If the OBS is 732, then is the slot allocation on page 13 of the RFP correct? The figures listed on page 13 are correct. The center's OBS is 732 and slot allocations are 652. 95% of 732 is 695.4 What is being offered is well inside the threshold for slot allocation vs OBS.

In reviewing the RFP for Turner it was acknowledged the Attachment J-12, Utilities and Fuel Usage for last Contract Year seems to be severely understated compared to actual expenditures.

I am not sure how this data is obtained but if possible, could the government look into the verification of this document and provide an update?

Update J-12 provided with amendment

Please clarify the recruitment territory for the Turner OA contract. The territory listed appears to be in conflict with the recruitment territory listed for the Atlanta OA Contract in the recently released Brunswick solicitation. Both RFPs include recruitment from the Workforce Development Areas of Three Rivers, Middle Georgia, Macon-Bibb, Lower Chattahoochee, Middle Flint and Southwest Georgia. The recruitment territory/ Workforce Development Area for Turner is correct in the solicitation.

C.1.C.2 The contractor is requested to provide basic health care, counseling, and other support services as required by the ePRH.

Are all these same services expected given the current Covid-19 pandemic & remote learning environment or are these services going to be tweaked given the remote learning status of JCC students?

If there are changes, will the government provide further details of what those expectations will be?

As Turner has resumed on campus operations they are providing the services identified in the solicitation as written.

C.2.A The workforce development areas listed are also listed in the Brunswick RFP (page 12) as assigned to the Atlanta OA contract. Please confirm the Turner Job Corps Center is the only OA contract to recruit from Three Rivers, Middle Georgia, Macon-Bibb, Lower Chattahoochee, Middle Flint, and Southwest Georgia. The Turner Job Corps Center is the only contract to recruit from the Three Rivers, Middle Georgia, Macon-Bibb, Lower Chattahoochee, Middle Flint and Southwest Georgia Workforce Development Areas.

C.2.D Please clarify what is meant by (0.5) training slots on the CTT trade listing table. Are there any slots that are part-time vs. full time? Typically, a student spends 50% of their training time in academics and 50% of the time in CTT. So two student could occupy one CTT slot. There could be as many as 24 students enrolled in a 12 slot CTT that is how we identify .5 training slots.

C.2.G Please clarify the statement: “if required the contractor shall provide a structured child development program at the Turner campus for approximately 44 children.” Does this mean this requirement may change during the life of the contract? Also, is there anything else we should be aware of concerning the child development program? The Turner Center has a solo parent program and a child care/development center. It is written that way so that if the box is not checked it does not apply and if the box is checked it does apply. - NOTE: There are 44 children in the solo parent dorm, the Child Development operation can accommodate up to 60 children. These are two seperate operations.

C.2.D/J-5 The Advanced Asphalt Paving – Pre-Apprentice trade is listed as 20 slots in section C.2.D and 10 slots on the J-5 attachment. Please clarify. The Advanced Asphalt Paving – Pre-Apprentice trade is offered as 20 slots for this contract. Section J-5 has been revised to reflect the correct training slots and is provided as an attachment.

F.5 According to the annual arrivals by month schedule, there is not an expectation for the contractor to arrive students in the month of December. Won’t this negatively impact the contractor’s ability to reach the expected capacity given the impact the enrollment freeze has had on the center’s onboard strength? Typically, there is a winter break and centers are not expected to bring in students. However, it does not preclude operators from bringing in students if the OBS is less than 100%. This is based upon 100% OBS as the standard.

F.6 The Government notes that “Generally, the Government will measure performance through the programs performance management system, which is comprised of four reports…”

With the current Pandemic crisis & remote learning occurring, will the government consider a waiver to these specific report card metrics or tweak them considering the current atmosphere?

The Government will publish any performance waiver decisions as they are made.

G.9 With the current Covid-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after a 3-month grace period? And if not, how does the government expect to adjust monthly price given the current situation? Contractors are to submit a proposal based on an expectation of 100% OBS after a three month grace period. Any modifications to this requirement will be addressed once the government can accurately anticipate those changes.

J-5 J-5 notes all slots are eligible for CTST. Is that correct?

Assuming it’s an error, please provide an updated J-5.

Revised J-5 attached with amendment

J-9 Facility Survey – Volume 1 The executive Summary notes there are several buildings in poor condition and the preventive maintenance needs improvement. Can the contractor assume that these are to be fixed through CRA funding, Equipment, and/or CTST funding rather than through Operational funding?

If some of the above issues are to be fixed through Operational dollars, can the Government identify which items those will be and provide further insight for contractors?

Funding type for facility repairs and upkeep will be determined on a case by case basis. The expectation is, that the center develop and follow a routine maintenance plan. The Center should budget accordingly and CRA projects will be completed with CRA funding.

J-10 & J-11 There is considerable Property and Expandable property noted at Turner JCC.

As the RFP reflects a fixed Price contract going forward, what is the intent of the government with both Property and Expandable Property as it transfers between Incumbent and Awardee.

• Is Property to remain the Governments and transferred through the normal close-out process?

• And Expandable Property, is that to be kept/negotiated to between the two new contractors?

At time of the contract transfer, does this expandable property no longer remain the Governments?

Property transitions remain unchanged regardless of contract type.

J-12, J-23 Would the Government please provide updated utility information relating to the Turner Job Corps Center? The J-12 attachment does not clearly state the years that are being represented.

The current J-12 totals does not appear sufficient for providing adequate costing information as it relates to utilities. Actual expense for the Turner center were approximately $1.2 million (April 2019 – March 2020) and $700,000 (April 2020 – January 2021). Additionally, it should be noted that students were not on center during this time frame due to the COVID-19 pandemic which potentially caused lower than normal utility costs.

Does the J-23 cover all utilities including those not listed on Watchdog?

Updated J-12 provided with amendment.

Does the DOL plan to reduce the fleet size for the center? Are there plans to replace or dispose of any vehicles listed? There are no plans at this time to reduce the fleet size or to replace or dispose of any of vehicles listed. The Regional Office has received no notification that there are plans to reduce the size of the center's fleet.
