STATEMENT OF WORK AND SPECIFICATION

TO

REPLACE ROOF, REPLACE GUTTERS AND DOWN SPOUTS, LOWER AND UPPER FASCIA (FLAT PORTION ONLY) AT BUILDING 1044

STATEMENT OF WORK

Beltsville Agricultural Research Center (BARC), Bldg. 1044, Beltsville, Maryland

DESCRIPTION OF WORK:

Replace roof (Flat portion only), replace lower gutter and down spouts, and fascia.

In accordance with this contract, the contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to Gov. requirements. Should the contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Officer within 24 hours.

Prior to commencing work, the contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the Engineering and Construction Office, Building 426A, BARC-East, Beltsville, Maryland. Vehicle permits and identification badges shall be returned to the Government prior to the final payment being issued.

NOTE: THE CONTRACTOR SHALL NOTIFY THE GOVERNMENT TECHNICAL REPRESENTATIVE ON 301-504-8434 at least 24 HOURS BEFORE ANY WORK IS SCHEDULED TO START. All contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement Of Work and attached drawings, specifications, graphics, BA Special Conditions, and performed in accordance with all applicable local building codes, Construction Standards and Codes, Americans with Disabilities Act, local and State traffic codes, Maryland Department of Environment, the Maryland Highway Specifications, and the Maryland Department of the Environment Regulations concerning Clean Water Act.

Scope of Work:

In accordance with this contract, the contractor shall provide all labor, materials, supplies, specialized equipment/tools, transportation and supervision to replace the built-up roofing system on building 1044 (Flat portion only). The roof consists of two hip roofs with a flat roof in the middle. The flat roof utilizes a 2”x12”joist with 5/8th plywood decking and a built-up roofing system (BUR). It is necessary to have a construction work schedule prior to work start up. It is the government’s intention to install a new tapered roofing system which will have a fall of ½” to 1 foot.

The following work shall be performed, but not limited to:

A. Replace the built-up roofing system on building 1044 (Flat portion only).

1. Mobilization:

- Mobilize all necessary personnel, specialized tools and equipment, approved materials, dumpsters, safety items and all other necessities to initiate a work start up after receiving the notice to proceed.

- Contractor shall stage ladders and scaffolding as to allow free access to main front entrance to building at all times. All necessary precautions shall be taken to provide safe passage at the point of entrance/exit (contractor may be required to construct temporary safety passage to catch debris that could fall on individuals entering and exiting the building).

-Contractor will pay special attention to electric wires located around the roof and will cover electric pole with exposed wires.

2. Demolition:

- Contractor shall remove existing built up bituminous (asphalt) flat roofing system down to the plywood decking, including drip edge and flashing.

- Special attention shall be considered when removing roofing system around the roof exhaust vent stacks, pitch pockets and all other roof penetrations.

- Remove gutters and down spouts from north and south sides.

- The contractor shall remove and dispose off Government property, all items indicated as TO BE REMOVED. Such items become the property of the contractor and shall be loaded, transported per applicable DOT regulations, and disposed off at approved landfills.

- Contractor shall protect exposed roof from damage caused by rain or water infiltration during all phases of construction. Precautions shall be taken to assure that no damage is caused as a result of water damage to ceilings, floors, wall or equipment. Any such damage shall be the responsibility of the contractor to repair or replace at no cost to the Government.

3. Inspect/Repair:

- Contractor shall verify roofing system characteristics and identify type of roof membrane, decking material, framing members and insulation material.

- Measurements and safety precautions will be documented and forwarded to the COTR before commencement of work.

- Inspect all roof decking, roof truss members, fascia supporting structures for rotted and deteriorated areas. Mark up and replace with like kind and size only after notifying COTR/Government Inspector.

- The contractor shall submit their unit pricing for such repairs with their proposal.

- All cracks, breaks, separations and structural defects shall be repaired before installing new roofing system and soffits.

-Repairs up to 20% of the total roof area shall be part of the scope.

- Contractors shall not exceed replacing 20% of the total roof area without the approval of the

- If any rusted metal is present, after proper surface preparation is given, apply a minimum two (2) coats of anti-corrosive ASTEC B-16-71 Metal Primer.

- Care shall be taken to clean all removed and loose material from stripped roof deck, under roof deck where new material is installed and from soffit area before new construction is preformed.

4. Installation:

- Contractor shall install a cold applied, white, reflective, granule surfaced, bi-laminate reinforced modified bitumen membrane three-ply (3) roofing system consisting of tapered rigid insulation, built-up modified asphalt roofing and mineral granulated cap sheet. Cap sheet shall be rated by UL Class A, FM I-90, Energy Star and CCRRC. The contractor shall install:

- Tri-laminated roof ply with 4" overlap, by nailing, to wooden roof deck prior to applying rigid insulation

- Tapered rigid insulation shall have minimum 1/4" over 12" drop.

