Block 14, continued:
1. This amendment extends the proposal due date until Thursday, December 30, 2021, 2:00 PM
ET.
2. Responses to Requests for Clarification (RFC) are provided as an attachment to this Amendment 0001.
3. The following RFP Sections/Attachments are amended:
a. Section J – List of Attachments – Attachment J.1 Price Detail Template is revised and provided with this Amendment 0001.
b. Section M – Evaluation Factors and Selection Criteria – M.1 Evaluation Factors, Factor 4. Price, is revised as follows (changes in bold italics):
Factor 4. Price
In accordance with FAR 15.404-1, the Government will conduct a price analysis to assess whether the contract price proposed is fair and reasonable. The evaluators will calculate the total evaluated price for each offeror, which will include CLINS XX02, XX03, XX04, XX05, and XX06 for the base period and all option periods at the 100% OBS, and CLIN 3010 to consider the price of the proposed Phase-Out.
To foster competition and create a level field, please note that the Government will not evaluate Phase-In prices when calculating the offeror’s total evaluated price.
Proposed Phase-In prices will be analyzed for reasonableness only, but will not
The amounts in the Not to Exceed (NTE) Line Items XX07, XX08 and XX09 in Schedule B will be provided by the Government and will not be considered as part of the offeror’s total evaluated price. However, the total amount of these Not to Exceed Line Items will be included in the total amount of the awardee’s contract.
The Staff Compensation Plan (Attachment J-28) will be evaluated such that plans indicating unrealistically low employee compensation may be assessed adversely as one of the factors considered in making an award.
RFP Section Question(s) Answer(s)
Please confirm the recruitment zones in the RFP are correct as the Southwest Virginia Workforce Development area is part of the Center's NEAP recruitment zone but it is not listed in the RFP.
Yes, the recruitment zones are correct for this requirement.
The RFP requires the contractor to recruit 112 applicants for Flatwoods JCC. Is the contractor also responsible for providing CTS services to those students?
This requirement only includes the provision of OA services for Flatwoods JCC.
Is the operator of the Blue Ridge Center responsible for providing CTS services for the 130 students received from the Old Dominion
JCC?
The RFP states: "Contractor shall provide Career Transition Services for all graduates and former enrollees of the center, regardless of where the graduate or former enrollee resides or matriculates."
The government notes that the offeror’s proposed technical and staffing approaches will be incorporated into the contract and shall become requirements. Does the incorporation include the BMP?
Yes, it includes the BMP.
As you are aware Change Notice No. 20-05, “Policy and Requirements Handbook (PRH) Changes to Health and Wellness Staffing (Exhibits 5-3 and 5-6)” was issued on April 16, 2021. The notice states the effective date of the PRH change of the notice as of June 15, 2021. With respect to the Blue Ridge JCC RFP, does the government expect contractors to include the change notice in the procurement?
An offeror's proposal should include the PRH Change Notice No. 20- 05, issued April 16, 2021.
Based on the pandemic, will there be an opportunity to slowly and safely building OBS be allowed, without penalty?
The center will be operated at full OBS. The 3 month grace period would be in effect. See G.9.
If the staffing levels upon contract award and start date are above 4%, will a Hiring Plan be required at the start of the contract?
The contract should always be fully staffed at all times, that is the contractual requirement.
With the current Covid-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after 3 months grace period? And if not, how does the government expect to adjust monthly price given the current situation?
The center will be operated at full OBS. See G.9 for adjusted monthly price formula.
The formula on the J-1 on the evaluated price tab does not include the Outreach and Admissions – Flatwoods in the Summary of each pricing period. Does this formula need to be corrected?
The summary for each pricing period should include OA Flatwoods.
Attachment J-1 has been revised and is available as an attachment to Amendment 0001.
Please clarify that the formula in the J-1 Price Detail Template is correct regarding 52.217-8 Option to Extend Services. The formula includes Phase Out which should not be included as a part of the pricing for Option Year Three according to Section B Pricing Schedule.
This is done for the purposes of calculation and evaluation. In the J- 1 Price Detail, CLIN 3009 Phase-Out pricing should be included in the total calculated price for Option Year Three, as stated.
The date for General Decision Number VA20210005 is dated 5/27/2021 on sam.gov. Please clarify.
This is the current Building Wage Determination.
The Sam.gov website states an updated Wage Determination, Revision 17 dated 10/20/21 has been published. Could the government please update the RFP to include the most recent Wage Determination?
Contractors are always required to stay up to date with all new wage determinations.
Please confirm the Wage Determination listed is correct. Per the Sam.gov website Revision 13 is dated 07/16/19 and Revision 16 is dated 12/21/20. Please clarify.
All posted Wage Determinations are dated 1/1/2021, except for Building Wage Determination dated 5/28/2021
The RFP includes a section for a collective bargaining agreement, but nothing is attached. Is there a collective bargaining agreement for the Blue Ridge JCC?
There is no collective bargaining agreement for the Blue Ridge JCC.
As the Attachment J-28 requirement is relatively new, we have a number of clarifying questions:
-- For positions that are split between multiple departments does the government expect the Estimated Proposed Salary (Annual Salary) to be calculated based on the FTE or as if the position is a full 1.0 FTE.
-- Example a 1.0 FTE position is split between Academics and CTT with an annual salary of $50,000. Would contractors enter a 0.5 FTE on Academics and CTT respectively with an annual salary on each line $50,000 or $25,000 (0.5 of the $50,000 annual salary)
-- Where subcontracted medical services are provided by a subcontracted vendor do contractor’s still need to list an annual salary and fringe benefits?
