About this file
This document is a request for proposals (RFP) to operate the Charleston Job Corps Center in West Virginia, including associated outreach, admissions, and career transition services. The RFP seeks proposals to provide career technical training, academic instruction, residential living programs, and student support services for at-risk youth and young adults at the Charleston Center over a base period and three option periods. Proposers must price a base period from December 2022 through December 2024 including phase-in, as well as three one-year option periods through December 2027 and a phase-out period. Pricing methods include firm-fixed-price, fixed-price with economic adjustment, and cost-reimbursement with specified not-to-exceed amounts. The RFP includes attachments outlining staffing plans, utility costs, collective bargaining agreements, and other requirements. Proposals are due by May 17, 2022. The Job Corps Acquisition Services division of the Department of Labor issued the RFP.

Introduction
Instructions for Completing the Staff Compensation Chart
The following staff compensation chart shall be completed. The number of staff in each function shall be shown on this chart. The estimated average salary of each staff position shall be shown. Each contractor has its own manner of organizing its staff; however, for the purposes of this proposal, follow the outline of this Staff compensation chart.
Different contractors have different position titles for similar functions. However, for purposes of evaluation, offerors may not change position titles in column 1. Where offeror’s position titles differ, actual titles should be entered in the “Remarks” column. The Staffing Chart describes functions. In the event that a position is so unique that it does not fit any title on the chart, place the position in the appropriate place on the chart.
Subcontractor staff must be reported. Therefore, if a subcontractor has deemed their salary information proprietary, they may submit this information directly to the Contracting Officer at the email address identified for receipt of proposals. The subcontractor must clearly identify which prime contractor's proposal their submission is associated with.
DOL recognizes that at the time of proposal submission, offerors would not have made firm offers of employment to individuals that therefore, the salary information provided in this tool may be an estimate of the competitive salary that the offeror anticiaptes for a position(s).
Definitions.
1. Standard Position Title
2. The number of staff at each position title. If none are proposed, leave the line blank. If one person performs more than one function or one person performs the same function in two or more different functional areas, show the allocation of that person's time as a decimal (e.g., .5) allocation to the proper line.
3. If a position is subcontracted, show the number in the appropriate column.
4. Remarks. The center title, if different from the title shown in the left-hand column, and any comments you wish to make.
5. Proposed Salary should be the annual salary estimated for this position title.
6. Fringe benefit percentage should be listed for each position title and the offeror can use it's average fring benefit percentage, rather than the actual percentage for each position.
7. Proposed Salary Source/Justification should be the source used to support the annual salary estimate.

Solicitation Section (when cited by contractor) Question(s) Answer(s)
| Attachment J-12 | Given the current significant inflationary increases, particularly for utility costs, | |
| should the offeror bid the historical cost of utilities? | The Government cannot direct offerors on how to price their proposal. For reference, historical utility data has been provided in attachment J-12. |
Attachment J-16 Please clarify which SCA Wage Determination should be used. The language on page 61 states #2015-4717, whereas the attachment in the RFP is #2015-4347. J-16 is the correct WD 2015-4347. Page 61 narrative will be revised to reflect WD 2015-4347
Attachment J-28 OA/CTS positions are listed at the bottom of the Staffing Calculator Center Tab which ties to the link in the Staffing Summary Tab. The OA/CTS positions are also listed on the Staffing Calculator OA/CTS. Can the Staffing Calculator OA/CTS tab be eliminated, or does DOL want the positions listed in both places? An updated J-28 is attached with Amendment 0002.
C.2.A The RFP indicates Charleston will receive 75 arrivals from Harpers Ferry. However, the current NEAP Map indicates Harpers Ferry receives 75 arrivals from Charleston. Please clarify if Charleston will receive 75 arrivals from Harpers Ferry. This is no longer part of this requirement as to the 75 Arrival for Harpers Ferry. CLIN XXX6 under the Schedule B in the RFP is revised to remove Harpers Ferry OA. Page 10 of RFP, Harpers Ferry Workforce Investment Area 7 is removed. Page 17 and 18 of the RFP, Arrival tables, has been revised to remove Harpers Ferry arrivals. Please see Amendment 0002.
