Questions Answers

1. N/A Statement of Work CTT Offerings: It is our understanding that a CTT trade change was processed in PY23 to eliminate the Culinary Arts program (CULIN-100-OJC-19), modify Advanced Career Training slots to 10 full-time slots and add a Millright /Welding, Pre- Apprenticeship (MILLW-100-UBC-23) program. Please confirm that the CTT offerings include the Millright /Welding program offered by UBC and the slot adjustments for ACT.

The center has eliminated the Culinary Arts program and has been approved for a new Millright /Welding program, as well as increase the number of ACT slots to 10.

2. N/A Statement of Work CTT Offerings: Please confirm that the ACT, Advanced Computer Systems Administrator and TCU/IAM Advanced Training programs are full-time slots.

Confirmed, they are full time slots.

3. N/A Table 3 Deliverables Submission Requirements: On page 24, the RFP states the USDOL may take up to 15 working days to approve contract deliverables outlined in the chart. Item 4a J-27, Vacancy Information and 4b J-27, Staff Compensation Information in the chart provided are deliverables that must be accepted/approved prior to the contractor submitting a voucher for payment for services rendered in the previous month. This time span for USDOL does not allow for timely payment for services rendered. We request the timing of USDOL approval of the 4a and 4b deliverables shortened to a maximum of 5 working days.

The deliverable table is amended to reflect that item 4a, will be reviewed by the COR within five working days after receipt from the contractor.

The table with regards to item 4b, J.27 staff compensation information will remain the same, as acceptance of this deliverable does not impact invoicing.

4. N/A Please provide the NTC staffing configuration of the 50 slot TCU/IAM Advanced Training Transportation Service Worker with 7 specialty modules program.

There are a total of 4.5 FTE TCU Instructors.

5. C.2.D For org chart purposes, please provide the approved staffing for the TCU/IAM Advanced Training program.

The current Org Chart has a total of

The OTP Healthcare program is for a Certified Nursing Assistant (CNA) program.

Amendment No. 0003 (Shriver JCC - RFP 1605JE-24-R-00003) Page 2

7. N/A The Job Corps Master Profile includes a 20 Slot IUPAT Painting Program. Please advise if the trade is closed or will be closed prior to transition.

The Painting trade has been closed.

8. N/A Clarification needed on the Amazon Web Services (AWS) Cloud Practitioner. The RFP indicates Slots accounted for under all Basic and Advanced Computer Tech & Systems programs, with no minimum training slots.

Will the approved E-TAR be an option for students who complete the basic or advanced program. Please confirm whether this program is an Online AWS Cloud Certificate and which AWS Certification(s) is approved by

DOL.

AWS is not a stand-alone CTT, therefore there are no additional slots specifically for AWS. Instead, it is an alternate TAR that is available for IT students to complete. The certificate students can earn is for an AWS Cloud Practitioner. The is not an online training and must be offered as a live class with a certified instructor.

9. N/A Could you provide additional details on the Amazon Web Services training?

AWS training is not a stand-along training. Students will learn to build virtual private clouds (VPCs) and launch web servers, identify and implement programs and computer languages to enhance web security, organize and retrieve data, and build database servers. They'll monitor and manage resources consumption and create automated and repeatable deployments. The available credential is an AWS Cloud Practitioner.

10. N/A During the walkthrough it appears the culinary classroom is no longer in use and utilized as storage for the cafeteria. The CTT offering table list culinary arts as 30 slots.

Please advised if the trade is closed and if a trade change has been initiated to utilize these slots.

The Culinary Arts trade has been closed. Please see the revised CTT table in the amendment.

11. N/A During the site visit, several CTT areas appeared to be non-operational or used for storage due to CTT changes (i.e. Painting).

Does DOL anticipate these areas having special use and/or the ability to transform the physical space for new CTT programs?

One of the non-operational areas will be customized for the Millright Welding CTT. DOL will work with the Operator of the Shriver center contract to adapt other areas to other uses, as needed.

12. N/A The J-22 includes 3 Sedans. Please indicate the vehicle(s) dedicated to Driver’s Education and whether the vehicle(s) are equipped with dual brakes.

The center has one (1) Driver's Education vehicle and it is equipped with a dual brake system.

13. N/A The J-5 lists all trades as CTST slots. Please clarify.

Please see the revised J-5 in the amendment. The revised J-5 for CTST slots indicates Carpentry, Pre- Apprentice - 40 slots and Millright Welding - 20 slots.

