CINCINNATI JOB CORPS CENTER
CINCINNATI JOB CORPS CENTER 1605JW-21-R-00009 RESPONSE
CLARIFICATION QUESTIONS
1. Attachments J12 and J 23 show extreme differences in utilities costs, please clarify? The information included in the original Attachment J-12 appears to have been incorrect. Attachment J-12 has been corrected in Amendment 00001.
2. Does the center have any CRA or CTST projects “in progress” and will they be completed prior to the transition period? Or what is the projected completion date? Yes the operator has open CRA and CTST projects. Confirmation of completion cannot be given. This can be addressed during transition with the current operator. Any work that is not completed prior to transition will be funded through the new contract and completed by the new contractor.
3. What are the current national projects of the center? Will these be completed prior to transition, or do you have an estimated completion date? No national office projects happening at this time.
4. Please confirm Cincinnati Job Corps Center arrivals of 500. This seems high with OBS of 202 students. Arrivals per the RFP indicates 650 to include arrivals for Whitney Young and the Dayton JCC
5. What is the maximum dormitory capacity for residential male and residential female students? Males: 141; Females: 44; Total: 185
6. Section H.25 requires contractors to adhere to the terms and conditions of any lease agreements between the Government and the Lessor of any real property used in the performance of this contract, and references Attachment J-19, which was not included. Please confirm that there are no existing leases between the Government and the Lessor of any real property used in the performance of this contract. (Pg. 46) No lease agreement.
7. Please affirm whether the expendable property (J-11) will be transferred to the successful operator or will the successful operator be required to negotiate a purchase. If transferred, please clarify accounting for the use of the expendable property as a government asset. (Pg. 62) All governement property listed in EPMS for the Cincinnati JCC is expected to be transferred to the new awardee. Again, an inventory of all property must be conducted during transition to determine what will or will not be transferred over. It will be up to the new award to sign for property based on a 100% inventory conducted during transition.
8. Attachment J-22 includes 10 vehicles. Please indicate if any of the vehicles are scheduled to be turning in due to under-utilization prior to contract award? (Pg. 66) No vehicles scheduled to be turned in.
9. As you are aware Change Notice No. 20-05, “Policy and Requirements Handbook (PRH) Changes to Health and Wellness Staffing (Exhibits 5-3 and 5-6)” was issued on April 16, 2021. The notice states the effective date of the PRH change of the notice as of June 15, 2021. With respect to the Cincinnati JCC RFP does the government expect contractors to include the change notice in the procurement? (Pg. 9) Yes, the Government expects Offerors to incroporate the requirements of PRH Change Notice 20-05 into their proposals.
10. The contractor is requested to provide basic health care, counseling, and other support services as required by the ePRH.
Are all these same services expected given the current Covid-19 pandemic & remote learning environment?
Or are these services going to be tweaked given the remote learning status of JCC students?
If there are changes, will the government provide further details of what those expectations will be? (Pg. 10) All services are required.
| 11. The executive Summary notes there are several buildings in poor condition and the preventive maintenance needs improvement. Can the contractor assume that these are to be fixed through CRA funding, Equipment, and/or CTST funding rather than through Operational funding? | |
| If some of the above issues are to be fixed through Operational dollars, can the Govt. identify which items those will be and provide further insight for contractors? (Pg. 62) | Reference PRH appendix 505 - The Offeror should reference this section of the PRH to determine how funding can be spent. |
12. Please clarify if the J-8 (Standard Form 1413) is required to be included in the BMP submission or submitted within 14 days of contract award. (Pg. 62) The SF 1413s can be submitted up to 14 days after contract award, however the Offeror must comply with Section L.7 FACTOR 4.d. of the solicitation.
13. Please clarify that the formula in the J-1 Price Detail Template is correct regarding 52.217-8 Option to Extend Services. The formula includes Phase Out which should not be included as a part of the pricing for Option Year Three according to Section B Pricing Schedule. (Pg. 62) The formula in the J-1 Pricing Detail for 52.217-8 Option to Extend Services is correct and does not include the phase out cost.
14. On the J-1 attachment the Contract Award tab does not include the NTE amounts listed in the Section B.2 Pricing Schedule. Will the J-1 be revised or should these values be added? (Pg. 62) The NTE amounts reflected on the CLIN sheets should be added to the Attachment J-1.
