About this file

This is an Addendum No. 1 to Bid #17-065 issued by Walworth County, Wisconsin, Department of Public Works for the removal and replacement of an Uninterruptible Power Supply (UPS) system at the Sheriff's Department. The project scope requires vendors to supply and install a new UPS system to replace an existing Liebert model U125DIS25B2 unit. The county specified that the system operates on 277/480V three-phase power and requested vendors to quote both a stand-alone UPS system and a modular UPS system with scalability capability. The bid opening was scheduled for June 15, 2017, at 10:00 A.M. The addendum addresses eight pre-bid questions from interested vendors, clarifying key project requirements including installer certification requirements, site layout schematic information, electrical specifications, and delivery logistics. The county indicated that lift gate delivery is preferred due to the 300-yard distance through secure jail hallways from the loading dock to the installation site. System shutdown was scheduled for Tuesday and Wednesday with completion by Thursday, and vendors must coordinate with the Sheriff's Office regarding any extension requests.

The revised cost summary requires vendors to provide separate line items for modular and stand-alone UPS system installation costs on a not-to-exceed basis, with additional pricing for off-hours work between 4:00 A.M. and 6:00 A.M. on Monday through Friday. Optional pricing items include 60 minutes of runtime under full load and dual feed configuration capability. Vendors must provide delivery and installation timelines from order date through completion and submit detailed specifications for the proposed unit including AC noise levels, AC distortion, surge protection, overload range, charge time, and current limit protection parameters. The addendum requires vendors to acknowledge receipt of the addendum on their Certificate of Compliance, with failure to do so resulting in potential bid rejection. Vendors must also commit to refeed all existing branch circuits to the new system and provide warranty information for both parts and service.

Bid #17-065 Uninterruptible Power Supply (UPS)

Addendum No. 1

Opening Date: June 15, 2017 Opening Time: 10:00 A.M.

Notice to Bidders:

A request to submit a bid/proposal on the above was sent earlier to your company.

Request for additional information has been submitted to Walworth County. The following response is being provided to all vendors on our bid list to facilitate with your proposal submittal.

Question 1: On page 3, section 5 it states vendor shall be experienced in the installation of UPS systems and vendor shall be an authorized dealer. Typically the electrical contractor will purchase the UPS from a vendor who is an authorized dealer and this authorized dealer would have service technicians available for repair capabilities. Is this acceptable? The way its worded suggests that one vendor would need to have install experience and also be an authorized dealer.

Answer 1: The installer should be certified or authorized by the manufacturer to install the UPS. The installer should have experience in installing the manufacturer’s UPS so if a warranty issue arises, the manufacturer will still warranty the UPS.

Question 2: Would there be any possibility to have a drawing, picture or blue print of the area or the area?

Answer 2: Included with this addendum is a schematic representation of the original layout of the room. Please NOTE: this representation may not reflect the actual conditions and the plan may not be to scale after reproduction electronically.

Question 3: Could I get that list from you along with the questions asked/answered?

Answer 3: A copy of the list of pre-bid attendees is included with this amendment.

Question 4: There appears to be a conflict that seems to indicate a different overall voltage than what is listed on the bid. On the scope of work, the bid states that “This power is 3 phase 277/480V. Thus it measures 230V from any leg to neutral. It measures 480V between any 2 legs”. If the power measuring from leg to neutral is 230V, then that would be a 400/230V system and not a 480/277V system. If it is 230V leg to neutral, then it is not 480V leg to leg, but rather should be 400V. Can you please confirm what system is in place? if the power If it is 400V, then we have to choose one system. If it is 480V, then we choose a different system. Are we do assume that 230V is possibly incorrect?

Answer 4: The power is 277/480V.

Question 5: Can you please let us know what’s the make and model of the existing UPS that is being replaced? Also, does the existing UPS have a maintenance bypass panel?

Answer 5: Liebert model number U125DIS25B2, part number 83-786940-22, serial number P29887.

Question 6: Is there a loading dock on site or would it need to be a lift gate delivery? If there is a loading dock, how far is it from the elevator?

Answer 6: Yes, there is a loading dock in the jail. It is 300 yards through a maze of hallways and secure doors through the jail. Lift gate delivery is preferred.

Question 7: The bid references a modular UPS system with future scalability. Is the County’s desire for scalability or redundancy?

Answer 7: Our desire is for scalability. Vendors are to quote a stand-alone system and a modular system For redundancy. An updated cost sheet has been posted with this addendum.

Question 8: Can the two-hour time frame from 4:00 am – 6:00 am for the shutdown of the system be extended.

Answer 8: The shutdown should be scheduled on a Tuesday and Wednesday and back up and working on Thursday. Vendor agrees to work with the Sheriff’s Office for any requests for the extension of the timeframe for shutdown. The Sheriff’s Office will need as much notice prior to the disconnect as possible.

Vendors, please NOTE: Vendor will be required to refeed all existing branch circuits to the new system.

You must acknowledge any addendum(s) on the Vendor’s Certificate of Compliance. Vendor’s who do not acknowledge the addendum may have their bids rejected.

Thank you for your interest.
