BURDICK RFP QUESTIONS
#RFP SectionResponding OfficeQuestionResponse
C.2OJCPlease confirm NEAP recruitment zone(s) for this procurement. The RFP lists the WDA areas of North and South Dakota. Does this mean the operator is free to recruit from these entire states, corresponding to zones NDRZ00 and SDRZ00?The operator is free to recruit from these entire states, corresponding to zones NDRZ00 and SDRZ00.
C.2OJCPlease confirm that there is no requirement to operate an on center child care program or residential parent/child program. Section C.2 indicates no, but the J-9 Facility Survey makes references to these areas. As indicated in section C.2 section F, there is no requirement to oeprate a child development program.
C.2OJCAre there any CTT change requests currently in process or planned that would affect the CTT offerings under the new contract? If so, will these changes be completed prior to the new contract period? There are no CTT changes in progress.
F.5OJCPlease verify the annual arrival goals for Burdick. The listed goal of 430 seems to exceed the needs for a 197 OBS center and does not seem to correspond to the formula listed in the NEAP plan.Per the NEAP Arrival Goals website, 430 arrivals for the Burdick Center is correct. https://neapmap.com/wp-content/uploads/2020/04/20.03.20-NEAP-Arrival-Goals-Spreadsheet-External.pdf
J.9OJCSection 2.2 indicates that the lease of the property owned by the Dept. of Veterans Affairs ends June 29, 2021. Will the lease be renewed? For how long?As requested the permit will be renewed for another 10 years – June 29, 2031. The draft is currently under review right now, but is expected to be executed prior to the current expiration date.
J.9OJCGeneral Building Conditions Facility Survey Vol.1 Section 2.4 indicates that Building 19 is leased to Minot Public Schools. Are center staff responsible for the facility maintenance, custodial services, and security of the building?Yes. Center staff is responsible for the facility maintenance, custodial services and security of the building.
J.9OJCStudent Housing, Facility Survey Vol. 1 The 2018 Facility Survey indicates that the windows on dormitory buildings 23, 26, and 27 are damaged and allowing cold air to enter, have these windows been repaired? No. However, the issue of cold air entering via windows has been temporarily resolved. The window project is pending revision of the SOW by the ESC and funding.
J.10/J.26OJCPlease confirm the total number of washers owned vs. leased and the total number of dryers owned vs. leased. The J-10 lists some as owned and some as leased, whereas the J-26 says all are owned. Of those owned, are they all operable? The center has 25 washers and dryers and they are fully functioning. All are owned by the center
J.12/J.23OJCPlease clarify which utilities are included in the utility trends and totals. (e.g, water, electricity, natural gas, propane, sewage).

