Joliet Q&A

Soliciation Section (when cited by contractor) Question(s) Answer(s)

B.2 Please confirm the Phase-in Period. Is it 5/1/21 through 5/31/21? The Phase-In Period for this requriement is 5/1/2021 through 5/31/2021.

C.1 The government notes that the offeror’s proposed technical and staffing approaches will be incorporated into the contract and shall become requirements. Does the incorporation include the BMP? The contractor's entire proposal may be incorporated into the contract. Any terms or conditions included in the BMP or elsewhere that contradict terms/conditions in the contract, or are counter to the interets of the Government would not be incorporated.

C.1.C The contractor is requested to provide basic health care, counseling, and other support services as required by the ePRH. Are all these same services expected, given the current Covid-19 pandemic and distance learning environment? Yes. The Government expects these services to continue.

C.1.C In view of the current and ongoing distance (remote) learning status of students, please provide further details on what changes there will be to providing “basic health care, counseling, and other support services” and expectations of operators. Yes. The Government expects these services to continue and will provide details as the circumstances dictate.

C.2.A The RFP states that youth screened shall come from workforce areas LW4, LW10, LW11, and LW’s 13-26. These areas cover the majority of the state of Illinois. Will all zip codes within these workforce areas be available to the operator to recruit from? If not, can the government specify the assigned zip codes? All zip codes within the recruiting zone will be available to the operator for recruitment.

C.2.C The CTT Offerings chart footnote indicates the Retail, Physical and Public Security slots and Homeland Security slots are “accounted for in SECUR-100-OJC-13.” Does this mean that all E-TARs and associated certifications for these offerings should be taught under the Security and Protective Services trade? The footnote refers to a context where the Security and Protective services trade is performed or applied. The E-TAR explains this in greater detail.

C.2.C Please clarify the CTT Trades listed in Section C.2.C for the Career Technical Training Programs are correct. For example:

• The current CTT trade offerings include 60 Security and Protective Services slots, whereas the RFP has 30 slots.

• The current CTT trade offerings include 20 Tile Setting slots whereas the RFP has 0 slots.

The trades offerings listed in the RFP are correct.

C.2.C In view of the current COVID-19 pandemic and how this limits offerors ability to contact or meet with potential partners, please provide the other training providers (OTPs) currently supplying the ACT and OTP in Health Care. Each offeror is expected to conduct market research to identify partnerships with its OTP training providers to ensure credential attainment.

C.2.C Are there any CTT change requests currently in process or planned that would affect the CTT offerings under the new contract?

If so, will these changes be completed prior to the new contract period?

The CTT offerings for this solicitation are correct as listed in the RFP.

C.2.F Are visitors desiring to gain access to the child development center required to go through the main center security entrance? Center security measures apply to every individual seeking access to the center; however, the Joliet center does not have a child development center.

F.5 The RFP (B.1) states arrival goals for the Joliet OA contract should be 330 annually. The NEAP Annual Goals found through the link in the RFP to https://neapmap.com reflects the NEAP annual goals (dated March 2020) for the Joliet OA contract is 330 arrivals for the Joliet JCC and 220 arrivals for the PS Chicago JCC. Please clarify. To determine the arrival goals for each center, the NEAP tables should be read vertically. The center operator for the Joliet center is required to recruit 330 students for itself. The remaining 220 annual arrivals are the responsibility of the operator serving Paul Simon. This brings the total annual arrivals for the Joliet Job Corps center to 550.

F.5 If the arrivals goals include the Paul Simon Chicago JCC, will the NEAP workforce development areas include Cook County for recruiting applicants? No. The recruiting areas for the Joliet Job Corps center are correct as listed in the RFP.

F.5 The vast majority of students enrolling at Joliet for the past several program years were from Cook County. Please clarify if the NEAP workforce development areas in Cook County will be included in the territories allowed for recruiting applicants for the Joliet OA contract No. The recruiting areas for the Joliet Job Corps center are correct as listed in the RFP. Cook County now lies in the recruitment zone for the Paul Simon center. The operator for Paul Simon will recruit 220 students for the Joliet Job Corps center.

F.6 The Government notes “Generally, the Government will measure performance through the programs performance management system, which is comprised of four reports…” With the COVID-19 center changes and remote learning occurring, will the government consider a waiver to these specific report card metrics? Or modify them considering the current atmosphere? The Government will notify the operator if the current method of evaluating performance changes.

G.9 With the current COVID-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after the 3-month grace period? And if not, how does the government expect to adjust monthly price given the current situation? At this time, we are unable to forecast the impacts that the COVID-19 pandemic will have on the Joliet JCC in the Spring of 2021 (the beginning of the next contract). Should the pandemic effects at that time requrie changes in the pricing of the contract, a new pricing arrangement may be negotiated with the contractor.

