About this file

This document contains an amendment to a request for proposals for the operation of the Muhlenberg Job Corps Center, with Outreach/Admissions and Career Transition Services. The amendment extends the proposal due date to May 25, 2021 and provides responses to offeror questions. It updates attachments to reflect 160 career technical skills training slots across various programs including welding, heavy equipment operations, and truck driving. The amendment also clarifies that distance learning should not be included in proposals and that the requirement assumes the ability to accommodate 100% of the stated occupational base. It confirms nursing and career counseling staffing must meet the levels outlined in the most recent Job Corps Policy and Requirements Handbook change notice.

Attachment J-9

Does Muhlenberg County Schools maintain an alternative high school program at the Muhlenberg JCC? The Facility Survey, Volume 2 page 109 indicates that there is a High School Principal and High School Classroom housed in Building 1414.

Yes, Muhlenberg County has an alternative high school program at the center; however, offerors are expected to propose partnerships envisioned. Upon award, the offeror is expected to development a Memorandum of Understanding (MOU) in accordance the Job Corps Policy and Requirements Handbook, (Chapter 3.15, R3)

Offerors are expected to propose partnerships envisioned. Upon award, the offeror is expected to development a Memorandum of Understanding (MOU) in accordance the Job Corps Policy and Requirements Handbook, (Chapter 3.15, R3)

Section F.3, H.18

RFP F.3 shows Phase-Out functions to begin 30 days prior to the end of the last performance period. H.18 states The Contractor has an obligation to initiate the closeout process with the Government. Within ninety (90) calendar days of contract expiration. Request the Contracting Officer clarify if the Phase- Out period is 30 or 90 days.

Phase-out is expected to commence 30 days prior to the end of the last performance period.

Section I

Section I, FAR 52.219-9, Small Business Small Business Plan.

Request the Contracting Officer delete this Clause. Small businesses do not require to prepare a small business plan.

While Section L states this plan is not required from small businesses, Section L is removed from the resultant award document while Section I remains in effect.

FAR 52.219-9 Small Business Subcontracting Plan is a FAR-required clause and will not be removed. It is not applicable to small business, as stated in the clause.

RFP No. 1605JE-20-R-00008 Muhlenberg Job Corps Center, OA, CTS

Section I

Section I.6 FAR 52.217-8 Option to Extend Services (NOV 1999) and FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000). Request the Contracting Officer change the days from 10 days in 52.217-8 to 60 and 1 day in 52.217-9 to 30. A longer period of time is required in order to keep employees from looking for another job if the 10 and 1 date is the requirement.

These clauses will not be revised. These are the minimum times that the Government has to notify a contractor of its intent to exercise an option. Typically, the Government notifies intent earlier.

Section L

Section L, FACTOR 2. DEMONSTRATED RECORD OF EFFECTIVENESS (PAST PERFORMANCE). In addition, offerors must describe in this section, their experience in complying with subcontracting plan goals for small disadvantaged business (SDB) concerns, monetary targets for SDB participation, and notifications submitted under FAR part 19.1202-4(b), if applicable. This information will be used in the Contracting Officer’s responsibility determination prior to award. Request the Contracting Officer delete this section of Factor 2 since this is a small business set-aside and small businesses are not required to have subcontracting plan goals.

This will not be deleted; offerors shall propose in accordance with the RFP. Factor 2, Demonstrated Record of Effectiveness (Past Performance) clearly states that offerors must describe this experience, "if applicable." If the information is not applicable, offerors do not need to address it.

Section L

Section L. Business Management Data. Request the Contracting Officer delete the requirement for Cost Accounting Standards information. Small businesses are not required to have cost accounting standards.

This will not be deleted; offerors shall propose in accordance with the RFP. This section states "Applicable Certifications and Cost Accounting Standards Notices and Certification as required." If the information is not applicable, offerors do not need to address it.

Section C

Will the incorporation include the BMP?

Yes, it will include the BMP.

As stated in this section, performance is "generally" measured through the programs performance management system. Other sources and relevant information may be considered when measuring a contractor's performance.

Section G.9
