Section H – Special Contract Requirements –
The following clause is hereby added to the RFP and subsequent contract:
H.27 Limitations on Subcontracting
Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of the contract, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern, by the end of the base term of the contract and then by the end of each subsequent option period.

Section L – Instructions, Conditions, and Notices to Offerors or Respondents –
The following paragraph in Section L.7, Factor 4 – Business Management Proposal (RFP pg. 79) – is hereby revised as follows. The requirement to submit Attachments J-3 and J-4 in Excel format is removed. All other requirements of Factor 4 remain the same.

FACTOR 4. BUSINESS MANAGEMENT PROPOSAL
Pricing information shall be mentioned only in the Business Management Proposal and in no other sections of your proposal. Offerors shall not propose pricing for the following CLINS: Construction, Rehabilitation and Acquisition (CRA), Equipment, Career Technical Skills Training (CTST), and Travel. The “Not to Exceed” amount for these

categories shall be determined by the Government. In addition to the written pricing proposal, offerors shall provide the following using Microsoft Excel:
• Pricing By Year (Attachment J-1)
• Financial Display By Year, ETA 2110 Format (Attachment J-3)

Amendment 0001 incorporates section H.27, thus implementing a requirement that the non-profit company must perform at least 50% of the work.
J Page 61 of the solicitation’s list of documents includes the J-8 Standard Form 1413. Please confirm the J-8 is not required to be submitted with the offeror’s proposal response.

Page 79 indicates J-1, J-3, and J-4 are provided in Excel in addition to the written BMP. Word document attachments of J-1, J-3, and J-4 were embedded in the solicitation. Will Excel files be provided?
Attachment J-1 has been provided in Excel format with the RFP. J-3 and J-4 do not need to be submitted in excel and this hereby removed from Section L.7 Factor 4 page 79.
The J-3 forms provided are different than the J-3 format on other recent solicitations. Please confirm the two J-3 forms are accurate and current for the Potomac JCC procurement.
Offerors shall use the attachments provided with this RFP, 1605JE-20-R-00007 for the Potomac Job Corps Center, OA, CTS.
Page 81 of the solicitation indicates narrative is required for each line item. Attachment J-25 Frequently Asked Questions, page 2 regarding the BMP indicates “a narrative of cost is not required.” Please confirm line item narrative is not required.
This is a cost type contract, so a line item narrative is required.

Factor 4 is the cost factor. Only one staff compensation plan is required, this is in addition to your cost proposal submission.

A fixed fee is included on both tabs of the J-1 as well as a 1% management fee. The management fee only applies to center operations. When calculating the fixed fee, which costs should the proposer consider? Center Operations only or Center Operations and OA/CTS?
The Fixed Fee is applied to CLINs for Center Operations, Outreach & Admissions, and Career Transition Services.
Both J-3 forms include a line item for Technical Performance fee and Cost Incentive fee. Given the management fee and fixed fee included on the J-1, does the government expect proposers to add additional fees into the calculations of the J- 3?
Offerors shall only propose the 1% Management Fee and a Fixed Fee (if applicable). J-3 has been updated to reflect the Management Fee and Fixed Fee.
Travel and Training costs - it was our understanding that travel and training costs were no longer calculated by the proposer.
Rather, those costs were calculated by the Regional offices. If this is not the case, what travel and training costs are acceptable for the proposer to include in the travel and training line items?
Travel and Training required for this effort should be minimal and offerors shall account for this in their proposed center operation costs.
Please clarify that the government is requesting a narrative detail for both Center Operations and OA/CTS as this is a departure from the model RFP the government uses for other procurements.
Offerors shall submit all information required by THIS RFP, 1605JE-20-R-00007 for the Potomac Job Corps Center, OA, CTS. Because the Government contemplates a cost type contract, a cost narrative is required.
Are non-profits going to be required to subcontract to small businesses? Would we only be required to do an RFP for subcontracts?
Yes, a subcontracting plan is required.
The RFP states that we need a 30-day line of credit based on the proposal. Is there a stipulated amount that is required?
The 30-day line of credit amount is based on an Offeror's proposed cost.
Facility Survey Volume 1 Page 11: Please provide an update to the various significant repairs required as indicated in the facility survey: specifically structural damage to Building 14, Building 54’s mold remediation, lead-based paint covered windows, HVAC issues, failed water source heat pump units, and the main electrical distribution system in Building 2.
Structural damage to Building 14 is an ongoing project being addressed by the National Office. Building 54's mold remediation project is in procurement status. Lead based covered windows have not been addressed and are pending ESC directive. The majority of the HVAC issues have been corrected with the exception of the geothermal units which is currently in progress.
The main electrical distribution system in Building 2 has been completed.
Facility Survey Volume 1 Page 59 and Volume 2 Page 254, 258, 267-8, 574: Has the center received additional security systems since the Facility Survey, specifically:
o Has the remainder of the center perimeter been fenced?
o Have security cameras been installed?
The remainder of the center perimeter has been fenced and the security cameras were installed. Security camers have not been installed in Building 54 and Building 14 pending remediation.
Related to the Facilities Management Survey:
o Has the sewer backup issue in Building 11 been resolved and are all wings now in use?
o Have the renovations to building 9 been completed and the dorm is now functional?
o Are the Fire Alarm systems in all dorms now functioning? If not, which dorms are currently not functioning?
The Sewer backup issue has not been resolved and is pending technical support. The building is currently in use. Building 9 is not used as a dorm and no renovations were done to this building.
The first two floors are usable. All Fire Alarms Systems in the dorms are functioning.
