This Pricing Schedule is based on estimated quantities required to meet the specifications. The total extended prices shall be used for evaluation purposes only. The actual amount to be paid, by the Government shall be computed based on actual quantities installed at the unit bid price(s).

Work performed under subject contract will be ordered via the issuance of a Task Order signed and executed by the Contracting Officer prior to the initialization of work activities as well as a Notice to Proceed, if applicable. See Section H - Special Contract Requirements.

stated. If it is not stated, the Offeror/Bidder agrees that the lump sum adjustment shall be applied on a pro rata basis to every item in the CLIN schedule.

5 The Offeror/Bidder shall distribute his indirect costs (overhead, profit, bond, etc) over all the items in the CLIN schedule. The Government will review all submitted CLIN schedules for any unbalancing of the items. Any submitted CLIN schedule determined to be unbalanced may cause the proposal to be determined "unacceptable."

6 In the event there is a difference between a unit price and the extended total, the unit price will be held to be the intended proposed price. If the Offeror/Bidder shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended unit price.

7 Arithmetic Discrepancies. For the purpose of initial evaluation of bids the following will be utilized in resolving arithmetic discrepancies found on the face of the CLIN schedule as submitted by the bidder.

(a) Obviously misplaced decimal points will be corrected;

(b) Discrepancy between unit price and extended price, the unit price will govern;

(c) Apparent errors in extension of unit prices will be corrected;

(d) Apparent errors in addition of lump sum and extended prices will be corrected.

For the purpose of bid evaluation, the Government will proceed on the assumption that the bidder intends the bid to be evaluated on basis of the unit prices, the totals arrived at by resolution of arithmetic discrepanies as provided above and the bid will be so reflected on the abstract of bids.

These correction procedures shall not be used to resolve any ambiguity concerning which bid is low.

8 Dewatering prices will be negotiated on a site specific basis.

9 All quantities are estimated, reference FAR 52.211-18 Variation in Estimated Quantity

10 Water Service Connection Fees and Sewer Service Connection Fees** The cost of these fees will be reimbursed as indicated on each delivery order at the actual cost of the connection or permitting fees.

1.08 QUALITY ASSURANCE

A. Compaction Testing Qualifications: Contractor is responsible for compaction testing. Tests must be performed by an independent firm or professional regularly engaged in soil testing for engineering purposes. The individual on site shall be certified to operate nuclear density equipment.

B. Locations: Provide compaction test results at locations as designated by the

Project Engineer.

1. Frequency:

a. Excavation, Trenching and Backfilling in an Established, Traveled

Roadway: 3 tests vicinity of each abutment, 3 tests for road crossing (9 tests total).

b. Excavation, Trenching and Backfilling outside of an Established, Traveled Roadway: once per 25-feet along the pipeline.

2. At each location, provide enough tests to demonstrate compliance with the compaction requirements for both the pipe embedment zone and the final backfill zone.

3. If testing reveals inadequate compaction, retest at that location after remedying the non-compliance with the specifications.

4. If for any location, the Engineer observes poor compaction implementation and the Contractor will not remediate the work, the

Engineer may request compaction testing. If the initial compaction testing passes the requirements, the Owner will pay the testing cost under a

02315 – Excavating, Trenching and Backfilling p. 7 of 15 change order negotiated under the contract. If the initial compaction testing fails, the Contractor will pay for the initial testing cost, retest at that location after remedying the non-compliance with the specifications, and retest at the Contractor’s expense.
