About this file
This is a Request for Quotation (RFQ) for a targeted peer review of the Pension Benefit Guaranty Corporation's (PBGC) Pension Insurance Modeling System (PIMS). The Pension Benefit Guaranty Corporation seeks a qualified, independent contractor to conduct a comprehensive peer review of the assumptions and methods used by both the Single-Employer (SE) PIMS and Multiemployer (ME) PIMS models to incorporate plan sponsor financial health into projections. The contract is a fixed-price engagement anticipated at $19.5 million, with a seven-month period of performance from September 28, 2026 through April 27, 2027, operating remotely. Quotations are due by August 20, 2026 at 2:00 PM Eastern Time, separated into two volumes: Technical (Volume 1, maximum 20 pages) and Price (Volume 2). The NAICS code is 541990 (Other Professional, Scientific, and Technical Services), and SAM registration must be active at submission.
The scope encompasses six major task areas: three specific to the SE model (credit rating transition framework, economic condition correlations, variable selection analysis, initial rating methodology, distribution analysis, and claim generation assumptions); three specific to the ME model (contribution and withdrawal liability modeling, systemically important employer identification, withdrawal liability rules analysis, 20-year historical analysis, and withdrawal liability income assumptions); and three applicable to both models (additional financial health data identification, stress testing assessment, Actuarial Standards of Practice compliance review, and industry best practice recommendations). Key personnel must include expertise in single-employer pension plans, multiemployer pension plans, and 15+ years of statistical, econometric, or stochastic modeling experience including credit and default modeling. Deliverables include bi-weekly meetings, initial and final board briefings, draft and final reports (with no more than five revisions each), and a final presentation to board representatives. The evaluation will be based on management approach and corporate experience, with price determining award only if offerors are technically equivalent.

1.0. Introduction:
The Moving Ahead for Progress in the 21st Century Act (MAP-21, Pub. L. No. 112-141) was enacted on July 6, 2012. Section 40233(a) of MAP-21 requires the Pension Benefit Guaranty Corporation (PBGC) to contract with a capable agency or organization that is independent of PBGC, to conduct annual peer reviews of the Single-Employer (SE) Pension Insurance Modeling System (PIMS) and Multiemployer (ME) PIMS. In practice, comprehensive reviews are conducted at least once every 5 years with targeted, more limited, reviews conducted in interim years. The focus of this Statement of Objectives (SOO) is a targeted review of SE PIMS and ME PIMS to be conducted in 2026-2027.
The PIMS models are used to develop PBGC’s annual Projections Report, a 10-year projection of the financial position of each of PBGC’s two insurance programs – the Single-Employer Program and the Multiemployer Program, and a long-term (40-year) evaluation of the solvency of the Multiemployer Program. PBGC also uses these forecasting models to analyze the potential effects of legislative proposals that impact private sector defined benefit plans and the insurance programs, as well as for additional budgeting and analysis internal to PBGC.
PBGC has deployed a new, modernized version of the SE PIMS model, which utilizes some alternative modeling assumptions and methods. As part of this deployment, PBGC constructed a new economic scenario generator; the resulting economic scenarios are used in both the SE PIMS and ME PIMS models.
This targeted review covers the current versions of the SE PIMS model and the ME PIMS model; it does not cover the prior Legacy version of SE PIMS.
2.0. Scope or Mission:
PBGC’s Board is seeking a qualified Contractor to perform a targeted peer review of the assumptions and methods used by the PIMS models to incorporate the financial health of plan sponsors in the projections.
The remainder of this document sets forth PBGC’s specific expectations, while noting that PBGC would also welcome suggested refinements, based on the Contractor’s depth of experience and expertise in modeling defined benefit pension plans. PBGC will entertain proposed sub-contracting by the Contractor as needed to best accomplish the review.
3.0. Background:
The current PIMS models are used to project the future financial position of PBGC’s Single-Employer and Multiemployer Insurance Programs; to evaluate long-term Multiemployer Program solvency; to evaluate the potential impact of various legislative proposals; and for additional budgeting and analysis, internal to PBGC. The models project each PBGC Insurance Program’s exposure to future claims, which depends on the future funded status of insured pension plans as well as the financial viability of the plan sponsors. For PBGC’s Single-Employer Program, claims are triggered by the financial distress (often bankruptcy proceedings) of companies sponsoring underfunded plans. For PBGC’s Multiemployer Program, a precipitating cause of claims can be a severe reduction in contributions to the plan due to industry decline or the bankruptcy or withdrawal of large contributing employers. The overall objective of this review is to assess whether the assumptions and methods currently employed to incorporate the financial health of plan sponsors in the projections achieve the models’ intended purposes.
4.0. Period of Performance;
The Government anticipates the period of performance will be September 28, 2026 through April 27, 2027 (including one month of onboarding). However, the period of performance start date is subject to change and shall be determined at the time of award.
5.0. Place of Performance
Place of performance will be remote (off-site).
6.0. Performance Requirements/Tasks:
PBGC’s Board is seeking a qualified Contractor to perform a targeted peer review of the assumptions and methods used by the PIMS models to incorporate the financial health of plan sponsors in the projections.
