DIVISION 1 - GENERAL REQUIREMENTS

A. PROJECT REQUIREMENTS
Provide all labor, material, and equipment to construct and complete the Cheyenne Substation Gate Replacement project in accordance with the Construction Contract (Standard Form 1442);
Contract Clauses; Western Construction Standards, including:
Standard 1 - General Requirements (2016) Standard 2 – Site Work (2016) Standard 3 – Concrete (2016) Standard 11 – Service Building (2016) Standard 13 - Environmental Quality Protection (2016) Standard 15 – Drawings (2016) Standard Drawings; and these project Specifications and Drawings.
If a conflict occurs between the project Specifications and the Construction Standards, the project Specifications shall govern. The project Specifications and Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

WAPA Project Specifications and Construction Standards are explained in Standard 1 - General Requirements, Section 1.1.1 “Standards and Project Specifications”.
B. DESCRIPTION OF PROJECT:
1. Description of “Cheyenne Substation Gate Replacement” is listed below.
a. The Contractor shall remove the existing gates, concrete driveway, asphalt driveway, and fencing as shown on project drawings.
b. The Contractor shall provide and install new automatic pivot gate, concrete driveway, and fencing.
2. Paragraphs “DESCRIPTION OF BID SCHEDULE ITEMS” in Divisions 1, 2, 11, and 13 describe work to be performed.
3. The work is located in Cheyenne, WY, 82007 at Cheyenne Substation as shown on drawing CH 0015c.
C. DESCRIPTION OF BID ITEM “MOBILIZATION AND PREPARATORY WORK”:
1. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.

2. Prepare and submit a Safety and Health Program including the Positive Fall Protection Plan per Construction Standard 1.4.
3. Prepare and submit a breakdown of contract prices.
D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK
1. COMMENCEMENT AND COMPLETION: Begin work within 10 calendar days after date of receipt of Notice to Proceed.
2. CONSTRUCTION CONDITIONS AND CONSTRUCTION SCHEDULE RESTRICTIONS: The following Construction Conditions and Construction Schedule restrictions shall apply:
a. CONDITIONS: The entrance under construction must be secured by the Contractor at the close of each work day and remain secured until the start of the next work day.
1. Chain and padlock shall be used to secure the entrance under construction. A chain and padlock will be provided by Western and shall be returned to Western upon completion of construction.
2. Contractor shall provide a plan for securing the entrances as part of the
Construction Program for approval by Western. The site shall be secure at all times.
3. The COR or onsite representative shall be notified by the Contractor a minimum of
7-calendar days prior to closing any roads or parking lots.
4. The Contractor shall not interfere with the day-to-day operations within the facility.
b. SCHEDULE: Work week shall not exceed 60-hours unless approved by the Contracting Officer’s Representative (COR) in advance.
c. REGULATIONS: The Contractor shall comply with all applicable local, state, and federal regulations pertaining to all areas of construction. The Contractor shall provide safety barriers and equipment as required.
d. VERIFICATION OF DIMENSIONS: The Contractor shall be responsible for the coordination and proper relation of the work. The Contractor shall field verify all dimensions and advise the COR of any discrepancies or obstacles prior to proceeding with construction.
e. TRASH REMOVAL: All non-salvageable items and trash shall be hauled off the grounds and disposed of in accordance with applicable state, local, and federal regulations.
Items shall be transported in tarp-covered or closed vehicles. Any materials dropped
1-3 or blown off vehicles shall be picked up immediately by Contractor. See also Division 13
– Environmental Quality Protection, Section A. 1. g. Disposal of Waste Material.
f. PARKING: Parking of the Contractor’s vehicles shall be as identified by the COR or Construction Inspector.
g. TELEPHONE: At the beginning of construction, the Contractor shall provide the COR with a telephone number at which the Contractor or his representative may be contacted at any time during regular working hours. The Contractor shall also provide a phone number for after-hours contact.
h. SANITARY PROVISIONS: The Contractor shall provide temporary toilets for the use of construction personnel. Location, type, proposed maintenance, etc., shall be approved by the COR prior to placing toilets. Temporary toilets shall be removed at the completion of construction and the adjacent area restored to the condition existing prior to the start of construction. All costs incurred in connection with the temporary toilets shall be borne by the Contractor.
i. OUTAGES: The control building will be in operation at the time of construction.
However, if an outage is required on the part of the Contractor for safety or other reasons, notice shall be given to Western 21 days in advance of the required outage. A formal detailed request for outage explaining the reason(s) for the outage shall be submitted in order to start the notification process. The detailed explanation shall be typed, submitted to the COR, and approved prior to outage scheduling.
E. CONSTRUCTION SCHEDULE
Submit a construction schedule for approval to the COR within 10 calendar days after date of Notice to Proceed.
F. MATERIAL
The Contractor shall provide all material, equipment, and labor to complete the work identified in these Specifications and Drawings.
G. RIGHT-OF-WAY
Orient construction methods and equipment to utilize Western controlled right-of-ways or obtain additional temporary access without additional cost to Western.
H. GEOLOGIC INVESTIGATIONS
Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the work site.

