and healthcare organizations, such as Washington State and Moda Health, are already subscribers. The OHA determined that the efficient utilization of these compatible services from IPD Analytics requires a sole-source procurement, as no other provider can meet the agency's needs. The contract will be awarded to IPD Analytics, a Florida-based company, without a competitive bidding process.

Description of goods or services: Master Subscription Agreement + First Subscription Order for Access to Data on Drug Life-Cycle Insights
1. Background: What Makes IPD Unique is that it is much more than a database or software service- One key difference noted during our evaluation is IPD provides syndicated consulting not just a database. IPD’s team of pharmacy directors, market forecasters, reimbursement experts and patent attorneys analyze the compounds, drugs, classes and therapy area IPD’s 600+ organizations request. IPD is a partner for clients working on the questions we need. IPD’s syndicated, cost effective consultant business model is not replicated by any other organizations in this space. You might find other organizations offer syndicated pharmacy related databases and newsletter services, but none offer a team of 200+ at their disposal to research their exact questions.
IPD’s team of pharmacy directors, market forecasters, reimbursement experts and patent attorneys analyze the compounds, drugs, classes, and therapy area IPD’s 600+ organizations request. IPD is a partner for clients working on the questions we need answered.
The usefulness of this product is such that we can potentiate the existing skill set of our team of clinical pharmacists (n=1). Essentially, we need to look at this product as having the equivalent of a small team of pharmacists and clinical experts at the states disposal to address drug pipeline, drug pricing, drug research, industry developments and regulatory information in a very streamlined and searchable format. This service significantly shortens the time my team needs to provide answers for leadership, confirm clinical guidance, and keep on top of industry developments. Without this we will lag and allow a work environment that places unnecessary pressure on our single OHA clinical pharmacist.
Insights built by Pharmacists for Pharmacists – IPD’s in house pharmacy team updates market assessments constantly based on key catalysts (clinical studies, payer coverage changes, pricing changes, promotional changes, etc.). IPD proactively emails their subscribers keeping them informed on changes in market projections and potential clinical strategies. They will keep our team informed so we can expand our team’s role as thought leaders within the organization and not be surprised by market shifts. Plus, IPD is very unique as the insights authored, distilled and translated into strategy by IPD’s pharmacy team.
Highly cost effective and Easy Implementation- There is no implementation and they do not need any of our data. Our team can benefit from IPD’s insights from day 1. Many services require access to our data to find opportunities. IPD’s external market scanning sets them apart.
Purpose Built Tools- IPD builds tools to support pharmacy leaders:
| • | Clinical pipeline tools with the ability to filter by specialty drugs, | dosage form, therapeutic areas, pharma companies, etc. | |
| • | Clinical Strategies authored by payer, acute care and oncology | experienced pharmacy directors | |
| • | Constantly updated therapy area summaries built to understand | clinicals, pricing and payer strategy | |
| • | Key catalyst reports- New drug approvals, new guidelines, Gov’t | changes, multisource launches, etc. | |
| • | Independent New Product, Generic and Biosimilar launch forecasts | and | launch schedules |

Agency reserves the right to purchase additional goods, services to include on-call maintenance, preventative maintenance, repair (unless available on DAS price agreement), or training.
3. Written findings of fact (market research): Pursuant to ORS 279B.075, the Agency has conducted market research that supports the assertion that there is only one source that can provide these goods or services.
The need of this IPD analytics subscription is urgent and according to our market research no other service offers these resources. We are under the pressure of OHA Medical Advisor leadership to provide COVID countermeasure reviews and clinical support for various COVID counter measures. IPD Analytics would greatly reduce the burden on us.
Our Market research included utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc. We have conducted market research to find a service or provider that provides these supportive services.
We have asked other states and partners who are pharmacy leaders, what they use and find helpful. Washington State is a customer/subscriber. Moda health is also a customer/subscriber. A PBM also reports utilizing this resource as a subscriber.
IPD does not have a competitor to services they offer. Since Washington State has a current contract for these services, we also explored using that contract thru the Interstate Cooperative Procurement, at this time it appears doubtful we can use their contract.
The IPD Analytics has provided to OHA, written assertation that they are the only entity authorized to of another entity that performs this type of supportive subscription service.
Agency must select at least one of the findings and prepare the determination as it specifically relates to the good or service being procured. More than one finding can be addressed. The findings are as follows:
|X| Pursuant to ORS 279B.075 (2)(a): Provide findings supporting the determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source. The continuity of IPD Analytics work depends upon minimal disruption to normal routines. The contractor listed has provided these services to OHA and the State of Washington and is the most knowledgeable individual able to support the needs.
or |_| Pursuant to ORS 279B.075 (2)(b): Provide findings supporting the determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source. [Enter supporting documentation] or |_| Pursuant to ORS 279B.075 (2)(c): Provide findings supporting the determination that the goods or services are for use in a pilot or an experimental project. [Enter supporting documentation] or |X| Pursuant to ORS 279B.075 (2)(d): Any other findings that support the conclusion that the goods or services are available from only one source. Our Market research included utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc. We have conducted market research to find a service or provider that provides these supportive services.

Additionally, the proposed vendor has provided that attached letter outlining that it its sole source.