The remainder of this document sets forth PBGC’s specific expectations, while noting that PBGC would also welcome suggested refinements, based on the Contractor’s depth of experience and expertise in modeling defined benefit pension plans. PBGC will entertain proposed sub-contracting by the Contractor as needed to best accomplish the review.
The following tasks are included in the scope of work:
6.1. Tasks Related Specifically to the SE Model
6.1.1. A review of the framework of the credit rating transition model used in the newly deployed SE PIMS model, assessed for reasonableness based on the purpose and use within the overall SE PIMS model. This includes:
o The theoretical soundness of the model o How ratings categories are grouped together o Whether other factors should be included
6.1.2. A review of the methodology for correlating projected changes in economic conditions (produced by the economic scenario generator) to projected default rates, including:
o The change in the one-year rate of default, by rating category o The change in probabilities of credit upgrades or downgrades, by rating category
6.1.3. A review of the analysis which selected three economic variables used to correlate projected changes in economic conditions to projected default rates. This includes assessment of the robustness of the statistical metrics generated from the regression analysis and the appropriateness of the three chosen economic variables.
6.1.4. A review of the methodology used to assign an initial credit rating for plan sponsors that do not have a credit rating in the available data set (e.g. privately held companies, cases where the SE PIMS model “bundles” multiple small plans together, etc.)
6.1.5. An analysis of the model’s distribution of plan sponsors by projected credit rating, including the cumulative rates of default during the projection period.
o Includes emphasis on the reasonability of outcomes in the tail of the distribution that models the more adverse projected economic conditions.
6.1.6. A review of the model’s assumption for whether a plan sponsor default ultimately will generate a claim on PBGC’s insurance program.
6.2. Tasks Related Specifically to the ME Model
6.2.1. A review and assessment of whether the model framework for projecting plan contribution and withdrawal liability income reasonably reflects the potential risks posed by the financial health of industries and large individual contributing employers.
6.2.2. An analysis to identify systemically important contributing employers in the insured multiemployer pension system.
6.2.3. An analysis of how specific withdrawal liability rules, particularly rules that apply to certain industries such as the construction industry rules under 29 U.S.C. §1383(b), are reflected in the model and identification of any improvements in the modeling of withdrawal liability rules which would materially impact model results.
6.2.4. A 20-year historical analysis of
o The bankruptcies and/or withdrawals of large contributing employers over the past 20 years that significantly affected PBGC’s Multiemployer Program, and an assessment of the systemic risk of the contributing employers identified in Objective #8 based on this historical experience.
o Declines in key industries over the past 20 years that significantly affected PBGC’s Multiemployer Program, and an assessment of the systemic risk based on this historical experience.
6.2.5. A review and assessment of whether the assumptions and methods used to model future withdrawal liability income reasonably reflect the financial health of the employers assumed to exit the plans.
6.3. Tasks Related to both the SE and ME Models
6.3.1. Identification of additional information (not currently used by the models) regarding the financial health of plan sponsors which would enhance model effectiveness and/or accuracy
6.3.2. An assessment of the existing stress and sensitivity tests regarding plan sponsor financial health recently included in the Projections Report and whether any additional tests are recommended
6.3.3. A review and assessment of whether the data, assumptions, methods, and reporting applicable to the modeling of plan sponsor health in SE PIMS and ME PIMS satisfy all pertinent Actuarial Standards of Practice (ASOPs)
6.3.4. Recommendation of any additional industry best practice approaches to support PBGC’s goal of effectively modeling the impact of plan sponsor financial health on PBGC’s insurance programs.
Recommendations should consider and comment on the anticipated value realized by changing assumptions and methods versus the cost and effort to adopt them.
Given the complexities and sophistication of both the PIMS models, the Contractor will have access to PBGC staff throughout the peer review process to collect data and understand the details and rationale behind the models’ assumptions and methodologies.

PBGC PBGC 52.207-7001 CONTRACTOR TELEWORK (MAY 2020)
(a) PBGC contracts may allow for telework, if the type of work and scope of the contract allow the work to be portable, subject to the following requirements and with written approval of the COR:
(b) The Contractor shall have a written telework policy in place to ensure uninterrupted performance of work under this contract, which shall be provided to PBGC upon request. See PBGC telework guidance located on pbgc.gov.
(c) The Contractor shall ensure that work is suitable to be performed at the alternate location, and performance can be tracked and invoiced in accordance with the terms and conditions of the contract. If the Contractor anticipates that contract performance may be affected by permitting telework, such matters must be addressed with the Contracting Officer.
(d) If applicable, the Contractor shall ensure that Confidential Unclassified Information (CUI) or Personally Identifiable Information (PII) are adequately protected in compliance with PBGC's Privacy and Security policies, including applicable contract clauses. Work not performed on PBGC premises shall be performed on the PBGC network to ensure that PBGC data will not be exposed to unauthorized alteration, destruction, or compromise.
(e) Contractor telework performed pursuant to this clause may be revoked without notice. The cost of the contract and work performed will be entirely unaffected by the Contractor personnel teleworking. In no way does this clause materially alter the performance obligations under the contract, including deliverable schedules and minimum service and support obligations.