Amendment No. 0003 (Shriver JCC - RFP 1605JE-24-R-00003) Page 3

14. N/A Can you please confirm whether there are students arriving from Grafton and New Haven, as the corresponding box is not checked?

Grafton has a goal to arrive 50 students at Shriver annually. New Haven also has a goal to arrive 50 students at Shriver annually.

15. N/A Can you please provide confirmation regarding the completion of the National Project for the Recreation Roof Project?

That project is currently in process.

The work has begun but has not been completed yet.

16. N/A Can you please confirm whether the CNA program is conducted on-center or off-center?

The CNA program is conducted off-center.

17. N/A Please indicate the quantity of washers and dryers noted on the J-26. None are listed on the J-10 nor J-11.

There are a total of 24 washers and 20 dryers.

18. Org Chart & Schedules

Should FTE numbers be included for NTC instructors on the Org Chart and Schedules?

No. NTC staff are accounted for under a separate contract.

19. J-4/J-28 Should FTE numbers be included for NTC instructors and listed on Attachments J-4 and J-28? If so, should the FTE be listed in the “Prime Contractor” or “Subcontractor” column?

No. NTC staff are accounted for under a separate contract.

20. N/A Instructions on the J-4 indicate “For positions not needed on the contractor's staffing chart, the contractor shall eliminate the row for that position.” In prior procurements, instructions indicated not to remove the positions. Please clarify expectations. Additionally, should NTC staff be included on the J-4/J-28?

1. No. Offerors are not permitted to remove rows for positions not needed.

2. No. NTC staff are accounted for under a separate contract.

21. C.2 D There are discrepancies between the current CTT-10 and the RFP. The CTT-10 indicates the center offers CNA (30 slots) and Painting (IUPAT – 20 slots). It also does not include any slots of OTP whereas the RFP indicates 30 slots for OTP Healthcare. Please confirm the CTT programs, providers, and slots are correct in the RFP.

OTP Healthcare is CNA and it is a 30-slot trade. The Painting trade has been closed.

22. N/A Are any dorm buildings or wings currently closed? If so, can you provide the names of the dormitories that are closed and the number of beds that are not available?

No, none of the dorms are closed at this time.

23. C.2.D The RFP shows a total of 281 CTT slots.

However, the most recent CTT-10 report shows 269 total slots (including ACT Program slots). Can DOL please confirm that 281 CTT slots is accurate for the upcoming contract?

The total number of slots at the Shriver center is 279. The Culinary Trade was a 30-slot trade and the new Welding/Millright trade is a 20-slot trade. The ACT program will be increasing by 8 to become a 10-slot trade. The revised CTT table is incorporated in this Amendment.

Amendment No. 0003 (Shriver JCC - RFP 1605JE-24-R-00003) Page 4

24. N/A Any special center programs/suggested program changes or anything else we need to be aware of? (Sewer treatment, pool, pilot projects, relocations, etc.)

The revised CTT table is incorporated in this Amendment.

25. C.2A The Shriver Job Corps center is not located in the center’s NEAP Zone. Will the government consider outreach and recruitment of youth outside the NEAP zone or revision of the NEAP zone?

Admissions Service providers are assigned specific locations in their contract. Under the NEAP, each contractor will provide outreach and enrollment services within defined areas known as a Recruitment Zones.

The Recruitment Zones have been defined using census information on eligible youth, and historic data (number of prospects, number of in-state enrollments). The Recruitment Zones have been aligned with zip codes within Local Workforce Development Areas.

26. C.2.D Do toolkits need to be priced in for NTC trades? It has been found recently that some centers have been purchasing toolkits/supplies for students in the event that the NTC doesn’t provide them.

No, NTC contracts cover the cost of toolkits.

27. Section J Attachment J-1 Contract Award Tab: CLIN XX10 is hard-coded with the base “plug” amount, without G&A and Fee. Should the offeror link the cells to the Evaluated Price tab?

The spreadsheet will link the required cells from Contract Award to Evaluated Price.

28. N/A Do changes to Federal, State and/or local wage laws qualify for an equitable adjustment request by the contractor?

Not necessarily; each request for equitable adjustment must be analyzed based on contract clauses.

29. N/A Can you please confirm that the 3% escalation only applies to staffing lines and not to all lines, including non-personnel lines?

All offerors shall propose staff salaries and health and welfare benefits with a yearly escalation of factor of not less than 3%.

30. G.18 Utilities and Facilities Maintenance

Will DOL provide cost estimates for other utility costs identified in Section G.18 such as cable, trash, and phone systems?

