Pension Benefit Guaranty Corporation
About this file
This document is a Request for Quote (RFQ) for trust accounting system securities pricing and market data services in support of the Pension Benefit Guaranty Corporation (PBGC). The objective is to obtain contractor services that can be integrated into PBGC's Eagle Investment System, which manages the accounting and financial reporting of PBGC's investment assets, plan receivables, and liabilities.
The RFQ requires the contractor to provide end-of-day pricing across global securities, corporate action updates, and security master file updates that can be ingested by the Eagle Investment System. The contractor must also provide a pricing toolset that allows up to 50 PBGC users to retrieve historical pricing and market data. The contract will be a firm-fixed-price arrangement with a 12-month base period and four 12-month option years. Quotes are due by June 27, 2024, and the government intends to award a single contract using a lowest price technically acceptable source selection process.

The Quoter shall calculate its total quoted price for the six-month extension authorized by FAR 52.217-8 as one-half of the total price for the final option period listed in the solicitation. The Government will include the pricing for the six-month extension authorized by FAR clause 52.217-8 in its overall pricing evaluation.
*All pricing shall be submitted in whole dollars, not cents.
11.4.2.1 REQUEST FOR QUOTATIONS (SF 1449)
When completed and signed by the offeror, SF 1449, “Request for Quotations,” constitutes the quoter’s acceptance of the terms and conditions of the proposed contract. Therefore, the form must be executed by representatives of the offeror authorized to commit the offeror to contractual obligations. The offeror shall sign the SF 1449 in Block 14.
11.4.2.2 OCI STATEMENT
The offeror and each subcontractor, consultant, and teaming partner involved in quotation development shall complete and sign an OCI Statement (Section 9, Attachment A - Organizational Conflict of Interest (OCI) Statement). The contractor shall represent either that (1) it is not aware of any facts which create any actual or potential OCI relating to the award of this contract, or (2) it has included information in its proposal, providing all current information bearing on the existence of any actual or potential OCI. The offeror shall provide a copy of any existing mitigation plan from the relevant awarded contract(s). If an existing mitigation plan does not exist, and an offeror with an actual or potential OCI believes the conflict can be avoided, neutralized, or mitigated, the offeror shall submit a new mitigation plan to the Government for review.
In addition to the mitigation plan, the PBGC CO may require further information from the contractor. The PBGC CO will use all information submitted by the contractor, and any other relevant information known to PBGC, to determine whether an award to the contractor may take place, and whether the mitigation plan adequately avoids, neutralizes, or mitigates the OCI. If any such conflict of interest is found to exist, the PBGC CO may determine that the conflict cannot be avoided, neutralized, mitigated, or otherwise resolved to the satisfaction of the Government, and the contractor may be found ineligible for award.
PAGE 26 OF 62 16PBGC24Q0033
Alternatively, the PBGC CO may determine that it is otherwise in the best interest of the U.S. to contract with the contractor and include the appropriate provisions to avoid, neutralize, mitigate, or waive such conflict in the contract awarded.
Definition: FAR 2.101 “Organizational conflict of interest” means that because of other activities or relationships with other persons, a person is unable or potentially unable to render impartial assistance or advice to the Government, or the person’s objectivity in performing the contract work is or might be otherwise impaired, or a person has an unfair competitive advantage.
11.4.2.3 SECTION 1 – PRICING SCHEDULE
The quoter shall indicate the price to be charged for each item in Section 1 – Pricing Schedule rounded to the nearest whole dollar.

11.4.2.5 PRICE ASSUMPTIONS
The offeror shall submit all (if any) assumptions upon which the Price Quote is based.

The quoter shall submit all proposed prices using Section 1 – Pricing Schedule and any supporting documentation deemed necessary.
Discounts are highly encouraged.

SECTION 12
METHOD OF AWARD
The Government intends to award one contract to the Quoter who conforms to the requirements outlined in this Request for Quote (RFQ) and is determined to provide the lowest price, technically acceptable (LPTA) quote. The Government reserves the right to award no contract depending on the quality of the quotations received.
12.1 EXPLANATION FOR BASIS OF AWRD
This is a FAR Part 12 procurement conducted in accordance with FAR Part 13 evaluation procedures utilizing the Lowest Price Technically Acceptable (LPTA) source selection process. No tradeoffs will be made and the resultant award is expected to result from the lowest priced quote that meets or exceeds the acceptability standards for non-cost factors.
12.2 PRICE QUOTE EVALUATION
At the time of evaluation, the Government will evaluate all quotations to determine the lowest priced quote based on the total evaluated price. At that time, only the lowest priced quote will be evaluated for technical acceptability. Should the lowest priced quote be found not technically acceptable, the next lowest priced quote will be evaluated for technical acceptability. The process will continue until a Lowest Price/Technically Acceptable quote is found.
When evaluating the lowest priced quote for acceptability, the below listed methodology will be used to evaluate each quotation.
12.3 TECHNICAL EVALUATION FACTORS
Factor 1 will be evaluated as either “acceptable” or “unacceptable.” Failure to meet a requirement will result in a quote being determined technically “unacceptable.” Any quote receiving a rating of "unacceptable" for Factor 1 is deemed to have a risk that is so high that award cannot be made against the quotation and the quotation will not be further evaluated.
TECHNICAL ASSESMENT RATINGS (FACTOR 1)
RATING DEFINITION
ACCEPTABLE Quote clearly meets the minimum requirements of the solicitation.
UNACCEPTABLE Quote does not clearly meet the minimum requirements of the solicitation.
The Government will evaluate quotations using the following evaluation factors:
FACTOR 1 – TECHNICAL QUOTE
The Government will evaluate the Quoter’s Technical Quote (Volume I) to determine whether it included a statement that the Quoter has the capability to perform all requirements listed in this solicitation’s Statement of Work (SOW).
12.4 FACTOR 2- PRICE
The Government will evaluate the total Firm Fixed Price for the Base and Four Option Periods as identified in Section 1 – Pricing Schedule to determine if it is fair and reasonable. Price will not be point scored, assigned a numerical weight, nor be adjectivally rated.
PAGE 28 OF 62 16PBGC24Q0033
For evaluation purposes only, the total evaluated price is the sum of the total prices submitted for (a) the base period, (b) all option periods, and (c) the six-month. Evaluation of option will not obligate the extension authorized by FAR clause 52.217-8. The award may be extended for up to six months in accordance with FAR 52.217-8: “Option to Extend Services.” For the purpose of determining the total price for the six-month extension authorized by FAR 52.217-8, the total price is calculated as one-half of the total price for the final option period of the contract. Accordingly, Quoters must include pricing in their price quotation regarding the exercise of FAR 52.217-8. The agency will include the pricing for 52.217-8 in its overall pricing evaluation. Evaluation of the six-month extension option will not obligate the Government to exercise the option.
QUOTERS’S FAILURE TO PROVIDE PRICING FOR THE FAR 52.217-8 EXTENSION OF
SERVICES CLAUSE WILL RESULT IN THE QUOTER’S QUOTATION BEING FOUND NON-
COMPLIANT AND INELIGIBLE FOR AWARD.