I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES
Electric power for construction purposes will be available without cost. Source of supply is located in receptacles throughout the Control Building. The Contractor may provide power for construction by other means. Power made available by Western will be delivered as single phase, 60Hz, at approximately 120-240V AC.
J. WATER FOR CONSTRUCTION PURPOSES
Water will be furnished for on-site construction purposes to the extent it is available. Furnish equipment and material for conveying the water to the point of use, and determine if the water is suitable for use in the work. No charge will be made for water.
K. EXPLOSIVES AND BLASTING
Explosives shall not be used.
L. BURIED UTILITIES:
Existing underground power lines and other utilities exist on site as shown on CH 1716 and 3002.
The Contractor shall verify and is responsible for the location of these and any other utilities prior to construction. This shall include meeting with the facility manager, and the use of underground utility detecting equipment. Utilities shall be identified with a marker denoting the type of service.
M. EMPLOYEE REQUIREMENTS:
In addition to the requirements listed in WAPA Construction Standard 1.4.3 all employees are restricted from wearing a headset, headphone, or other listening device, other than a hearing aid or instrument for the improvement of defective human hearing, hearing protection worn as the hazard exists, or for communication purposes while on a WAPA jobsite.
N. SUBMITTALS & CORRESPONDENCE:
1. GENERAL: The Contractor shall furnish submittals as specified in the Construction Standards and this Project Specification via the email address listed below.
a. Submittals shall be in standard PDF, Microsoft Word (.doc/.docx), Microsoft Excel
(.xls/.xlsx), Electronic CAD (.dwg) (AutoCAD 2012 or newer) formats. All submittals in .dwg format shall also be submitted in .pdf format.
b. All submittals shall include the WAPA Contract number with the three digit Specification Number if applicable, (895032-XXC-WA000XXX-XXX), WAPA project title, Bidding Schedule Contract Line Item Number (CLIN) and applicable division number.
c. Multiple CLIN’s on a single submittal are not permitted.
d. A cover transmittal letter in Microsoft Word or PDF format shall be included with each email submittal.

2. TRANSMITTAL: The Contractor shall submit all correspondence (Request For Information, Submittals, etc.) to the following email address care of the COR.