-- OA/CTS positions are listed at the bottom of the Staffing Calculator Center Tab which ties to the link in the Staffing Summary Tab. The OA/CTS positions are also listed on the Staffing Calculator OACTS. Can the Staffing Calculator OACTS tab be eliminated, or does DOL want the positions listed in both places?
-- It does not appear that there is a formula to sum subcontracted OA/CTS positions (Cell C335 on the Staffing Calculator Center tab and Call C27 on the Staffing Calculator OACTS tab), Please advise.
-- Typically, contractors submit the J-1 in Factor 4. BMP as well as Excel. Would DOL prefer the J-28 be treated the same way, or would DOL prefer it only be submitted in Excel?
The Government cannot direct offerors on how to prepare their price proposals.
Would the government please consider changing the language in this section needs to be revised to include the Flatwoods OA as a part of the evaluated costs? Also, the phase-out CLIN should be 3010.
Yes, the Government will update this section to be more clear.
Section M.3 states the BMP will be assessed to consider the offeror’s subcontract plan and that proposals that include subcontracting plans that do not meet mandated goals will not be eligible for award. However, Section L.7, Factor 4, a. states that a subcontracting plan is not required. Please clarify.
Subcontracting plans are not required for small businesses.
The RFP states, “the contractor is to ensure the arrival of a minimum of 192 students” Please confirm this is a typo and the number should be 272 as stated in the NEAP and the deliverables in section F.5 on page 19
The RFP is correct, 192 is the planned OBS of the Blue Ridge JCC.
Section F.5 speaks to arrival goals of this required by this solicitation.
Page 5 Please confirm the Phase-in Period. Is it March 1-31, 2022? At this time, that would be the anticipated phase-in period.
The RFP states that “performance of OA for Flatwoods CCC will coincide with the period of performance for Blue Ridge” until Flatwoods receives a stand-alone contract. Please confirm if offerors should propose pricing reflecting provision of OA for Flatwoods for the base years and all options.
Yes, that is correct for this requirement.
On the evaluated price tab, please note the formulas in cells G17, G26, G35, and G48 are incorrect as they do not capture CLIN X006.
Attachment J-1 has been revised and is available as an attachment to Amendment 0001.
Please confirm that attachment J-8 is not required to be submitted as the information would not be determinable at the time of the proposal.
This form is required in the proposal and is used to identify any subcontractors included in an offeror's proposal.
RFP No. 160JE-22-R-00002
Please clarify whether the ACT and OTP in Advanced Health Care and OTP in Health Care Trades are full-time or part-time slots. The most recent CTT-10 does not list the OTP in Advanced Health Care (10 Slots), but does not list the OTP in Health Care Trade (16 slots).
Is this a new trade that is being added?
Both ACT and OTP in Advanced Health Care are considered Advanced Training programs and are considered Full-time slots.
The OTP in Health Care program is a Basic level training program.
The slots are 2:1 student/staff ratio. The OTP in Advanced health care is not a new CTT program for the center. You can also refer the the CTT Master Profile on the JC Community website.
Will the performance measures for PY21 be in place by the time of this award?
The Government is unable to make that determination at this time.
The Executive Summary notes there are several buildings in poor condition and the preventive maintenance needs improvement.
Can the contractor assume that these are to be fixed through CRA funding, Equipment, and/or CTST funding rather than through Operational funding? If some of the above issues are to be fixed through Operational dollars, can the government identify which items those will be and provide further insight for contractors?
There are several projects that are currently being addressed and will be funded through CRA (Construction Rehabilation Acquisition) funds. However, routine preventive maintenance should be corrected through operations & maintenance funds.
The attached facility survey is from 2018. Will the government be providing a more recent facility survey during this procurement?
The 2018 Facility Survey is the most recent survey for the center.
Would the government please provide more utility information relating to the Blue Ridge Job Corps Center?
The utility information provided reflects costs prior to the pandemic. This was done intentionally to provide data on actual operating costs under normal conditions.
Are there any costs for utilities outside of Electricity, Water/Sewer and Natural Gas?
The only other utility is telephone services, which averages $1,600 per month.
Attachment J-23 provides center utilities from PY14-PY18. Could the government please update the tables to include PY19 and
PY20?
The utility information provided reflects costs prior to the pandemic. This was done intentionally to provide data on actual operating costs under normal conditions.
The RFP lists 16 slots for OTP in Health Care. These are not currently listed on the Blue Ridge CTT-10. Please confirm the RFP is correct.
The table in RFP Section C2.D reflects the correct CTT offerings and slots for the center.
Please confirm that ACT is 5 full time students and OTP in Advanced Health Care is 10 full time students.
Yes, all Advanced Training programs follow a 1:1 staff/student ratio.
RFP No. 160JE-22-R-00002
Please confirm if the Nursing/Medical Assistance Building 7, satellite site located off campus, is still functional. If so, is the building for the sole use of Job Corps?
Building 7 is still functional and is owned by the Department of Labor for the sole use of Job Corps.
What is the operator’s responsibility regarding securing the Building 7 satellite site? Is the site fenced? Is there staff parking available at the site? Are there cameras or a gate arm?
It is the operator's responsibilty to secure Building 7. There is no staff parking available other than local street parking. There are cameras inside and outside of the building. The building is located across the street from the Marion Courthouse.
Page 64 Please confirm if the center has a functioning camera system.
Yes, the Center has a functioning camera system that was installed by the Job Corps Data Center.