15. The RFP specifies that a Subcontracting Plan is not required for total small business solicitations. However, the J-6 was included. Please specify whether of not the J-6 is required for submission. (Pg. 62) Attachment J-6 is a standard attachment for Job Corps solicitations. Small businesses need not submit an Attachment J-6.
16. Please confirm the dates of the Construction Wage Rate Requirements listed are correct. According to the DOL website there are more recently modified determinations. (Pg. 63) Attachments J-15 and J-16 have been updated in Amendment 00001.
17. Please confirm the date listed for the Wage Determination is correct. Per the Sam.gov website includes a revision date of 4/29/2021. (Pg. 63) Attachments J-15 and J-16 have been updated in Amendment 00001.
18. The RFP states the J-27 is to be published. Does the government expect the J-27 to be published prior to the submission of this RFP. If so, are there any requirements for submission that relate to the J-27? (Pg. 64) Attachments J-27 (Wage Comparability Tool) and J-28 (Staff Compensation Plan) have been included in Amendment 0001.
19. Should the Executive Order raising minimum wage to $15.00, effective 1/1/22 be taken into account when preparing contract pricing? The Offeror shall propose wages that will be in compliance with applicable minimum wage rates effective May 1, 2022, Section H.8, and with the Wage Determinations listed in the solicitation.
20. Please clarify whether the description of the staffing approach in subfactor 3B is included or excluded from the 6 page limit. (Pg. 83) The staffing approach is included in the 6 page limit. The only items excluded from the limit are the organizational chart and staff schedules (reference Section L.7 FACTOR 3.).
21. BMP Section Factor 4.a.4) requires offerors to submit a staff compensation plan that includes proposed salaries and fringe benefits for professional employees working on the contract. Please clarify if there is any particular format required. (Pg. 87) Attachment J-28 (Staff Compensation Plan) is the requried format. This attachment has been included in Amendment 00001.
| 22. The government notes that the offeror’s proposed technical and staffing approaches will be incorporated into the contract and shall become requirements. | |
| Does the incorporation include the BMP? (Pg. 3) | The contractor's entire proposal may be incorporated into the contract. Any terms or conditions included in the BMP or elsewhere that contradict terms/conditions in the contract, or are counter to the interest of the Government would not be incorporated. |
23. With the current Covid-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after 3 months grace period? And if not, how does the government expect to adjust monthly price given the current situation? (Pg. 25) The start date for this requirement is June 1, 2022 (with a transition beginning May 1, 2022). Offerors shall submit proposals under the assumption that the Center will operate at 100% OBS.
Introduction
Instructions for Completing the Staff Compensation Chart
The following staff compensation chart shall be completed. The number of staff in each function shall be shown on this chart. The estimated average salary of each staff position shall be shown. Each contractor has its own manner of organizing its staff; however, for the purposes of this proposal, follow the outline of this Staff compensation chart.
Different contractors have different position titles for similar functions. However, for purposes of evaluation, offerors may not change position titles in column 1. Where offeror’s position titles differ, actual titles should be entered in the “Remarks” column. The Staffing Chart describes functions. In the event that a position is so unique that it does not fit any title on the chart, place the position in the appropriate place on the chart.
Subcontractor staff must be reported. Therefore, if a subcontractor has deemed their salary information proprietary, they may submit this information directly to the Contracting Officer at the email address identified for receipt of proposals. The subcontractor must clearly identify which prime contractor's proposal their submission is associated with.
DOL recognizes that at the time of proposal submission, offerors would not have made firm offers of employment to individuals that therefore, the salary information provided in this tool may be an estimate of the competitive salary that the offeror anticiaptes for a position(s).
Definitions.
1. Standard Position Title
2. The number of staff at each position title. If none are proposed, leave the line blank. If one person performs more than one function or one person performs the same function in two or more different functional areas, show the allocation of that person's time as a decimal (e.g., .5) allocation to the proper line.
3. If a position is subcontracted, show the number in the appropriate column.
4. Remarks. The center title, if different from the title shown in the left-hand column, and any comments you wish to make.
5. Proposed Salary should be the annual salary estimated for this position title.
6. Fringe benefit percentage should be listed for each position title and the offeror can use it's average fring benefit percentage, rather than the actual percentage for each position.
7. Proposed Salary Source/Justification should be the source used to support the annual salary estimate.
