Acquisitions and Grants Support Services Labor Categories and Descriptions
Contract Support Specialist I:
• Required:
o One (1) year of contract work experience based on the Contract Specialist (GS-1102)
Qualification Standard;
o Either a baccalaureate degree from an accredited institution or 24 semester hours of business-related college courses.
• Provide basic support and assistance in all areas of Federal Acquisition Regulation (FAR) based
Federal procurement in which expertise is required such as: preparing or reviewing pre-procurement packages, actively participating in developing and managing acquisition plans, preparing/researching support documentation, making quality recommendations to the Contracting officer, handling and resolving problems, validating data, and otherwise completing actions needed to successfully advertise, solicit, construct, award, administer and or/or closeout Government contracts or task/delivery orders. Monitor status of and support de-obligating undelivered orders (UDOs).
• Experience in automated systems and software applications including Microsoft Word, Excel, Outlook, SharePoint, Adobe Acrobat, and teleconference applications.
Contract Support Specialist II:
• Required:
o Two (2) years of contract work experience based on the Contract Specialist (GS-1102)

o Either a Baccalaureate degree from an accredited institution or 24 semester hours of business-related college courses.
• Provide intermediate support and assistance in all areas of Federal Acquisition Regulation (FAR) based Federal procurement in which expertise is required such as: preparing or reviewing pre-procurement packages, actively participating in developing and managing acquisition plans, preparing/researching support documentation, making quality recommendations to the Contracting officer, handling and resolving problems, validating data, and otherwise completing actions needed to successfully advertise, solicit, construct, award, administer and or/or closeout Government contracts or task/delivery orders. Monitor status of and support de-obligating undelivered orders (UDOs).
Contract Support Specialist III:
o Four (4) years of contract work experience based on the Contract Specialist (GS-1102)
Qualification Standard;
o A Baccalaureate degree from an accredited institution and 24 semester hours of business-related college courses.
• Provide advanced support and assistance in all areas of Federal Acquisition Regulation (FAR) based Federal procurement in which expertise is required such as: preparing or reviewing pre-procurement packages, actively participating in developing and managing acquisition plans, preparing/researching support documentation, making quality recommendations to the Contracting officer, handling and resolving problems, validating data, and otherwise completing actions needed to successfully advertise, solicit, construct, award, administer and or/or closeout Government contracts or task/delivery orders. Senior Contract Support Specialist:
o Five (5) years of contract work experience based on the Contract Specialist (GS-1102)
Qualification Standard;
o A Baccalaureate degree from an accredited institution and 24 semester hours of business-related college courses.
• Provide advanced support and assistance in all areas of Federal Acquisition Regulation (FAR) based Federal procurement in which expertise is required such as: preparing or reviewing pre-procurement packages, actively participating in developing and managing acquisition plans, preparing/researching support documentation, making quality recommendations to the Contracting officer, handling and resolving problems, validating data, and otherwise completing actions needed to successfully advertise, solicit, construct, award, administer and or/or closeout Government contracts or task/delivery orders. Monitor status of and support de-obligating undelivered orders (UDOs).
• Experience in automated systems and software applications including Microsoft Word, Excel, Outlook, SharePoint, Adobe Acrobat, and teleconference applications.
• Provide on-site supervision across all task orders for all contracted staff; promptly communicate with PM, COR, and CO to assist with coordinating work related activities and resolving performance issues.
Grants and Agreement Support Specialist I:
o One (1) year of Grant and Agreement experience;
o Either a baccalaureate degree from an accredited institution or 24 semester hours of business-related college courses.
• Provide basic support to perform administrative business, policy, and analytical work involving:
the management, award, and/or obligation of funds for grants, cooperative agreements, and interagency agreements, using financial, administrative, business and negotiation procedures;
• Provide basic support for the planning, implementation and evaluation of grant proposals
• Provide basic support for interagency agreements and cooperative agreements including assembling, coordinating requisition documentation, and administering Interagency Agreements and Cooperative Agreements.
• Provide basic support to negotiate, award, and review all reimbursement requests for appropriateness,
• Ensure that awardees are in compliance with established administrative and financial policies, procedures, and sound business practices.
• Provide basic support to monitor all phases of award and closing, including assessment of technical progress and performance.
• Provide basic support for the administration or termination, and/or closeout of grants and/or interagency agreements and/or cooperative agreements.
• Ensure Compliance with laws, regulations, rules, policies, procedures, and methods governing the administration of Federal grants, cooperative agreements, interagency agreements and awards;

• Provide intermediate expertise and support for the planning, implementation and evaluation of grant proposals.

