Page 83 The contractor is requested to provide basic health care, counseling, and other support services as required by the ePRH. Are all these same services expected given the current Covid-19 pandemic & remote learning environment? If there are changes, will the government provide further details of what those expectations will be? The same services are expected, and the program has now shifted to resumption of some approved centers for traditional enrollment and on-center learning. And, yes the government will provide further details if there are changes.

Page 83 With the current Covid-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after 3 months grace period? And if not, how does the government expect to adjust monthly price given the current situation? Proposals must be made with the intention of achieving 100% OBS, even after the grace period. The Government anticipates that the price adjustment formula laid out in section G.9 will be in place for changes in OBS. However, if there are additional impacts to the center operations as a result of COVID-19 and its impact on center operations, the government will issue a change order and negotiate the price impact.

J-1 Please clarify how the government would like the formula in the J-1 Price Detail Template to work as it relates to 52.217-8 Option to Extend Services. The formula currently includes Phase Out as a part of the pricing for Option Year Three, which is not consistent with the Section B Pricing Schedule. Please complete the "evaluated price" tab, which includes row for clause 52.217-8.Offerors are required to complete both tabs (Evaluated Price and Contract Award) in Attachment J-1. The J-1 spreadsheet includes phase in and phase out, which is where you include your full pricing breakdown. *Note that there is a formula already in the excel spreadsheet to assist you in calculating clause 52.217-8.

Page 15 The RFP states, “The contractor shall complete the vacancy information section in the attached Wage Comparability Tool/2110S (Attachment J-27) on the 10th day of every month.” However, page 38 states, “The contactor shall complete and submit the salaries information section in the attached Wage Comparability Tool/2110S (Attachment J-27) by the 10th of July, October, January, and April every calendar year. Please clarify if the report is required quarterly or monthly. The A-D is the staff vacancy due each month and the E-G is the wage comparability portion due each quarter as spelled out in the RFP J-27 tab "Staffing Calculator Center". Therefore, there are no discrepancies in the RFP re: J-27

OJC questions

Reference OJC Questions OJC Answers

Page 12 Is Advanced Welding provided off center or a separate trade provided on center? The Advanced Welding program is provided on center and is a center program.

J-22 Will AC/Heating units be 100% functional upon contract start? The AC/Heating Units have currently been funded and the work is in procurement. Given the age and complexity of the existing systems, it is difficult to ascertain if they will be 100% functional upon contract start.

J-23 Utility Cost – Should the DOL Trend Report be used, or the information provided in the RFP, which appears low? The DOL Trend Report may be a better indicator as the center costs were severely impacted by the pandemic.

J-5 Please clarify the CTST eligible trades on the J-5 attachment. It seems J-5 includes all the trades. The CTST eligible trades for the program are: Carpentry, Building Construction Technology, Painting, Welding, and Advanced Welding.

J-22 The GSA fleet inventory on the J-22 appears higher than typical for the size of the center. Please clarify if any vehicles are under-utilized and scheduled for turn-in prior to award. Some vehicles are under utlized due to limited use brought on by the pandemic. There are no vehicles slated to be turned in.

J-23 Would the Government please provide more current utility information relating to the Shreveport Job Corps Center? Are there any costs for utilities outside of Electricity, Gas, and Water (i.e., Wastewater, Propane, Fuel Oil, and sewer)? There are no additional cost associated with utilities. The sewer is included in the water bill. Updated utility costs are embedded.

J-23 Attachment J-23 provides center utilities from PY14-PY18. Could the government please update the tables to include PY19 and PY20? COR only has access to Regional Cost comparions for this report. Providing PY 19 and PY 20 regional data.

J-27 The J-27 includes tabs for both center and OA/CTS. However, the Center Tab also includes OA/CTS. Can the submission be limited to use of the center tab that also includes OA/CTS, or do we need to complete the OA/CTS portion twice? Please complete the OA/CTS portion on both tabs

J-28 J-28:Typically, contractors submit the J-1 in Factor 4. BMP as well as Excel. Would DOL prefer the J-28 be treated the same way, or would DOL prefer it only be submitted in Excel? Please submit the J-28 in excel

J-27 J-27: It does not appear that there is a formula to sum subcontracted OA/CTS positions (Cell C335 on the Staffing Calculator Center tab and Call C27 on the Staffing Calculator OACTS tab), Please advise. Manually insert the formula to get your desired staffing number

J-27 J-27: OA/CTS positions are listed at the bottom of the Staffing Calculator Center Tab which ties to the link in the Staffing Summary Tab. The OA/CTS positions are also listed on the Staffing Calculator OACTS. Can the Staffing Calculator OACTS tab be eliminated, or does DOL want the positions listed in both places? Please list the position in both places

J-28 J-28 :Where subcontracted medical services are provided by a subcontracted vendor, do contractor’s still need to list an annual salary and fringe benefits? As a measurement of the government's mandates for medical staffing, contractors should include the FTEs, annual salaries and benefits.

J-28 J-28 :For positions that are split between multiple departments does the government expect the Estimated Proposed Salary (Annual Salary) to be calculated based on the FTE or as if the position is a full 1.0 FTE. As positions are commonly split between departments, the proposed salaries should be calculated based on FTEs.
