Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but not Exceeding the SAT ($150K)

Acquisition Plan Action ID:

1. Contracting Activity:

2. Brief Description of Supplies/Services required and the intended use/Estimated Amount:

Emergency replacement and upgrade of proprietary Point to Point Systems, JACE HVAC, Control System for, Building #30, Special Control Unit (SCU) AHU#1.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Building #30, Special Care Unit (SCU), Air Handler (AHU#1), Point to Point Systems, Proprietary & Licensed, HVAC Control System & JACE, Upgrade from WEB-201 to WEB-8000 Titan capable of handling future expansion of up to 10 Devices. This is an Emergency request due to the inability, to monitor and make changes to the Operating System for our most critically cared for inpatients. This is an ASHRE Standard and Joint Commission requirement.

4. Description of market research conducted and results or statements why it was not conducted:

Market Research was not conducted as this is an emergency procurement covered under FAR Part 6.302-2.

5. Contracting Officer’s Certification: Purchase is approved in accordance with FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
