Statement of Work for:

Technical Assistance for the MarketScan Data Purchase Order Requisition OS (REMIS HP-12-045).

The technical assistance is for Truven analytics to provide technical assistance in data processing and analytical data creation, as well as analyses based on the Truven’s MarketScan Commercial, Health Risk Assessment, and Benefit Design Data for 2015 and earlier years.

The nature of the work at ASPE often requires ad-hoc analyses to be performed on a very short time line as requested by the Secretary. This amount of technical assistance would be used to solicit various analyses, or summary files to be performed by Truven analytics on their data to support ASPE staff in their analyses.

While the details of these solicitations will only be known when ASPE receives the specific requests, examples of such solicitations that ASPE had requested as in past years include:

1. Summarize spending and utilization per enrollee, by type of services and type of providers for 1999-2014 and update to 2015. This includes developing specifications to define and categorize type of services and type of providers. Averages are computed with and without the MEPS weights.

2. Summarize the claims data to create an analytical data set at the enroll-ID level for each year (1999-2014 and update to 2015) containing at least the variables: enrollID, age, sex, marital status, community/institutional, spending (total/OOP/plan liability) and spending by

a. type of provider (hospital, OPD, physician office/practice, as well as

b. type of service such as drug spending, etc., The sum of spending categories (type of provider, or type of service) would sum up to the total spending variable.

c. MEPS weight, AV of the plan, indicator whether this is employer or health plan, state, MSA, HRR.

(a) the Government may also exercise or modify any of the options or analytical projects in this contract by written notice to the Contractor before the contract expires.

(b) If the Government exercises an option the extended contract shall be considered to include this option clause.