Please see attachments J-12 and J-23 for reference.

31. Section J Attachment J-1 Contract Award Tab: CLIN XX01 does not have a formula in place to correctly calculate the yearly cost. Can the offeror update the cell?

There is no yearly cost for CLIN XX01.

CLIN XX01 is for the 30-day Phase-In Period.

32. N/A Could the government clarify why this solicitation is being issued when the incumbent contract (Contract #1605JE22C0001) appears to be active until 2026?

Contract 1605JE22C0001 is no longer active.

Amendment No. 0003 (Shriver JCC - RFP 1605JE-24-R-00003) Page 5

33. B.2. Pricing Schedule

What are the current Construction, Rehabilitation, and Acquisition (CRA) projects? What is their status and timeline for completion?

There are (6) open CRA projects that are associated with roof replacements on several of the buildings on campus. One of these involves extensive HVAC removal and replacement of duct work.

Anticipated completion of these roof projects is 11/30/2024.

There are (2) CRA projects associated with the repair of a commercial dishwasher. This work has been completed and the center is currently waiting for the contractor to return and reinstall the repaired washer.

There are (3) CRA projects associated with the centers Fire Alarm Panels.

One (1) has been completed, but we're still waiting for the warranty information to be provided. The other two (2) are in procurement at this time.

34. J-12 / J-23 Can DOL please provide more recent annual utility costs for J-12 and J-23? Can DOL please clarify which months are included in the “2024 YTD” totals on the J-12?

The average monthly utility cost from the last 12 months was as follows:

Electric - $21,518.78 Gas - $9,875.25 Sewer - $3,250.58 Water - $2,358.17 The 2024 YTD amounts of the J-12 are for January and February 2024.

35. Section L Volume 5 #1: The RFP states that the offeror is to fill in the yearly amount for each CLIN, then the spreadsheet will calculate the monthly amount. The attached J-1 Price Detail does not calculate as mentioned. It requires the offeror to enter the monthly amount, while the spreadsheet formulates the annual cost. Should the offeror adhere to the RFP instructions and update the file accordingly?

The offeror should enter the monthly amount and the spreadsheet will calculate the price or estimated cost.

36. N/A CLIN 0010 does not match the J-1 (e.g., $1,197,295.97 vs. $1,185,441.55) in the base on option years. Please clarify.

The amount, $1,197,295.97, includes the 1% Fixed Management Fee amount. The amount, $1,185,441.55, does not include the 1% Fixed Management Fee amount.

Amendment No. 0003 (Shriver JCC - RFP 1605JE-24-R-00003) Page 6

37. Section L Volume 5 #1.2: The RFP instructs the offerors on how to calculate CLIN XX10 Utilities and Facilities Management on the J-1. The J-1 Price Detail agrees with this section, but the B.2 Pricing Schedule does not. The base “plug” number that is given is the same on both the B.2 and J-1, without any additional G&A & 1% Fee. The J-1 allows offerors to complete as instructed. Please confirm that offerors can update their B.2 Pricing Schedule base on the value derived by the J-1 calculation.

Under the "Contract Award" tab of the J-1, CLIN XX10 shows the Utility Cost without the 1% Fixed Management Fee. Under the "Evaluated Price" tab of the J-1, Cell I14 takes the amount of CLIN XX10 and automatically calculates the 1% Fixed Management Fee in Cell L14.

Once the Offeror adds their G&A percentage in Cell J14, the G&A amount will populate in Cell K14. Cell M14 will calculate the sum total of the Direct Cost Plug Number, G&A amount and 1% Fixed Management Fee. The Cell M14 will populate in Cell G14.

38. N/A Please clarify if Standard Form 1413 be included within the Business Management (Cost) proposal or submitted after the award.

SF 1413 is prescribed for use in obtaining contractor acknowledgment of inclusion of required clauses in subcontracts, as specified in 22.406–5. The SF1413 should be submitted in the BMP. The offeror shall fill in what is possible and the document will be finalized post award.

39. G.18 Utilities

Does the table included in this section need to be submitted, or is the J-1 sufficient?

The J-1 is sufficient to provide this data.

40. G.19 Indirect Costs

Should this table be completed and included in the offeror’s proposal, or completed at the time of award?

The table will be completed at the time of award.

