About this file

This is a Notice of Contract Action (NOCA) for FY26 Annual Shredder Maintenance issued by the Department of the Air Force, Air Force Life Cycle Management Center at Hanscom Air Force Base, Massachusetts.

The Air Force intends to award a sole source contract to Security Engineered Machinery (SEM) for Preventive Maintenance Inspections (PMI) on an existing SEM Disintegrator/Shredder Model 1424/26940. The contract will include a base year plus four option years. The rationale for sole source procurement is that SEM is the original equipment manufacturer with proprietary rights to the equipment's technical data and trained field personnel who are the only authorized professionals capable of performing maintenance and services in accordance with OEM standards. Any maintenance performed by unauthorized personnel would void the equipment warranty, posing an unacceptable risk to the government. The place of performance is Hanscom Air Force Base, MA. The Product Service Code is J074 (Maintenance, Repair and Rebuilding of Equipment), and the NAICS Code is 811210 (Electronic and Precision Equipment Repair and Maintenance). The set aside is Other Than Full and Open Competition. Interested parties may submit capability statements by email to Kristin Morrison (kristin.morrison.1@us.af.mil) and Kamryn Anderson (kamryn.anderson@us.af.mil) no later than 8:00 AM EST on September 21, 2026. This notice is not an RFP or IFB, and responses will be treated as information only. The procurement will be conducted under the authority of RFO 6.103-1 and 10 U.S.C. 2304.
