About this file

This document is an amendment to a request for proposal for operation of the Oneonta Job Corps Center located in Oneonta, New York. The amendment provides clarification questions and answers related to the scope of services required. The US Department of Labor seeks a contractor to operate the residential and non-residential career technical training programs at the Center, provide outreach and admissions services within the designated New York workforce areas, and deliver career transition services to graduates. The contractor must ensure enrollment of at least 300 students annually at the Center and support eligible former students. The amendment updates utility usage data and provides status updates on various facility projects identified in prior surveys. It also clarifies that phase-out costs should be excluded from the six-month option period pricing and confirms required proposal submission elements.

1 12 C.2.C CTT

Offerings

Please explain why the CTT offerings with 0 training slots (e.g., basic collision repair painting and refinishing) are listed separately if the “slots are accounted for in first level e-TAR code.” Are the e-tar codes separated to ensure offerors know which e-tars are required for completion for a particular CTT? Essentially, is the separation just to pass on information, or does the government expect offerors to use this information in a specific way in the proposal?

Also, several of the trades listed indicate FT for Full-Time.

If a trade does not have FT next to it, does that imply it is part-time? For example, Clinical Medical Assistant has 30 slots but they are not designated as FT. Does this mean the 30 slots are 0.5 slots? Please confirm.

YES, CONFIRMED.

Also, according to page 19 of the Facility Survey, the Maya Angelou building is used to house 45 students. However, page 32 it states Maya Angelou is vacant due to “deteriorated interiors, mold remediation, lack of fire alarm system and failing HVAC.” Which is correct?