Electric, Water, and Natural Gas : See attached utility usage report

n/aOJCPlease clarify if the Center is on a bus line or has any nearby public transportation. If so, what is the approximate distance to the nearest stop?Minot City Public Transit is the public transportation for the area. The nearest bus stop is two blocks from the center. Bus transportation is available from 7:00am to 7:00pm.
C.2hOJC1. Staffing Levels: The RFP requires the listed positions in this section to be filled within 30 days of becoming vacant. Will the DOL reconsider the 30 day requirement? Some of these positions will require longer to be filled for reasons to include the need to recruit Job Corps-experienced applicants which will take longer to accomplish, especially for the Center Director; which most likely will involve relocation time.No. The 30-day period remains a requirement.
J-11OJC1. Attachment J-11 lists inventories of expendable items such as food, clothing, and medical supplies as of the end of November 2019. Since this contract transitions during the month of November 2021, and the contract is Firm Price, does the government anticipate requiring the next contractor to purchase this inventory? Will the new contractor be required to make available the same level of inventory at the end of the contract that results from this RFP?The expendable inventory listed in attachment J-11 is an estimate. Since the incumbent contract is a cost type contract, the expendable inventory that is on hand is the property of DOL and as such will remain at the center for use of the next contractor. At the end of the fixed price contract, expendabl inventory will be the property of the incumbent contractor and it is up to the contractor to determine how the property is handled.
n/aOJC1. Can the DOL provide a list of the remaining Operations and Maintenance (O&M) projects that will NOT be completed by the start of the new contract on 12/1/2021? If not, will the new contractor be relieved of the requirement to complete these O&M projects?78 remaining O and M projects. Please see attachment.
J-9OJCPage 62, J-9, The Facility Survey is two years old (April 2019). Will the Government provide more information regarding the facility and whether there are any areas of large concern?A new site survey is not currently scheduled. The answer to question 13 above provides the latest information on completed and ongoing projects since the last site survey.
J-12OJC1. Page 62, J-12, Would the Government please provide more utility information relating to the Burdick Job Corps Center? The J-12 & J-23 are significantly different. Could the total costs be broken down by utilities? (i.e. - Electricity, Water, Natural Gas, & Propane)See Utility usage attachment in Question 9.
J-24OJCPage 63, J-24, Is the CTS Workload for PY19 and PY20 available? If so, please provide.See Attachments CTS Workload PY 19 and PY 20
L.6.DOJC1. Page 72, L.6.D, Due to no site visit, will the Government please provide more information regarding the facility? (More than just the facility survey – i.e. videos, more photos, any areas of large concern, etc.)Yes. There were 17 photos included in the RFP, in addition to the link to the virtual tour. But we have since learned that zip files in a pdf don't work, so we will upload the photos again with this mod.
C.2OJCPage 12 Career Technical Training Offerings: The RFP indicates that Welding (E-TAR Code WELDG-100-OJC-14) is offered by a National Training Contractor. Please confirm that Welding is offered by an NTC. Please provide the name of the National Training Contractor.Welding is a center operated trade.
J.9OJCPage 13 The Facility Survey indicates that there is a Single Parent Dorm and Child Development Center on campus; however, the RFP indicates that On-Center Child Care and Residential Parent/Child Programs are not required as part of the contract. Please confirm that there is no requirement to administer a Residential Parent/Child Program (single parent dorm) and an On-Center Child Care Program. As indicated in section C.2 section F, there is no requirement to oeprate a child development program.

OJCDoes the center have any CRA or CTST projects “in progress” and will they be completed prior to the transition period? Or what is the projected completion date?CTST Projects: Bleachers, Trailer (Small House), and Small House to be completed by September 2021. CRA Projects: CRA 128612 Repair Cafeteria Generator, to be completed by 4/30/21.

Will these be completed prior to transition, or do you have an estimated completion date?National projects include: Fire damage resolution for Building 3 and Window replacement for dormitories. Estimated completion dates are not available at this time.
J-10OJCThe EPMS listing indicates the center has $349,607 worth of “loaned” equipment, to include computers, printers, televisions, recreation equipment etc. It appears that all of this equipment is needed to effectively run the center. Can you clarify that this in fact is “loaned” equipment and not government property?Per previous DOL instructions, 'loaned' terminology was used to differentiate between equipment purchased by Burdick ('owned') and property purchased for Burdick by the Minot Public Schools ('loaned') via MOU. All equipment identified on the “Master List” was purchased by MPS and the current operator is not required to return any of the equipment.
J-10OJCThe EPMS listing indicates several hundred thousand dollars worth of excess, scrap, missing and “boneyard” property, will this be removed prior to transition?Yes. Items have been properly removed.
J.9OJCThe facility survey indicates there was an issue with not having a central control panel for all HVAC, has this been completed?Yes. This was completed in 2020
J.9OJCThe facility survey indicates there was a pending center wide security camera system project, has this been completed?Yes, the cameras are in place.
J-12OJCAttachment J12 Utilities Usage last year and J23 Utilities Cost Trend are significantly different, can the government confirm that J12 in fact includes all utilities expense for last year?Yes. See the attachment in Question 9 above.
C.2OJCHow many students are enrolled at Souris River Campus? Does the Center pay a fee for the students to be enrolled? The information requested is not available. The MOU that defines the relationship between the current operator and the MPS is proprietary. Future MOUs would need to be negotiated between new interested parties as applicable.