• Provide intermediate support for the administration or termination, and/or closeout of grants and/or interagency agreements and/or cooperative agreements.
• Ensure Compliance with laws, regulations, rules, policies, procedures, and methods governing the administration of Federal grants, cooperative agreements, interagency agreements and awards;
Senior Grant and Agreement Support Specialist III:

• Provide expert support to manage and coordinate a complex grants portfolio including inter-agency agreements, and cooperative agreements.
• Serve as expert for the planning, implementation and evaluation of grant proposals and provide expert guidance on grants, cooperative agreements and interagency agreements.
• Provide expert support to negotiate, award, and review all reimbursement requests for appropriateness,
• Ensure that awardees are in compliance with established administrative and financial policies, procedures, and sound business practices.
• Provide expert support to monitor all phases of award and closing, including assessment of technical progress and performance.
• Apply analytical and evaluative techniques to the identification and resolution of grants administration, cooperative agreements, and interagency agreement issues
• Serve as expert for applicable laws, regulations, agency policy, precedent cases and other requirements that affect grant portfolio administration including inter-agency agreements, cooperative agreements
• Provide expert support for the administration or termination, and/or closeout of grants and/or interagency agreements and/or cooperative agreements.
• Ensure Compliance with laws, regulations, rules, policies, procedures, and methods governing the administration of Federal grants, cooperative agreements, and awards;
Program Manager:
• Required: Ten (10) years of experience in managing large and complex programs (i.e. IDIQ/BPA and task order requirements); of which five (5) years of experience is in managing the activities and staff for complex acquisition, financial, or business efforts;
• Required: Minimum Education, Bachelor’s degree from an accredited institution in technical, or business fields of study;
• Organize, direct, and manage acquisition support functions, involving multiple project tasks.
• Manage teams of acquisition support personnel;
• Maintain and manage the client interface at the senior levels of the client organization.
• Meet with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs;
• Represent the company in meetings with key stakeholders;
• Oversee the development task order management plans (TOMP), and other documents related to scope;
• Oversee project management personnel responsible for day-to-day delivery of services;
• Make available all resources including project staffing requirements required to fulfill the needs of the project;
• Oversee the development of task assignments for other project team members;
• Provide customer with the primary senior corporate point of contact and takes full responsibility to ensure that financial, time, scope, and quality expectations are met;
• Make project visible to FDA management to ensure timely resolution of issues;
• Certification in Project Management Professional (PMP) (desired).
Project Manager:
• Required: Ten (10) years of experience in managing large and complex programs (i.e.
IDIQ/BPA and task order levels requirements); of which five (5) years of experience is in managing the activities and staff for complex acquisition, financial, or business efforts;
• Required: Minimum Education, Bachelor’s degree from an accredited institution in technical, or business fields of study is required;
• Lead project team and provides supervises and oversees assigned projects (e.g. task orders).
• Manage contractor personnel and ensures the contractor provides quality acquisition support to
FDA, its customers, and stakeholders;
• Anticipate cost and schedule problems and works to resolve them;
• Develop task assignments for other project team members;
• Identify, communicate and resolve risks and performance issues;
• Monitor projects and keep the customer and FDA management informed of project status on a regular basis;
• Meet with customer to determine project requirements;
• Prepare for acquisition support activities and for necessary support resources including project staffing requirements;
• Provide FDA administrative staff with all necessary project cost information
• Reconcile all charges against the contract;
• Schedule and conduct customer meetings;
• Provide guidance, recommendations, status and updates on projects, attend meetings and respond to inquiries as needed;
• Certification in Project Management Professional (PMP) (desired).
Junior Acquisition Support Specialist I:
• Required: High School Degree or High School Equivalency (HSE) or General Education Development (GED) or Test Assessing Secondary Completion (TASC) Certificates;
• Required: Three (3) years of experience performing equivalent acquisition support duties;
• Responsible for the acquisition of materials and services using existing purchase vehicles and commercial item lists.
• Identify potential material sources and pre-qualify commercial suppliers.
• Compile information and records to draw up purchase orders.
• Assist in close out activities of contracts, grants, cooperative agreements, and interagency agreements.
Junior Acquisition Support Specialist II:
• Required: 24 semester hours of business-related college courses; (Educational requirement may be substituted with High School Degree or High School Equivalency (HSE) or General Education
Development (GED) or Test assessing secondary completion (TASC) Certificates and three (3) years of experience performing equivalent acquisition support duties)
• Required: Two (2) years of experience performing equivalent duties;
• Assemble or review new pre-procurement packages
• Research/assemble support documentation
• Validate data, assess financial and contractual issues
• Document findings
• Provide input to reports
• Assemble documents needed to advertise, solicit, construct, administer and or close out
Government contract vehicles
• Assist in close out activities of contracts, grants, cooperative agreements, and interagency agreements.
