About this file
This document contains questions and answers regarding a solicitation for actuarial support services. The Pension Benefit Guaranty Corporation (PBGC) seeks actuarial analysis and review of Special Financial Assistance applications for multiemployer pension plans submitted under the American Rescue Plan Act. Services include actuarial review of assumptions, plan provisions, projected benefits, contribution projections, investment returns, repayment of suspended benefits, new entrant assumptions, and historical data to determine the reasonableness of applications. Resumes must be included for all proposed personnel. If an offeror has other PBGC contracts, hours must be allocated across contracts and not exceed annual limits for individual contractors. Complete duplication of a plan actuary's results is generally not required, though PBGC may replicate results in some cases.

1 2. Volume 1 - Technical Proposal 92
The RFQ indicates on page 92 that "Resumes shall be provided for all proposed personnel." Given the volume of work and various staff levels to meet that resource demand we expect the number of resumes' will be substantial. Please confirm that our RFQ response should include a resume for every single person we expect to contribute and bill to the contract award.
Yes, please include a resume for each proposed personnel. Resumes are necessary for the Government to verify labor category classifications.
2 Section M.2. Factor 1 100 Can PBGC elaborate on how an offeror should demonstrate that individual contractor hours assigned to this contract do not overlap or interfere with workload on other PBGC contracts
If an Offeror has other current contracts with PBGC, the Offeror shall demonstrate that the hours assigned to an individual contractor personnel working for all these contracts with PBGC do not exceed the total of working hours for an individual annually. The Offeror shall demonstrate availability of hours to fulfill contract requirements for each individual contractor personnel mapped to each PBGC contract (please see Attachment A: Personnel Minimum Qualifications, under Personnel Availability, pages 71-72 and Section L, Instructions to Offerors, Volume 1, Technical Proposal, Factor 1, Capabilities Approach, under subfactor f, pages 91-92). For example, if an individual contractor is preliminarily assigned to work a total of 2,000 hours for the year amongst 3 PBGC contracts, the Offeror should provide the allocation of those hours for each contract.

“Actuarial Review and Summary of Results”
Please confirm that duplication of the plan actuary’s results (review of census data and projection of benefits reflecting plan provisions) are not required for each SFA application review and is only needed as requested by the PBGC. How many cases that PBGC has already reviewed have required a complete duplication of the plan actuary’s results?
At this time, duplication of the plan actuary's results is not necessary in a standard SFA application review. PBGC reserves the right to do all analyses necessary to feel comfortable with the numbers in an individual SFA application, including replication of results if necessary, although this level of review is rare. To date, only one SFA application has required the replication of the plan actuary's results.
Section C Number 7 Table 3 Task 5.2
“Actuarial Review and Summary of Results”
If a duplication of results is not required to determine accuracy and completeness for the SFA application, please provide clarification on the PBGC’s method of review of actuarial assumptions, plan provisions, projected benefits, contribution projections, investment rate of return, repayment of suspended benefits (if any), new entrant assumption, and historical data.
PBGC's role is to determine the reasonability of the application, not reproduce the plan actuary's results or determine best methods. That analysis is done primarily through the review of the cash flows provided in SFA applications alongside the historical information provided by the plans in their applications.