41. B.2 Pricing Schedule, G.2 Fees, Sample Invoice

CLIN X010 is expected to include G&A and 1% management fee. Please clarify the 1% management fee. Is it fixed based on the proposed amount? Please clarify if G&A is allowed. Where in the contract will the 1% fee be detailed? Section G does not include a section to detail the annual fees for CLINs x010.

Under the "Contract Award" tab of the J-1, CLIN XX10 shows the Utility Cost without the 1% Fixed Management Fee. Under the "Evaluated Price" tab of the J-1, Cell I14 takes the CLIN XX10 amount and automatically calculates the 1% Fixed Management Fee in Cell L14. Once the offeror adds their G&A percentage in Cell J14, the G&A amount will populate in Cell K14. Cell M14 will calculate the sum total of the Direct Cost Plug Number, G&A amount and 1% Fixed Management Fee. Cell M14 will populate in Cell G14.

Amendment No. 0003 (Shriver JCC - RFP 1605JE-24-R-00003) Page 7

42. N/A The solicitation outlines specific On-Board Strength (OBS) targets of 300 students for the Shriver Job Corps Center. Could the government clarify if the contractor will be responsible for any additional recruitment or if Outreach and Admissions (OA) services will handle this separately?

The Shriver OA team is responsible for arriving students at multiple centers. Please see Section F.5 Deliverables in the RFP for specific arrival goals.

43. B.3 Disclosure of the Rough Order of Magnitude & M.1, Factor 5

Were the amounts provided for the CLINs X010 Utilities and Facilities Maintenance in the B.2 Pricing Schedule used to determine the ROM? (See other questions related to Utilities and Facilities Maintenance CLINs). If so, would DOL provide an updated ROM including updated Utilities and Facilities Maintenance CLIN amounts. Does the provided ROM include the implementation of wages required under SCA, $17.20 Min wage, and the FLSA exempt min wage effective 7/1/2024 and 1/1/2025?

The Rough Order of Magnitude (ROM) includes all CLINs identified in Section B.2 of the solicitation but does not include pricing associated with a six-month Option to Extend Services (52.217-8). In addition, the ROM takes into consideration the Service Contract Act. Under Section L, Clause 52.222-55, Minimum Wages for Contractor Workers Under Executive Order 14026, the minimum wage for Federal contractors will increase to $17.75 per hour, effective January 01, 2025. Performance of this requirement is anticipated to begin on/after the January 1, 2025, and therefore offerors shall consider the increased minimum wage in their price proposal.

44. N/A Are contractors required to pay the minimum exempt salary in accordance with the Fair Labor Standards Act effective 7/1/2024 and 1/1/2025?

Contractors are required to adhere to all applicable laws and regulations.

45. N/A In our experience, some states do not fully recognize the sales tax exemption that should be available to DOL contractors. Should bidders include sales taxes in their pricing or will DOL allow an REA in the event the State of Massachusetts requires the winning bidder to pay sales tax on purchases made during contract performance?

Offerors must use their own business judgement to determine how to structure their fixed price. REAs for sales tax will not be covered under this fixed price contract.

46. N/A Can you please confirm that the federal minimum salary, effective 1/1/25 is $58,656 and that respective costs should be included in this proposal for all salaried personnel?

The effective minimum wage on federal contracts that is anticipated to be in place effective 1/1/2025 is $17.75 per hour.

Reference to minimum salary is not understood.

47. Career Transition Services (CTS):

Will the new contractor be required to continue supporting Career Transition Services (CTS) for graduates and former enrollees who separated under the incumbent contract?

Yes, please refer to Page 4 of the RFP for more information.

Amendment No. 0003 (Shriver JCC - RFP 1605JE-24-R-00003) Page 8

48. B.3 Disclosure of the Rough Order of Magnitude & M.1, Factor 5

The ROM range of $94,000,000 to $113,000,000 includes all CLINS, including NTEs, on the B.2 Pricing Schedule. However, Evaluation Factor 5 references a Total Evaluated Price that excludes the NTE amounts. Please clarify.

"The Rough Order of Magnitude includes all CLINs identified in Section B.2 of the solicitation but does not include pricing associated with a six-month Option to Extend Services (52.217-8). The total Evaluated Price that the Government will calculate will include the total of CLIN prices for CLINs XX02, XX03, XX04, XX05, and XX10 for the base period and all option periods at the 100% OBS, and CLIN 3012 Phase-Out. However, the CLIN 0001 price will not be included in the offeror’s Total Evaluated Price.

The amounts in the Not to Exceed (NTE) Line Items XX06, XX07, XX08, XX09 and XX11 in Schedule B are provided by the Government and will not be included in the calculation of the offeror’s Total Evaluated Price.