A. GENERAL
The Contractor shall provide all labor, equipment, and materials to complete the work as defined in this section.
B. DESCRIPTION OF BIDDING SCHEDULE ITEMS
1. Bidding schedule item “DEMOLITION”:
a. The Contractor shall remove and dispose of the following as shown on drawing CH T-001. Refer to Standard 13 for disposal information and regulations.
1. Saw-cutting asphalt driveway
2. Concrete driveway
3. Chain link fencing and associated fence posts
4. Chain link gate and associated materials and posts (Gates to be saved on site)
5. Electrical wire and associated equipment that runs from the communications box, along the north fence running to the east, runs along the east fence to the south, and enters the garage to connect to panel. This wire is only buried at the driveway and is exposed for the rest of the duration.
b. SUBSTATION AND CONTROL EQUIPMENT PROTECTION: The substation and control equipment shall remain energized for the duration of this project. The Contractor shall protect all equipment inside the control building from weather exposure, dust, and any other potential hazards to the equipment for the duration of the project.
2. Bidding schedule item “EXCAVATION”:
a. Excavations for foundations and slabs as shown on drawing CH 3032 and T-001.
1. Contractor shall take extra care to note locations of underground conduit as shown on drawing CH 1716, when excvating.
b. Trenching for conduits, detector loops, and cables as necessary to install new gate as shown on drawings CH 3032 and T-001.
1. Contractor shall take extra care to note locations of grounding grid as shown on drawing CH 1503, when trenching. Contractor shall repair at their own cost, any
2-2 grounding grid damage that occurs during trenching in accordance with Standard 9, section 9.2.
3. Bidding schedule item “BACKFILL”:
a. Disturbed soil between finished driveway and undisturbed soil shall be finished to match existing.
b. Placing and compacting earth material under foundations and all other concrete placements.
c. Providing 12” of gravel fill under pivot gate concrete foundation slab (not under pilings). See foundation on Sheet 3.
d. Providing sand fills and earthen material as necessary to backfill conduit trenches.
1. Buried conduit shall be bedded in a minimum of 6 inch sand fill. Sand material shall meet ASTM C33 for fine aggregate. Conduit shall be spaced with a minimum of 1 inch clear distance between each conduit and sand fill placed between conduits.
4. Bidding schedule item “FENCING”:
a. Installing a new chain link fence, in accordance with Standard 2, Section 2.10 and Standard Drawing 31-2000, connecting new gate location to the existing fence as shown on Drawing CH 3032.
b. New fencing and fence posts shall match existing for height, materials, and installation.
Refer to standard drawings for guidance.
c. New fencing shall be grounded in accordance with Standard Drawing 31-1501.
d. Reinstall the existing Western Area Power Administration Cheyenne Substation identification sheet metal sign on new fencing.

DIVISION 3 - CONCRETE
A. GENERAL:
The Contractor shall provide all labor, equipment, and materials to complete the work as defined in this section.
1. Material:
a. Cement: Type IIA.
b. Compressive Strength: 4000 psi at 28 days for substation concrete.
c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.45 by weight.
d. Type A and D water-reducing and retarding admixtures may be used if approved by the
COR.
2. CURING: Exposed, formed surfaces of concrete shall be cured with water, resin-base curing compound without fugitive dye, or by covering with polyethylene film.
B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:
1. Bidding Schedule item “CONCRETE” includes the following:
a. Placing reinforcement and concrete for slab-on-grade foundation and pilings for new lift gate operator motors as shown on project drawings.
b. Placing concrete foundation for new gate stanchion and bollards as shown on project drawings.
c. Placing concrete foundation for new fence and gate posts as shown on project drawings, Standard Drawing 31-2000 and in accordance with Standard 2, Section 2.10.
d. Placing reinforcement and concrete slab-on-grade for driveway as shown on project drawings.
e. Earthwork, formwork, reinforcement, material used in concrete, drilling and grouting anchor bars, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.
f. Unwatering foundation excavations, if required. Refer to Division 2, Section B.5.d for unwatering direction.
DIVISION 11 – SERVICE BUILDINGS

