About this file
This is an Invitational for Bids (IFB) attachment package issued by the Virginia Department of Transportation (VDOT) for equipment with operator services in Russell County, Virginia, under solicitation number 160846. The procurement covers highway construction and maintenance work requiring an extensive fleet of equipment including multiple pickup trucks, dump trucks of various configurations (quad-axle, tri-axle, tandem, and single-axle), heavy equipment such as excavators, dozers, graders, wheel loaders, and specialized vehicles including bucket trucks, water trucks, and vacuum excavators. The bid package specifies exact equipment quantities, technical specifications, and horsepower requirements for each piece of equipment. The bidder must complete and return all required attachments, including State Corporation Commission Form, Small Business Subcontracting Plan, Vendor Qualification/Equipment Inventory Certification, Subcontractor Approval Request Form, Normal and Emergency Contacts, References, and Contractor/Subcontractor License Requirement documentation. The project is classified as construction type highway work, indicating this is a significant infrastructure maintenance or improvement contract.
The Commonwealth of Virginia has established a prevailing wage requirement for this project, with wage determinations issued by the Virginia Department of Labor and Industry effective April 27, 2026. Wage rates vary by classification, ranging from $12.77 per hour for traffic control flaggers and broom operators to $26.68 per hour for crane operators. The procurement establishes a 42 percent small business subcontracting goal, requiring all bidders to be certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD) or to identify their plans for utilizing DSBSD-certified small businesses as subcontractors. Bidders may propose supplemental line items including chain saws, tag-along trailers, flagger station lights, pre-cast traffic barriers, asphalt distributors, chip spreaders, and utility cutoff saws on an as-needed, hourly basis. Equipment verification will occur prior to issuance of the Notice of Intent to Award, with owned equipment subject to in-person inspection, rented/leased equipment requiring signed rental agreements, subcontracted equipment requiring Subcontractor Approval Request Forms, and future-purchase equipment requiring proof of purchase with confirmed delivery dates.
