SECTION M

EVALUATION FACTORS FOR AWARD

M.1 Evaluation Factors - Amendment 0001

PAGE 15 OF 19 16PBGC19R00280001

SECTION M – EVALUATION FACTORS FOR AWARD

M.1 BASIS FOR AWARD

The Government intends to make a single award to the responsible offeror whose offer, conforming to the requirements of this solicitation, represents the best value to the Government, all evaluation factors considered.

The tradeoff process will be used which allows tradeoffs to be made between price and non-price factors that results in the most advantageous proposal for the PBGC.

The Pension Benefit Guaranty Corporation (PBGC) may determine to award the contract to other than the lowest price proposal, or to other than the highest technically rated proposal. The PBGC will make tradeoffs between price and non- price factors, which may result in a determination that a superior technical solution merits or does not merit a higher price. The award decision will be based on an assessment of a proposal’s relative capability as measured against the evaluation factors identified in this section.

M.2 EVALUATION FACTORS

The PBGC will evaluate each offeror’s proposal using the evaluation factors identified below, and will assign an adjectival rating to each non-price factor.

M.2.1 FACTOR 1: TECHNICAL UNDERSTANDING AND APPROACH FOR

CREATING A PIMS MODERNIZATION DESIGN

The Government will evaluate the technical approach proposed by each offeror to satisfy the requirements contained in the Government’s Statement of Objectives (SOO) for this procurement. The evaluation will consider the following elements:

1. Completeness of approach.

2. How the approach addresses and achieves the outcomes, demonstrating a complete understanding of the requirements.

3. Confidence that the approach meets PBGC’s objectives and outcomes, considering PBGC’s available staffing and timeline.

4. The Offeror’s timeline for completion.

5. The identification of key strengths and weaknesses of the approach, and its associated risks.

6. Pros and Cons of the proposed approach.

M.2.2 FACTOR 2: PROPOSED PROJECT TEAM

The Government will evaluate the extent to which the Offeror’s selection of project personnel positions and the relative role of these positions within the project team demonstrates the team’s overall expertise and skill to meet PBGC’s objectives and

PAGE 16 OF 19 16PBGC19R00280001

outcomes, especially the minimum qualifications listed under Section 6 of the Statement of Objectives (SOO). This includes the following elements:

1. The availability, experience, and qualifications of the proposed team’s personnel.

2. The experience and skills of the proposed key personnel in successfully managing and delivering software modernization design services, and how their experience translates to lowering contract performance risk.

3. The collective representation of the Offeror’s subject matter expertise, and how the proposed team exhibits the caliber and experience level that will enable them to serve as subject matter experts within their area of expertise.

4. The education and professional training/certifications of the proposed key personnel, commensurate with the positions proposed.

M.2.3 FACTOR 3: CORPORATE CAPABILITY

The Government will evaluate the quality and quantity of the Offeror’s experience and the experience of its major subcontractors and/or joint venture partners, if any, to determine the Offeror’s viability for successful performance on this contract. The Government will evaluate the extent to how similar the Offeror’s capability and experience are compared to the required objectives and outcomes outlined in the SOO.

This includes the following elements:

1. Experience with similar stochastic microsimulation models.

2. Experience in projections of company financial and bankruptcy.

3. Experience with leading edge technologies and methodologies in model development.

4. Experience designing innovative solutions to resolve system issues.

5. Experience with developing commercial programming specifications.

6. Understanding of ERISA and the U.S. private single employer defined benefit pension system.

M.2.4 FACTOR 4: PROJECT MANAGEMENT

The Government will evaluate the project management proposed by each offeror to satisfy the requirements contained in the SOO for this procurement. The evaluation will consider these elements:

1. How the Offeror’s Contract Management approach and plan ensures that the PBGC achieves program objectives and outcomes, while mitigating performance risk.

2. The Offeror’s ability to effectively and efficiently accomplish, administer, and manage day-to-day operations including project organization, performance monitoring and control activities.

3. The Offeror’s quality control plan and how it will ensure attainment of the performance objectives and outcomes identified in the SOO.

PAGE 17 OF 19 16PBGC19R00280001

4. The Offeror’s approach to responding quickly to problems, requests for change, and program changes.

5. The extent of the Offeror’s approach to managing subcontractor performance, if applicable, as reflected in the effectiveness of subcontractor performance, efficiency of the management process and seamlessness of the interfaces.

M.2.5 FACTOR 5: PAST PERFORMANCE

The Offeror’s recent past performance on projects with relevancy to this project will be evaluated to determine the extent to which the effort demonstrates:

• Quality of services

• Cost control

• Timeliness of performance

• Business relations including problem responsiveness

• Customer satisfaction

The Government will use relevancy, recency, and performance quality to evaluate the quality of the vendor’s past performance references and whether a vendor consistently delivered quality products and/or services in a timely manner with a reasonable degree of customer satisfaction. Relevancy is defined as a measure of the extent of similarity between the service/support effort, its complexity, dollar value, contract type, and subcontract/teaming or other comparable attributes to the requirements of this solicitation; and a measure of the likelihood that the past performance is an indicator of future performance. Past performance will be considered relevant if it is similar in scope, magnitude, and complexity to the requirements of this SOO.

Past performance will be considered recent if the past performance referenced commenced or concluded within the past five (5) years.

Offeror’s without a record of relevant past performance, or for who information on past performance is not available, may not be evaluated favorably or unfavorably on past performance. Thus, Offeror’s without a record of relevant past performance will be given a neutral rating.

M.2.6 FACTOR 6: PRICE

Price offers will not be point scored, assigned a numerical weight, nor adjectivally rated. Price offers will be evaluated:

1. To determine the reasonableness and appropriateness of the proposed dollar amounts and to determine the offeror’s understanding of the requirements.

M.3 RELATIVE ORDER OF IMPORTANCE

PAGE 18 OF 19 16PBGC19R00280001

The factors listed below are listed in descending order of importance:

Factor 1: Technical Understanding and Approach for Creating a PIMS Modernization Design

Factor 2: Proposed Project Team Factor 3: Corporate Capability Factor 5: Past Performance

Factor 4: Project Management

When Factors 1, 2, 3, 4 and 5 are combined, they are significantly more important than Factor 6: Price.

M.4 AWARD ON INITIAL PROPOSALS

The PBGC intends to make award without discussions, therefore each offeror’s initial proposal should represent its best offeror, considering all terms and conditions, and costs/prices. However, the PBGC reserves the right to hold discussions if it is determined to be in the best interest of the Government.
