Specification for Maintenance and Repair of M/V Powhatan

This specification document outlines maintenance and repair requirements for the M/V Powhatan, a passenger/car ferry operated by the Virginia Department of Transportation (VDOT) based in Surry, Virginia. The work encompasses comprehensive shipyard services including dry docking, underwater hull inspection and preservation, topside painting, deck repairs, and engineering system maintenance for the 270-foot, steel-hulled double-ended ferry built in 2019. The scope requires the contractor to furnish all labor, materials, equipment, rigging, and services to complete specified cleaning, painting, and repairs at the contractor's facility, shoreside, and in dry dock. The vessel will be transported to and from the contractor's facility by the Jamestown-Scotland Ferry. The contract has a 55-day performance period, with the contractor required to submit a production schedule within five working days of award and weekly progress reports thereafter. The contract includes multiple defined milestones and checkpoints requiring inspection and approval by a VDOT Port Engineer/Supervisor and/or Water Craft Surveyor, with scheduled dock trials at least seven days prior to preliminary sea trials and a four-hour full-load preliminary sea trial with final inspection before vessel acceptance.

The specification establishes that the contractor assumes responsibility for vessel security, environmental compliance, fire protection, temperature control, power supply (240VAC minimum, 200 AMP, three-phase), and provision of a furnished office with communications and facilities for VDOT representatives. All work must comply with American Bureau of Shipping rules, Code of Federal Regulations Title 46, and United States Coast Guard requirements. The contractor must obtain dry dock certification from a professional engineer and conduct a docking conference at least one day prior to the docking event. The specification includes detailed requirements for surface preparation using Steel Structures Painting Council standards, marine painting systems from approved manufacturers (International, Sherwin Williams, PPG, Devoe, Hempel, or Ameron), and specific preservation tasks including underwater hull coating, freeboard and bulwark painting, car deck preservation with non-skid application, island/house exterior painting, engine room and void space preservation, and hull anode renewals. Growth work allowances of $25,000 for hull inspection and repairs and $35,000 for valve and strainer renewals are incorporated for contingency repairs identified during the yard period. All work is warranted for twelve months from vessel departure or until the manufacturer warranty expires, whichever is longer, with warranty work to be performed at Scotland Wharf in Surry, Virginia whenever possible.
