1. Question: Do we submit just an electronic copy or do we have to also submit a CD of the proposal documents?

a. HHS Response: The second paragraph of Section “L.4 Inquiries/Submission” states “ The Offeror shall submit (1) original electronic copy of the technical, past performance and business proposals to the Government by way of email and or an electronic version of each proposal on separate CDs”. Therefore the preferred delivery method is email but if it is not feasible to send the proposal by email then we will accept a CD of the proposal documents at the address provided, or the offeror may send both and email and a CD copy.

2. Are transcripts required for proposed staff?

a. HHS Response: Yes please provide transcripts.

3. Is there a page limit on the length of a resume?

a. HHS Response: A page limit on resumes has not been identified however typical resumes are no more than five pages in length. Further the information presented in these resumes must not be ambiguous and shall clearly addresses the proposed staff qualifications in accordance with the requirements listed in the statement of work, so the technical evaluators can have a clear understanding of the qualifications of the proposed staff.

4. Please confirm there is no Option Year for the referenced requirement

a. HHS Response: This requirement is for the Base year only and no option years have been identified.

5. Has the government identified an estimated or total number of man‐hours anticipated for this base year effort?

a. HHS Response: Total number of estimated hours 2300 for all three tasks.

6. Please confirm the deliverables are aligned with F.3 Reports/Deliverables and Delivery Schedule (reference pages 9‐10).

a. HHS Response: The deliverables are aligned.

7. “… The proposal shall contain a response to each of the factors and sub factors identified in Section M. …” Should we address the factors and sub factors identified in L.6, starting on page 50 of 57?

a. HHS Response: Yes you may address the factors identified in section L.6…The same evaluation factors are presented in both section “L.6 Technical Proposal Instruction” and section “M.3Technical evaluation Criteria” the difference between the two is that section L.6 has more detailed information about the particular evaluation factors and how they are to be presented in the proposal; section M.3 has more detail in explaining how the proposal will be reviewed by the evaluation team.