PBGC PBGC 52.209-7001 ORGANIZATIONAL CONFLICTS OF INTEREST (AUG 2017)
(a) Purpose. The purpose of this clause is to ensure that the contractor (1) is not biased because of its financial, contractual, organizational, or other interests which relate to the work under this contract, and (2) does not obtain any unfair competitive advantage over other parties by virtue of its performance of this contract.
(b) Scope. The restrictions described herein shall apply to performance or participation by the contractor and any of its partners, affiliates or their successors in interest (after this collectively referred to as the "contractor") in the activities covered by this clause as a prime contractor, subcontractor, cosponsor, joint venture, consultant, or in any similar capacity. For the purpose of this clause, affiliation occurs when a business concern is controlled by or has the power to control another or when a third party has the power to control both.
(1) Use of Contractor's Work Product. (i) The contractor shall be ineligible to participate in any capacity in Pension Benefit Guaranty Corporation (PBGC) contracts, subcontracts, or proposals therefor (solicited and unsolicited) which stem directly from the contractor's performance of work under this contract. Furthermore, unless so directed in writing by the Contracting Officer, the contractor shall not perform any advisory and assistance services work under this contract on any of its products or services or the products or services of another firm if the contractor is or has been substantially involved in their development or marketing. Nothing in this subparagraph shall preclude the contractor from competing for follow-on contracts for advisory and assistance services. (ii) If, under this contract, the contractor prepares a complete or essentially complete statement of work or specifications to be used in competitive acquisitions, the contractor is ineligible to perform or participate in any capacity in any contractual effort which is based on such statement of work or specifications. The contractor shall not incorporate its products or services in such statement of work or specifications unless so directed in writing by the Contracting Officer, in which case the restriction in this subparagraph shall not apply.
(iii) Nothing in this clause precludes the contractor from offering or selling its standard commercial items to the Government.
(2) Access to and use of information. (i) If the contractor, in the performance of this contract, obtains access to information, such as Corporate plans, policies, reports, studies, financial plans, internal data protected by the Privacy Act of 1974 (5 U.S.C. 552a), or data which has not been released or otherwise made available to the public, the contractor agrees that without prior written approval of the Contracting Officer it shall not:
(A) use such information for any private purpose unless the information has been released or otherwise made available to the public; (B) compete for work for PBGC based on such information for a period of six months after either the completion of this contract or until such information is released or otherwise made available to the public, whichever is first; (C) submit an unsolicited proposal to the Government which is based on such information until one year after such information is released or otherwise made available to the public; and
(D) release such information unless such information has previously been released or otherwise made available to the public by PBGC. (ii) In addition, the contractor agrees that to the extent it receives or is given access to proprietary data, data protected by the Privacy Act of 1974 or other confidential or privileged technical, business, or financial information under this contract, it shall treat such information in accordance with all restrictions imposed on disclosure and use of such information.
(c) Disclosure after award. (1) The contractor agrees that if changes, including additions, to the facts disclosed by it prior to award of this contract, occur during the performance of this contract, it shall make an immediate and full disclosure of such changes in writing to the Contracting Officer. Such disclosure may include a description of any action which the contractor has taken or proposes to take to avoid, neutralize, or mitigate any resulting conflict of interest. PBGC may, however, terminate the contract for convenience if it deems such termination to be in the best interest of the Government. (2) In the event that the contractor was aware of facts required to be disclosed or the existence of an actual or potential organizational conflict of interest and did not disclose such facts or such conflict of interest to the Contracting Officer, PBGC may terminate this contract for default.
(d) Remedies. For breach of any of the above restrictions or for nondisclosure or misrepresentation of any facts required to be disclosed concerning this contract, including the existence of an actual or potential organizational conflict of interest at the time of or after award, the Government may terminate the contract for default, disqualify the contractor from subsequent related contractual efforts, and pursue such other remedies as may be permitted by law or this contract.
(e) Waiver. Requests for waiver under this clause shall be directed in writing to the Contracting Officer, and shall include a full description of the requested waiver and the rationale supporting the request. If it is determined to be in the best interests of the Government, the Contracting Officer may grant the waiver, after consultation with the PBGC Office of General Counsel.
(f) Subcontracts. (1) The contractor shall include a clause, substantially similar to this clause, including this paragraph (f), in subcontracts expected to exceed the Simplified Acquisition Threshold (SAT). The terms "contract," "contractor," and "Contracting Officer" shall be appropriately modified to preserve the Government's rights. (2) Prior to the award under this contract of any such subcontracts for advisory and assistance services, the contractor shall obtain from the proposed subcontractor or consultant a disclosure of all existing or potential organizational conflicts of interest and shall determine in writing whether the interests disclosed present a significant potential for an organizational conflict of interest. Where an actual or significant potential organizational conflict of interest is identified, the contractor shall take actions to avoid, neutralize, or mitigate the organizational conflict to the satisfaction of the contractor. If the conflict cannot be avoided or neutralized, the contractor must obtain the approval of the Contracting Officer prior to entering into the subcontract.