The Government did not intend for there to be a direct equivalency between the Evaluated Price and the

ROM. "

49. G.18 Utilities

The third paragraph states, “The estimated cost identified below is a plug number provided to all offerors.” There does not appear to be a plugged number in the section.

Should offerors instead rely on the “Direct Cost Plug Number” provided in the J-1?

Yes, Offerors should rely on the Direct Cost Plug Number provided in the J-1.

50. H.20 - Limits on Compensation

Is this section irrelevant as the wages in the contract are under the Fixed Price CLINs?

These limits remain in effect. Offerors are to propose wages according to the current instructions/pricing structure of the solicitation. Section H.20 will remain in the solicitation until further notice.

51. Transition Considerations

Given that the incumbent contract runs until 2026, will there be a phased transition period, and how will it be coordinated with the incumbent contractor to avoid disruptions in service delivery?

The Phase-In period is for 30 days for the purposes of assuming the responsibility of center operations

C.2.H. Phase-In and Phase-Out Plans, Page 17 of the RFP provides details of the Phase-In /Phase-Out responsibilities to avoid disruptions in Job Corp center operations.

This contract is anticipated to begin transition on July 1, 2025, with center operations commencing on August 1, 2025.

Amendment No. 0003 (Shriver JCC - RFP 1605JE-24-R-00003) Page 9

52. Subcontracting Opportunities and Expectations:

Is there an expectation for subcontracting portions of the services? If so, what is the target or allowable percentage of subcontracted work versus work performed directly by the prime contractor?

Please refer to the RFP Section - Volume 5. Business Management Plan (Price), #13, page 96 for Small Business Subcontracting Plan information and attachment J-6.

Given that this is not a small business set-aside, the limitation on subcontracting clause is not applicable.

53. N/A Will the current contractor, Insights Training Group, be eligible to submit a bid for this new contract opportunity?

All responsible, responsive offers will be considered for award.

54. Subcontracting Opportunities and Expectations:

Can the government provide a list of preferred subcontractors, particularly for specialized services like Career Technical Skills Training (CTST) or facility maintenance?

The government does not have a list of preferred subcontractors.

55. Special Projects/ Initiatives CLINs:

Can the government clarify the expectations or anticipated scope of the Special Projects/Initiatives CLINs (e.g., $100,000 for CLIN 0009)? Are there specific types of projects the contractor should anticipate during the contract performance period?

Special Projects and Initiatives generally encompasses summits and other special program opportunities that students at the center may be asked to participate in. For example, the Office of Job Corps regularly coordinates leadership summits for Center Directors and students, which in the past have taken place in Washington, DC. DOL provides funding in these cases under the special projects CLIN to reimburse the contractor for travel expenses.

56. Evaluation Criteria:

Could the government clarify how proposals will be evaluated, particularly the weight given to technical understanding, past performance, and pricing in the evaluation process?

Section M - Evaluation Factors and Selection Criteria, M.1- Evaluation Factors, page 98, provides the five evaluation factors in descending order of importance.

57. N/A Will DOL allow a 3-month grace period on the vacancy takeback for any contractor which is not the incumbent?

No. A grace period for vacancy takeback will not be granted.

58. N/A Please clarify if there are prevailing wages to be paid to certain positions and if so, please provide these applicable wages.

The SCA is applicable to this contract and the corresponding WD has been incorporated for this center location.

Offerors who intend to employ staff in other locations should request the applicable WD for those locations.

59. N/A Will the government provide access to current operational documents, such as student performance metrics or other critical performance data, during the transition phase to ensure continuity?

Yes, a view-only access to student records and other data will be made available during contract transition.

Amendment No. 0003 (Shriver JCC - RFP 1605JE-24-R-00003) Page 10

60. N/A Can the government provide details on historical staffing levels, particularly the average staffing mix (personnel and non-personnel) under the incumbent contractor, to better align our staffing plan?

The government will not provide these details. Offerors must rely on their own technical expertise to determine how to proper staff the contract.

61. N/A Can the government provide historical CTS performance data or targets from the incumbent contractor to help guide our proposed strategy for post-graduation support?

This data is in the J-14 attachment which includes POMS-10, MPO-35 and CTT-10.

62. N/A What reporting tools or platforms will be required for performance data submission (e.g., student safety, OBS, or CTS reports)?

The successful offeror will be provided access to Job Corps Suite of Applications for tracking and reporting purposes.
