Technical acceptability will be evaluated on a pass/fail basis. A quotation must receive a rating of “Acceptable” under every technical requirement to be eligible for award. The Government will not make a tradeoff between technical merit and price and will not pay a price premium for a technically superior quotation.

Award is subject to the Contracting Officer’s determination that the prospective contractor is responsible, the quoted price is fair and reasonable, and the quotation otherwise conforms to the RFQ.

Pensions & Investment Subscription

5.1.1 Technical Acceptability: The Government will evaluate the Offeror’s quote to determine whether or not it meets all technical criteria set forth in Section 2 – Statement of Work.

5.1.2 Responsiveness: The Offeror must comply with all requirements, terms, and conditions set forth in the RFQ. The Government will review the offeror’s quote to ensure it responds to the RFQ in its entirety.

If the Offeror takes exception to any requirement, term, or condition, those exceptions must be stated clearly in the Offeror’s quote. Additionally, the Offeror shall identify technical and/or pricing assumptions in its quote, if applicable.

5.1.3 Total Evaluated Price

Evaluation of options does not obligate the Government to exercise any option.

The Government will evaluate each unit price and extended price for completeness, mathematical accuracy, and reasonableness. The Government may reject a quotation that contains materially unbalanced pricing or fails to price every CLIN.
