C.2 BACKGROUND

The PHS Commissioned Corps (CC) consists of approximately 6,500 officers working in the following categories: Medical, Dental, Nurse, Pharmacy, Veterinarian, Scientist, Engineer, Environmental Health, Dietitian, Therapy and Health Services.

Medical Affairs’ (MA) mission is to ensure that all CC officers have access to cost-effective, quality health care services in accordance with established polices and standards set by the Public Health Service, while simultaneously ensuring that all CC officers are fit for duty. The Beneficiary Medical Program (BMP) is the component of MA responsible for facilitating access to health care services for active duty CC officers, family members, retirees, and retiree dependents, with its primary focus being on the active duty PHS Officer. The BMP came into existence at a time when healthcare resources for remotely stationed officers were limited.

Beginning on October 16, 2003 the BMP of MA underwent an A-76 Streamlined Competition Study that reviewed the dental claims processing function provided by BMP for active duty PHS Officers. On December 5, 2003 the A-76 Performance Decision announced that the BMP claims processing function could be performed in the private sector by a dental service provider at a lower cost to the government. The Performance Decision also stated that the contracting officer shall award the dental service provider a contract for processing the dental claims and pre- determinations.