J-9The Executive Summary notes there are improvements that can be made or need to be made. Can the contractor assume that these are to be fixed through CRA funding, Equipment, and/or CTST funding rather than through Operational funding?
If some of the above issues are to be fixed through Operational dollars, can the Government identify which items those will be and provide further insight for contractors?Facility improvements are funded through construction, rehabilation, and acquistion projects (CRA funding). The CRA projects are cost-reimbursable contract lines with specified Not-to-Exceed (NTE) amounts.

J-9 Has the extensive 3-phase renovate/relocate plan described in the May 2019 Facility Survey for the Joliet JCC begun? Yes. The project design has been updated and the project is underway.

J-9 What percentage of completion has occurred in the extensive 3-phase renovate/relocate plan at the Joliet JCC? The project is still in the early stages. The designs have been updated to include new requirements such as demolition of Building C and closing the second floor in Building B.

J-9 Are/will all the projects for the 3-phase renovate/relocate plan at the Joliet JCC be national office projects? Yes. The projects are conceptualized at the National level.

J-9 What is the timeline for the 3-phase renovate/relocate plan at the Joliet JCC? The timeline for 3-Phase renovate/relocate plan is approximately 2 to 2.5 years.

J-9 Are all the windows, restrooms and HVAC systems for Buildings A-E funded for replacement as part of the 3-phase renovate/relocate plan at the Joliet JCC? Yes. These projects have been identified as part of the renovation with the exception of restrooms. The restrooms in Buildings A and D are center-based projects funded through cost-reimbursable CRA funding.

J-9 Inasmuch as the dormitories are not part of the 3-phase renovate/relocate plan, but are noted to have roofs “near the end of their expected lives” and windows and baths degraded, have the replacement of these items been funded and available in CRA funding that will be available on contract award? Additional facility improvements will be identified by the operator or the Government's consultant. The projects will be funded through CRA cost-reimbursable contract lines with specified Not-to-Exceed (NTE) amounts.

J-10 There is considerable Property and Inventory at the Center.

As the RFP reflects a fixed Price contract, what is the intent of the government with both Property (& Expendable Property) and Inventory as it transfers between Incumbent and Awardee.

• Is Property to remain the Governments and transferred through the normal close-out process?

• Will Expendable Property be kept/negotiated to between the two contractors?

At time of the contract transfer, does this expendable property no longer remain the Governments?

Government Property will be managed by the contractor in strict accordance with FAR Part 45, and FAR Clause 52.245-1. Property that currently belongs and/or is titled to the Government will remain property of the Government before, during, and after the awarded contract. This disposition of such proporty at the end of the contract would be up to the contractor.

Property purchased by the contractor may or may not become Government Property. Property purchased by the contractor in fulfillment of CRA, Equipment, and/or CTST orders will become Government property. Property purchased by the contractor in fulfillment of typical day-to-day operations under firm, fixed-price CLINs (e.g. expendable items) would belong to the contractor.

J-12 The J-12 matches the J-23. Please provide actual costs for each utility (Electricity, Water, Natural Gas, and Sewer) or confirm that the total amount listed on the J-12 includes Electricity, Water, Natural Gas, and Sewer. The totals in the J-12 document are actual costs for utilities as reported by center operators. "Water" costs include both water and sewer.

J-16 Please Clarify the Wage Determination is 2015-5020 rather than 2015-5019.

In the past, the WDs are typically odd numbers.

This will be corrected. As the precedence for odd numbered wage determinations has been established, it will continue.

J-18 Will the Government provide the correct website for the State of Illinois Workforce Development goals?

The current one listed in the RFP does not work.

The link has been corrected to https://www.doleta.gov/Performance/goals/perf_levels/WIOA_Perf_Negot_PY18-19.xlsx

L.6.H Please clarify if offerors should provide a courtesy copy of the proposal submission to the contracting officer in addition to sending to JC-Procurement-Chicago@dol.gov. Proposals shall be submitted in accordance with Section L.6.H. of the RFP. The section includes specific instructions regarding the email address to which proposals shall be sent.

Are the washers and dryers at the Joliet Job Corps Center government property or are they leased? If they are government owned, are they all operable? The washers and dryers are leased equipment.

Is the center on a local public bus line? If so, what is the approximate distance to the nearest bus stop? Yes, the center is located near a local bus route. The nearest stop is approximately one mile away from the center.

Even though Job Corps contracts are now fixed price, Per Code of Federal Regulations (CFR) § 686.930, we are assuming that Job Corps operators are still exempt from paying State or local taxes on gross receipts. Is this correct? In accordance with Public Law 113-128 Section 158(d), operators of Job Corps Centers are exempt from paying State or local taxes on gross receipts. The law does not differentiate between types of contracts, so the firm fixed price nature of the new contract should not affect the tax exemption.
