L.7 Proposal Content
Section L.7 Proposal Content is amended as follows:
PLEASE BE ADVISED: Executive Order (EO) 14026, “Increasing the Minimum Wage for Federal Contractors,” was signed by the President on April 27, 2021. EO 14026 provides for increasing the minimum wage for Federal contractors to $15.00 per hour, effective January 30, 2022. EO 14026 can be accessed at: https://www.whitehouse.gov/briefing-room/presidential-actions/2021/04/27/executive-order-on-increasing-the-minimum-wage-for-federal-contractors/. As the performance of this requirement is anticipated to begin on/after the January 30, 2022 effective date, offerors shall include the increased minimum wage in their price proposal. However, for positions that are covered by a Service Contract Labor Standards Determination or a Construction Wage Determination, the contractor shall comply with the Wage Determination and once a new Determination is issued to reflect the new Federal Minimum Wage, a contract modification will be issued. Please note that the modification incorporating the new Determination may be issued at a time sooner than the modification exercising the option period, and is done only to accommodate the new change to the minimum wage and cannot be viewed by the contractor as an indication that the government will incorporate new wage determinations more frequently than at contract award and the exercising of options.

Yes, contractors should consider all Change Notices/Program Instruction Notices related to the Job Corps Policy and Requirements Handbook (PRH) and guidance from Job Corps Acquisition Services (JCAS) up to the closing date of the Solicitation.

Please see attached a corrected and updated J-28.

Does Miami Job Corps meet Workforce Innovation and Opportunity Act (WIOA), Section 147 (b) High Performing Centers performance criteria?
Yes.
Questions for Clarification (JCAS)
What performance period will be used to determine whether the Miami Job Corps meets Workforce Innovation and Opportunity Act (WIOA), Section 147
(b) High Performing Centers performance criteria?
In determining Miami is a high performing center, the Department followed the criteria set out at WIOA Section 147(b), which calls for consideration of performance data for the three most recent performance periods for which information is available and/or center rankings for the most recent program year; see Section 147(b)(3). In accordance with the aforementioned criteria, the most recent performance period for which information is available is 2019.
J-8 Please confirm that attachment J-8 is not required to be submitted as the information would not be determinable at the time of the proposal.
Attachment J-8 is not a required submission at the time of the receipt of an offeror's proposal.
L.6 H
The RFP mentions submission of attachment J.27 in Microsoft Excel. It is our understanding that J.27 is applicable during the contract period and not applicable to the proposal submission. Please confirm that attachment J.27 is not required to be submitted as part of the proposal.
The J.27, Wage Comparability Tool is required to be submitted post award on the 10th of each month.
Amendment 2 Q&A
Questions for Clarification (OJC)
Soliciation Section (when cited by contractor)
Question(s) Answer(s)
Section C
The Facility Survey indicates that there is a Child Care Center located on the Center. The RFP states that an On- Center Child Care Program is not required. Please confirm that the Miami contract will include a Childcare Center.
Yes, the Miami JCC will include a Child Care Center.
Section C.1
The contractor is requested to provide basic health care, counseling, and other support services as required by the ePRH.
Are all these same services expected given the current COVID-19 pandemic & remote learning environment?
If not, are these services going to be tweaked given the remote learning status of JCC students?
If there are changes, will the government provide further details of what those expectations will be?
Students have returned to center and are expected to receive all services indicated in the PRH and contract. Those students virtually enrolled will receive those services upon arrival on campus. If there are changes the Government will advise of the current applicable expectations.
Section C.1.B
As you are aware Change Notice No. 20-05, “Policy and Requirements Handbook (PRH) Changes to Health and Wellness Staffing (Exhibits 5-3 and 5-6)” was issued on April 16, 2021. The notice states the effective date of the PRH change of the notice as of June 15, 2021. With respect to the Inland Empire JCC RFP, does the government expect contractors to include the change notice in the procurement?
This is not the Inland Empire JCC RFP, however, the PRH change notice applies so the Heath and Wellness Staffig levels identified in the notice is what is expected.
Section C.2
Considering the COVID-19 pandemic, will the contractor who is awarded the contract, be required to submit a Traditional Enrollment Plan with adjusted arrival goals to ensure the safe arrivals of students and to maintain a healthy campus?
Yes. All plans will be required after award including adjusted arrival goals in accordance with the max OBS formula the Job Corps Program provided to the Job Corps Community.
But, for the purpose of proposal submission, the contractor shall assume that the center can operate at 100% OBS and shall prepare the proposal based on the arrival goals stated in the RFP.
