The Microsoft Surface Hub 2S Touch Surface is an all-in-one digital whiteboard, meeting platform and collaborative computing device that enables teamwork anywhere. This integration of three (3) functions is key to the Hub utility.Microsoft Teams is PBGC's video conferencing application. Not only is this the only fully supported video conferencing application at PBGC, the use of others, such as Zoom, is severely limited due to cybersecurity concerns. The Hub is the only fully integrated Teams-capable product. Teams is the Microsoft product that is the most integrated with competing products. Applications such as Excel and Word are even less so. With the Hub, there is a way to integrate what PBGC users are doing in the collaborative space with all of the agency’s Microsoft Office suite applications.
In addition, PBGC’s Enterprise Identity Management (EIM) ecosystem is also heavily Microsoft-based. We can, not only manage the device itself – in person or remotely – via our already existing Microsoft tools, but we can also manage user access to the device with the same tools. There is no other similar product that offers the range of Microsoft-based application and administrative functionality. PBGC looked into brands, such as Google Jamboard and Samsung Slip, but those products do not support Teams. Other brand such as the Vibe product, require additional software to achieve integration. The other brands have limited ability to integrate with Teams, limited or no additional productivity applications, and no ability to manage the device or the users’ access to the device it in PBGC's current environment.
Finally, not only will Hub's security integrate with our Microsoft-based security tools, the actual security feature set is unique among competitors. Hub only loads verified and trusted Surface operating systems components, not a full device operating system that provides more opportunity for exploitation. Similarly, the device operating system (OS) loads only a limited, hardened and verified subset of the fully Windows OS. This approach extends also to the user interface. Users can do everything they need to in order to use the device but are unable to perform operations such as running executable from the command line.
While security is not a unique feature, the use of the security industry standard practice is more robust than other brands. The Google Jamboard relies on Google accounts not WiFi, PBGC was was unable to determine if the security featrues exist on Vibe, and we were able to determine the Samsung Slip product did not include these security features.
PBGC will have the ability to manage the device and user access through Microsoft tools such as Active Directory, and is also true of managing it from a security perspective. PBGC will use exsiting products such as Bitlocker, Windows Defender and Trust Platform Module 2.0 to defend the devices. TPM 2.0 is the most important of those, as it is through that module that the Hub achieves FIPS 140-2 compliance, which is a Federal requirement.
Given that these devices will connect to PBGC’s network wirelessly, it is important that the Hubs comply with the Wi- Fi Protected Access (WPA2), and Wireless Protected Setup (WPS) standards. Wi-Fi security is provided by WPA2 using the WPS standard. Hubs can be authenticated using a numerical pin, a physical or virtual push button, or an out-of-band message using near-field communication. Surface Hub supports both push button by default as well PIN methods.
This brand name justification will be posted to the open market as a small business set aside in accordance with FAR regulations to maximize competition amoung Miscrosoft Hub resellers.
Determination: A determination that the cost/price is fair and reasonable will be made by the Contracting Officer before the contract action is issued.
Fair and reasonable price determination will be made on a competitive basis.