- 1/2" fiberboard shall be used over insulation.

- Two (2) layers of base sheet membrane above fiberboard.

- Reglet mounted counter flashing where new roof system meets vertical portions on east and west sides.

- Contractor shall contact the COR/Government Inspector when roof is ready for new roof system to be installed.

- Attention shall be given to incorporate positive drainage into the roofing assembly to assure avoidance of pounding. Positive drainage shall be provided to all two (2) edges that have gutters installed.

- Install new brown aluminum 6” gutters and 6” downspouts on north and south side roof.

- All upper and lower facia shall be covered with brown aluminum with out wrinkle or distortion.

- Install gutters, downspouts on the north and south side of building.

5. Weather Limitations:

- Proceed with installation only when existing and forecasted weather conditions permit roofing system to be installed according to manufacture's written instructions and warranty requirements.

- If installed in near-freezing or sub-freezing temperatures, hot boxes shall be used on the rooftop to rotate adhesive cans and rolls of flashing.

- New roofing system shall be applied on a dry clean surface, meaning that all water and debris shall be removed from roof at least two (2) hours prior to application. Additionally, vacuuming and/or power plowing will help removing water or moisture from the roof surface.

6. Performance Requirements and Warranty:

- Provide installed roofing membrane and base flashings that remain watertight; do not permit the passage of water; and resist uplift pressures, thermally induced movement. and exposure to weather without failure.

- Provide roofing materials that are compatible with one another under conditions of service and application required.

- Contractor shall provide 20 year warranty from damage caused by rain or water infiltration on new roof system, providing one site inspection and written report after first two (2) years and five (5) years.

7. Delivery, Storage and Handling:

- Deliver roofing materials to Project site in original containers with seals unbroken and labeled with manufacture's name, product brand name and type, date of manufacture and directions for storage.

- Store liquid materials in their original undamaged containers in a clean, dry, protected location and within the temperature range required by roofing system manufacturer.

- Protect stored liquid material from direct sunlight.

- Handle and store roofing materials and place equipment in a manner to avoid damage or deflection of roof deck. Any damage to roof structure due to mishandling of roofing materials or equipment will be the sole responsibility of the contractor to repair at no cost to the Government.

8. Submittals:

- See Submittals instructions below under General section.

- Provide the following submittals:

- Shop Drawings for roof system to include plans, elevations, sections and details.

-All other roof system layer materials and hardware used to apply new system.

- Installer Certificates: Signed by roofing manufacturer certifying that Installer is approved, authorized or licensed by manufacturer to install roofing system.

- Manufacturer’s technical data sheets for all materials used on this project.

- Manufacturer's Warranties for applied roofing system.

- Installers Safety Plan.

B. General:

1. Field Verification: It is the responsibility of the contractor to field verify all measurements, quantities and field conditions prior to bidding and commencing work.

2. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the contractors risk. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is marginal therefore, BARC is not responsible for any of the contractor's stored material, equipment, either inside or outside the building at any time.

3. Scheduling: The total contract period shall be 51 calendar days from receipt of Notice to Proceed. A period of 21 calendar days shall be allotted for the submittal, review, resubmittal process. The work on-site shall be limited to one thirty (30) calendar day period. The final inspection shall be scheduled a maximum of 44 calendar days from receipt of Notice to Proceed, leaving 7 days for punchlist remedies. The contractor shall submit a copy of his proposed schedule to the COTR for approval.

4. Submittals: The contractor shall submit the manufacturer’s technical data sheets, shop drawings and other Submittals listed above within 14 calendar days of receipt of Notice to Proceed. Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the Contracting Officer. Provide 6 copies of each material submittal.

5. O&M Manuals / Refrigerant Inventory / Preventive Maintenance / Warranty Forms: The contractor shall provide four (4) copies of bound operation and maintenance manuals to include manufacturer’s technical data sheets, installation instructions and spare parts data for each piece of mechanical or electrical equipment. The contractor shall fill out the attached Refrigerant Inventory form and Preventive Maintenance / Warranty form. O&M manuals and forms listed shall be turned over to the contracting officer at the final inspection.

6. Coordination: The contractor shall coordinate with the COTR, with adequate advance notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures or interruption in utilities. The contractor shall provide dust protection as required to ensure the delicate scientific equipment housed in this building is not damaged.

7. Complete Work: It is the intent of this project to contract for a complete, functioning mechanical and or electrical system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship

8. Guaranty and Warranty: All contracted work shall be guaranteed by the contractor, as stated above under Performance Requirements and Warranty, from the date final acceptance against defective materials, design and workmanship. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the contractor. ALL WARRANTIES SHALL BE TURNED OVER TO THE COTR PRIOR TO FINAL INVOICING.