A. CONTRACT REQUIREMENT:
1. GENERAL: The Contractor shall provide and install a new pivot gate system at the east entrance of the Cheyenne Substation.
B. DESCRIPTION OF BID SCHEDULE ITEM “GATE SYSTEM”:
1. GATE SYSTEM - ELECTRICAL:
1. All operating power for the east entrance gate shall be supplied by panel DHC.
The panel is located in the Communication Building on the south side of the west wall. Install new circuits using available spaces 1 and 3 in panel DHC.
2. New electrical wiring, sized to meet manufacturer’s specifications, shall be installed between panel DHC and the new pivot gate operator motors. The wiring shall go from the electrical panel, along the west and north walls of the Communications Building above the ceiling tiles. The wires will then drop down to a 4” conduit that runs from the building to the above ground communication box in the yard (shown on CH 1716 at grid lines M and III). The wires then will be installed into new conduit that is trenched between the communication pull box and the gate operator motors.
a. The main circuit feeding the panel is a 240/120V, 1-phase circuit.
b. An additional electrical line shall be ran from panel DHC to the outlet in the communication pull box.
3. Installing two new 2-inch diameter conduits to provide power and control circuits to the north east gate pivot gate operators.
4. Installing one spare 2-inch diameter conduit adjacent to power and control conduit to support future security camera installation. Provide water tight cover at conduit stub.
5. Refer to drawing CH 1716, 3045, and 3046 for existing electrical installation information. The drawings may not accurately represent current existing conditions, and should therefore be used as guidance only. The Contractor is responsible for verifying existing condition and shall provide accurate as-built markups prior to payment of final invoice.
6. Installing new breakers correctly sized for the new pivot gate.
7. Installing new detection coils and key pad/card reader as shown on drawings CH 3032. See “CARD READER” section for more information.
2. GATE SYSTEM – PIVOT GATE
1. Provide a vertical pivot gate system including gate, hydraulic operator, and all accessories for a complete operational installation.
2. The system shall include standard safety devices:

a. Pressure relief valve to avoid crushing obstruction encountered in either direction of travel.
b. A shut off power device if balance system fails.
c. A manual bypass system, which allows barrier to be opened and to be closed in event of power failure.
3. The system shall allow for a minimum of 1,000 open and close operations per day.
B. MATERIAL:
1. Gate shall be Ideal Manufacturing, Model HYJD-DC-25 (or approved substitute)
2. Gate Width: 24-feet
C. INSTALLATION:
1. The installer shall be approved by manufacturer or have a minimum of five years successful experience completing vertical pivot gate installation similar to that required.
2. Conduct a meeting prior to commencing work related to vertical pivot gate system installation.
a. Require attendance of parties directly affecting vertical pivot gate installation.
b. Review site conditions, procedures, and coordination required with related work.
c. Verify dimensions and component layout by field measurements prior to beginning installation.
d. The system shall include the manufacturer’s standard limited warranty for system and system components against failure resulting from normal use. The warranty period shall be at least three years.
e. Documents shall be submitted in accordance with the Submittal Table in
Division 1.
3. GATE SYSTEM - PRODUCTS
1. The hydraulic pump, motor, and reservoir will be all as one unit with fluid thermometer and fluid level sight gauge.
2. The hydraulic system will be designed to keep the gate locked in the closed position, keeping any person from lifting the gate open when it is in the closed position.
3. The pedestal frame shall be welded construction with removable outer skin of cross break corrosion.

4. The inspection door hardware shall be stainless steel continuous hinges and heavy-duty lockable pull down catches to hold inspection door shut.
5. The hydraulic cylinder shall have 2 1/2-inches x 38-inches stroke, with 1 3/8-inches diameter rod, proximity switches and cushioned slow down on each end of travel, and adjustable stops with lock down in any position.
6. They hydraulic fluid shall be factory checked, filled, and tested.
7. The system shall be designed to allow barrier to be hand raised and to be hand lowered with 12 to 15 pounds of pressure, consisting of manufacturer’s standard cables, sheaves, sealed cam yoke roller bearing, and tension springs pulled in a straight line.
8. Provide built-in safety control switch capable of stopping barrier in any position should balance system fail.
9. The balance system shall be factory tested and adjusted to ensure gate may be manually raised and lowered with specified pressure.
10. The system shall include the following options:
a. Cold Weather Package
b. Stanchion
c. Loop detectors
d. Connection to new access control key pad on entrance side of gate
e. Reverse Edge
f. Stainless steel fasteners
g. Enclosure heater
11. The system shall include an aluminum barrier, nominal 3.125-inches x 2.875-inches diamond 6063-T5 alloy aluminum screen fabric (amplimesh) welded both sides completely with sway bracing. 4. Install vertical pivot gate system to provide rigid and secure installation as indicated, straight and true to lines and levels indicated.

7. Instruct WAPA personnel in proper operation, maintenance, and reprograming of system.
8. Protect vertical pivot gate system from damage during remainder of construction operations; replace components damaged by subsequent construction operations.
9. Touch-up scratched and damaged surfaces using same primer and finish.