J-28 With regard to the recent amendment to Solicitation 1605JE-22-R-00008, the government has introduced new fields in the J-28 spreadsheet.
There are no instructions or examples associated with these new requirements.
Does the government want a percentage or a value when populating column H (G&A) and Column I (Profit)?
Is it the Government’s intent that the Profit is reflective of the 1% Management Fee? An updated J-28 is attached with Amendment 0002.
No Page Because the Forestry Service in the Philadelphia region will begin on April 1 using a contractor for OA/CTS, should the proposal include those OA/CTS services for Harper Ferry? This is no longer part of this requirement as to the requirement for offers to propose on CLIN XXX6 for Harpers Ferry. CLIN XXX6 under the Schedule B in the RFP is revised as such. A revised .Attachment J-1 is attached with the Amendment 0002 .
Page 10 The Recruitment Zones are no longer defined on the NEAP map. Additionally, the NEAP map does not show the locations of the American Job Centers for West Virginia. Please clarify. The following link shows the American Job Corps Centers in West Virginia https://www.careeronestop.org/LocalHelp/AmericanJobCenters/find-american-job-centers.aspx?location=West%20Virginia&radius=25&ct=0&y=0&w=0&e=0&sortcolumns=Location&sortdirections=ASC
Page 23 Will the government permit the successful offeror to submit a build-up plan necessary to achieve design capacity if the capacity at contract start is less than 70% in order to ensure a smooth build-up with an extended grace period prior to adjusting the monthly price for less than 100% OBS? The offeror is expected to propose based on the center operated at the full OBS. The prospective awardee would be given the 3 month grace period as stated in Section G.9 of the RFP.
Page 3 Please clarify if the Charleston Center will be responsible for Career Transition Services of graduates and former enrollees of the Harpers Ferry JCC returning to West Virginia. This is no longer part of this requirement in the RFP for Outreach and Admission and Career Transition Services for Harpers Ferry. Please see Amendment 0002.
Page 4 -7 There is a separate CLIN for Harpers Ferry CCC outreach and admissions. The CLIN is over the entire performance period. Does the government anticipate those services will be removed? If so, will another operator be involved in recruiting in the Workforce Development Areas covered by the Charleston JCC (Areas 1-7)? This is no longer part of this requirement as to the requirement for offers to propose on CLIN XXX6 for Harpers Ferry. CLIN XXX6 under the Schedule B in the RFP is revised as such. A revised .Attachment J-1 is attached with the Amendment 0002. Section C.2 on page 10 of the RFP is revised to remove Workforce Investment Area 7 for Harpers Ferry. Offeros shall be responsible to recruit in Workforces Investment Areas 1-7.
Page 4 -7 The Pricing Schedule has a separate CLIN line for Harpers Ferry CCC (CLIN 0006). Please confirm that offerors are not responsible to provide Career Transition Services to all graduates and former enrollees that attend the Harpers Ferry CCC. This is no longer part of this requirement as to the requirement for offers to propose on CLIN XXX6 for Harpers Ferry. CLIN XXX6 under the Schedule B in the RFP is revised as such. A revised .Attachment J-1 is attached with the Amendment 0002. Offerors shall not be responsible for Outreach and Admission and Career Transition Services for Harpers Ferry.
Page 4 -7 The Pricing Schedule has a separate CLIN line for Harpers Ferry CCC (CLIN 0006). Please confirm that this is to provide OA services in Workforce Investment Area 7 only. Page 77 & 82 When submitting attachments J.1 and J.28, offerors shall use Microsoft Office Excel. Does the government prefer 1 Excel file with tabs or 2 files for each attachment? Yes, all offerors must use the excel files provided in the RFP when preparing proposals.
