About this file
This is a Questions and Answers document issued by the Virginia Department of Transportation (VDOT) regarding Invitation for Bid (IFB) #161171 for the procurement of galvanized steel beams. The solicitation requests seventeen (17) W14X68X40' long galvanized steel beams to be furnished and delivered. Each beam must be delivered at a final length of 40 feet, with vendors required to order steel stock long enough to accommodate both the 40-foot beam and a 6-inch sample section cut from each individual beam. The 6-inch samples are designated for Charpy V-Notch testing to be performed by VDOT to verify material specifications for each beam. The contract period extends through September 11, 2026, with all beams required to be delivered no later than that date, as clarified in Addendum 1. VDOT will handle all unloading of materials at the delivery location in Crewe, and no field fabrication, erection, or installation work is required from the vendor.
The beams must comply with ASTM A709 Grade 50 specifications, with Mill Test Reports (MTR) or mill certificates required to satisfy manufacturing specifications and batching information requirements. Samples may be provided either bare or galvanized and can be obtained before or after the galvanization process, though each beam must still be delivered at the full 40-foot length. VDOT will conduct all fabrication work on-site following delivery. No set-asides, incumbent information, or specific pricing terms are detailed in this Q&A document, which serves primarily to clarify technical specifications and delivery requirements for responsive bidders.

Questions & Answers
Question: The invitation is clear in that 17 EA W14X68X40’ Long are requested. However, Note D in section IV SPECIFICATIONS refers to cutting a 6” sample from all beams. Does that mean that the final delivered length of each beam will be 39’6” OR are we to order a longer length of beam, cut the 6” samples from it, and ship a full 40’ length for each beam?
Answer: The total beam size we need is 40 ft. Normally the beams come in 50 ft lengths and are cut to the size we request. We at VDOT are going to perform the Charpy V notch test for all beams that are shipped to us.
Question: Does that mean that the final delivered length of each beam will be 39’6” OR are we to order a longer length of beam, cut the 6” samples from it, and ship a full 40’ length for each beam?
Answer: Beams are 40 feet total and the vendor should order the steel long enough to get the 40-foot beam and the 6 inch section out of it.
Question: Assuming that the 6” samples are for Charpy V Notch Testing. Typically, only one Charpy V Notch test is required per HEAT# of beam. Is 1ea 6” sample per Heat# acceptable?
Answer: Not for this because we have to verify each beam for this order this time around.
Question: Can the 40’ lengths be reduced to 39’6”?
Answer: 40ft length
Question: Do you just need (1) sample from each heat? (CVN test)?
Answer: We need one 6-inch sample from each beam for us at VDOT to verify testing.
Question: Would the samples be provided bare or galvanized?
Answer: Bare or galvanized is fine.
Question: Sub paragraph D calls for manufacturing specs and batching information. Please qualify that Mill Test Reports (MTR) will satisfy this requirement.
Answer: YES, Mill Test Reports (MTR) or Mill certs are what we need.
Question: Section IV.A requires ASTM A709 Grade 50, while Section IV.B states that the rolled beam sections shall be ASTM A992. Should the W14x68 beams be dual-certified to both ASTM
A709 Grade 50 and ASTM A992, and does VDOT require the Charpy V-Notch Zone Two requirements referenced under Section 226.02?
Answer: With the short time frame VDOT is performing the Charpy V Notch test.
Question: Regarding the required 6-inch samples, does VDOT need one separate 6-inch sample associated with each of the 17 beams, or will representative coupons from each heat/lot be acceptable? Also, should those samples be furnished before or after galvanizing?
Answer: The 6-inch sample has to come from each beam and can be done before or after galvanizing. But Each beam shall be delivered 40 feet long after they get the 6-inch sample.
Question: The primary scope states furnish and deliver and indicates no fabrication is required.
Please confirm that there is no field erection or installation required under this purchase.
Answer: VDOT crews is doing all Fabrication on Sit. None are required from Vendor.
Question: Please confirm whether VDOT will unload the beams from the delivery truck at the Crewe location, or if the contractor is responsible for providing unloading equipment.
Answer: VDOT will unload material at delivery location.
Question: The solicitation shows a contract period through September 11, 2026. Please confirm that all 17 beams are required to be delivered no later than September 11.
Answer: Please see Addendum 1.
