About this file
This document is a Single Source Justification (Simplified Acquisition) for the 17th Test and Evaluation Squadron (TES) to acquire Arcus orchestration software licenses. The procurement involves 55 total users, including 32 existing licenses and 23 additional licenses, for a coverage period from March 2025 to March 2026. The solicitation is for Atlassian products including Jira, Confluence, and other collaborative tools, specifically from Jackpine Technologies and their authorized reseller (FCN).
The government conducted market research through NASA SEWP and SAM.gov, posting Requests for Information (RFI) and Sources Sought notices to explore alternative vendors. However, no viable alternatives were found that could provide the complete Arcus suite with the same capabilities and data migration assurances. The procurement is a small business set-aside with competition anticipated from Jackpine and FCN. The contracting officer determined that only a single source is reasonably available, and the government will continue to evaluate market alternatives for future acquisitions while maintaining Arcus as the primary software solution.

Section D: Efforts to Obtain Competition
The Arcus orchestration product was created and is managed by Jackpine Technologies. After checking the mandatory sources, including the DoD ESI Atlassian catalog it was determined that part number needed was not available. A Request for Information (RFI) was posted to NASA SEWP for any solution that meets or are comparable to the Arcus suite. Under NAICS 541519 there are 26 possible vendors on NASA SEWP, but only one vendor is listed as an authorized reseller for the part number. Multiple vendors responded to the RFI and may have been able to provide standalone Atlassian licenses as a reseller, but did not offer the Arcus package that the customer requires.
A second sources sought was posted on SAM.gov on 05 March to determine vendors that may be capable of exporting the custom framework and data built from within the Arcus suite. 2 companies responded as being interested, but it is unclear if they will be capable of migrating data without any loss of content. It can be concluded that although the vendors may be capable of exporting the data, there would be many other factors that would be unknown such as where the data would be migrated to, if the data would even be compatible with the new host, if any, or if there is a host sight in place that would allow for the continuation of use without an interruption to daily mission operations.
Furthermore, once the original licenses lapse, the custom framework and data will be inaccessible and would not be able to be migrated at all.
With this information, the goverment would like to procure this as a brand name justification (small business set aside) for Archus software, with comptetition anticipated from both Jackpine and FCN.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government continually evaluates the latest technology and will continue to monitor trends as well as developments in this area. The requirement owner conducting market research in future acquisitions may reveal that additional approved resellers have been added since this acquisition. Additionally, the customer will evaluate the needs of the organization in future requirements and considering alternatives and giving the contracting office sufficient time to evaluate the acquisition may preclude future single source or brand name awards. The Government will continue to acquire Arcus as a primary suite access point until or unless something in the market meets, at minimum, or exceeds current Arcus capabilities for compatibility and interoperability.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