&"Times New Roman,Bold"&14RFP 1630J5-19-R-0001 Detroit Questions for Clarification (OCM)
Solicitation Section (when cited by contractor) Question(s) Answer(s)
Attachment J-28 There appears to be formula challenges for NTC and Medical subcontracts.
The CTT Master Profile lists supplemental e-TARs for both MAA and Net Cable:
- Medical Billing and Coding – MEDBC-210-OJC-20
- Health Unit Coordinator – MEHUC-220-OJC-13
- Network Cable Installation – Fiber Optic Based – CABLE-110-OJC-14 Please confirm that offerors will be able to offer these CTT enhancements. There are no identified CTT slots for the identified trades (per the CTT Master Profile). Offerors should plan only to offer those CTT trades that have training slots assigned to them.
Attachment J-12 Since the utility data is more than 2 years old, will the government please provide more up to date information? Updated utility data is available, but this data is from the pandemic period and would not be accurate for when the center is being operated at full OBS. The current J-12 attachment is a better reference document for this data.
F.5 Deliverables EIS data from PY20 (pre-COVID) indicates Charleston was enrolling high numbers of students from Pennsylvania and Virginia. However, the current NEAP Map does not include these states. Please clarify if enrollments from Pennsylvania and Virginia are still expected under this contract. Per the Statement of Work, there are no required contractual arrivals from any other state. As a reminder, per WIOA legislation applicants should be sent to the campus that is closest to their home that offers the CTT trade that the applicant prefers.
Page 11 The CTT Offerings show 307 slots while the OBS is 307. PRH 3.3 R1 requires the alignment of trade offerings with the contracted Onboard Strength (OBS) must be maintained between 85 percent and 95 percent of a center's contracted OBS. Please clarify if the government intends to retain the capacity at 100%, as noted in the RFP for the contract duration. At the moment, CTT changes have been placed on temporary pause per the National Office, or can be considered on a case by case basis. We anticipate the CTT offerings identified in the Statement of Work will remain in place.
| Page 11 | Career Technical Training Offerings : Please identify the CTT | |
| trade offerings for the OTP program in Health Care. | Dental Assistant, Medical Assistant, and Pharmacy Technician. |
Page 44 Please clarify if there are any current lease agreements in support of center, OA or CTS functions that would need to be assumed by the successful offeror. No Attachment J-19 was included. All current leases are only for OA & CTS and held by the center operator. All leases expire 12/31/22. Beckly Valley Center Inc., Fairmont, Marion County Chamber of Commerce, Fairmont, Fairmount Building & Investment, Huntington, WV Dept of Admin/Accounting, Parkersburg, Workforce WV, Charleston, and Schoenbaum Center. Offerors would need to obtain their own leases for their proposed OA/CTS locations.
Page 45 The J-10 shows “sensitive items” listed in location: XXX Chrome Book (Missing Loaner Equipment) on pages 224 through 228. Please clarify whether these items are “missing.” These items are scheduled for replacement by the Regional Office: 6 Chromebooks, and 10 Hotspots. Preparing 3-96 for additional: 3 Chromebooks, and 6 Hotspots.
Page 61 The chart shows J-17 Collective Bargaining Agreement is not applicable (N/A). Please confirm. The current Center Collective Bargaining Agreement is attached to this Amendment; however, it ends on the current contract end date of 12/31/2022.
Page 61 J-18 lists “Kentucky.” The site is correct. J-18 was mislabeled and should be "State of West Virginia Workforce Development Goals".
Page 61 J-22 shows aged GSA vehicles acquired (2010 through 2014). Please clarify whether any of these vehicles are due for turn-in or under-utilized per PIN 20-10 and Phase II vehicle usage study. GSA vehicle for turn-in: Chevy Sedan G13 0632P Under Utilized, Ford Sedan (electric) G13 2815P AGE, International Bus G32 0455U AGE, Dodge SUV G61 2147U High Mileage. All vehicles are on Center.
