RFQ # 1625DC-19-Q-00033-

1. Page 2: Could you please define and give an example of "CPI Residential Rent Transaction Data"?

CPI Residential Rent Transaction Data is defined as the rent amount being paid by the tenant for the current rental period.

An example might include a tenant who has paid $1000 in July 2019 for a two bedroom apartment.

1. Page 2: RE the "one time delivery of historical data from June 2015-September 30, 2019": could you please define and give an example? If this is asking for a rent observation, should that be monthly or quarterly between June 2015-September 2019?

A one time delivery of historical data from June 2015-September 30, 2019 is defined as a dataset than contains a sample of residential rent transaction data for the aforementioned time period. Each observation in the dataset should reflect a unique property and time period that represents the residential transaction rent. Ideally we would like monthly data representing the June 2015 to September 2019 time period but less frequently occurring data up to semi-annually would be acceptable. The data set should include (mostly) the same set of rental units through time so we can see how the residential transaction rents change, if at all, through time.

1. Page 3: RE 001: Could you please define "historical residential rent transaction data"? Are these rent observations or sales transaction data points?

1. The use of “transaction” is used extensively throughout the RFQ, so we want to verify this is solely in reference to rents or if it includes sales.

Historical residential rent transaction data is defined as the June 2015-September 2019 dataset that we are requesting in the RFQ. Again, these are rent observations where each observation in the dataset should reflect a unique property for a unique time period that represents the residential transaction rent. We are only interested in “rents” and not “sales.” The term transaction rent is used to convey the idea that we are interested in rents that consumers actually paid.

1. Page 5: Could you please define "Housing unit control number" & define and give an example of "unit lease characteristics" and “unit property characteristics”?

Housing unit control number (or Property ID #) is defined as an ID number that is assigned to a specific rental unit. The value of the ID number that is representing the specific or unique rental unit should remain the same for the rental unit throughout all of its appearances in the time series dataset.

1. Page 18: RE L.1.1: Could you please define and give example “technical quote” vs “price quote”?

Please see section L.7.1 in the RFQ for the Technical explanation. Please see section L.8 for the Pricing explanation.

Could you please verify that the executables on pages 1 & 2 are solely for the BLS fill out?

Page 2 is the CLIN structure. The table on page 3-section B needs to be filled in by the vendor with the proposed pricing from the vendor.
