RFP No. 1605JE-20-R-00004 Philadelphia Job Corps Centers, OA, CTS

RFP Section Question(s) Answer(s)

Section C. Introduction The government notes that the offeror’s proposed technical and staffing approaches will be incorporated into the contract and shall become requirements. Yes, this is correct.

C.1.C.2 The contractor is requested to provide basic health care , counseling, and other support services as required by the ePRH.

Are all these same services expected given the current Covid-19 pandemic and remote learning environment or are these services going to be changing given the remote learning status of JCC students? If there are changes, will the government provide further details about what the expectations will be?

Yes, all required services to operate the Philadelphia Job Corps Center are expected to be provided.

C.2.C Please clarify the CTT Trades listed in Section C.2.C for the Career Technical Training Programs are correct. For example:

• The current CTT trade offering includes 20 ACT slots, whereas the RFP has 25 slots. Which is correct? Also, are the slots full-time?

• The OTP in Renewable Resources & Energy is currently 10 slots, whereas the RFP has 12 slots. Which is correct? Also, are the slots full-time?

• The RFP indicates the OTP for Renewable Resources and Energy is a basic trade (100 level eTAR). However, the trade is currently an advanced trade (500 level eTAR). Please clarify how the government plans to offer this trade.

The following corrections are made to the CTT Trades listed in Section C.2.C:

OTP in Renewable Resources & Energy ETAR code should be: INRRE-500-OPT-18 (replaces INNRE-100-OJC-18)

CTT slots identified in the solicitation are correct with the above noted exception. Adjustments have been made to slot numbers for both ACT and the OTP in Renewable Resources & Energy that go into effect with the award of this solicitation. The center offers Renewable Energy, Solar Installation, Drone & Smart Technology Systems (RESID) as the OTP in Renewable Resources & Energy. It is considered to be an ADVANCED TRAINING program. All AT and ACT slots are considered FULL-TIME (1:1 staff/student ratio).

F.6 The Government notes that “Generally, the Government will measure performance through the programs performance management system, which is comprised of four reports…”

With the current COVID-19 pandemic and remote learning occurring, will the government consider a waiver to these specific report card metrics? Or modify them considering the current atmosphere?

The Government is not considering any performance measure changes at this time.

G.9With the current COVID-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after the 3 month
grace period? And if not, how does the government expect to adjust monthly price given the current situation? This contract would not start until January 1, 2021, at the earliest. At this time, the Government cannot predict what the pandemic situation will be at the start of next year.

H.5 Because Travel is now part of the fixed price CLINs, why is the contractor still required to verify with the CO/COR for travel requests? And why is the contract requested to adhere to FAR 31.205-46?

Both of these requirements seem more applicable to cost-reimbursable contracts rather than fixed price contracts.

All travel must adhere to FAR 31.205-46 and Federal Travel Regulations.

J-12 Are there any costs for utilities outside of Electricity, Water and Natural Gas? No support was provided for Sewer or other additional utilities besides the three mentioned above and Watchdog often omits Sewer or Oil.

Also, for the J-12, are these actuals from the Center or from Watchdog, which uses estimates for unknown periods? The annual total from the J-12 differentiates substantially from the J-23 totals.

There are no other utility costs noted. Sewer costs are incorporated with the Water.

J-12 attachment represents actual expenses.

J-10 & J-11 There is considerable Property and Inventory at the Center.

As the RFP reflects a fixed price contract going forward, what is the intent of the government with both Property (and Expendable Property) and Inventory as it transfers between Incumbent and Awardee.

• Is Property to remain with the Government and transferred through the normal close-out process?

• Will Expendable Property be kept/negotiated between the two new contractors?

At time of the contract transfer, does this expendable property no longer remain the property of the Government?

All property transfer would occur during the phase-in period of the contract.

J-16 Please Clarify the Wage Determination is 2015-4234 rather than 2015-4233.

In the past, the WDs are usually the odd numbered WDs and not the even WDs.

WD 2015-4233 is correct.

J-18 Will the Government provide the correct website for the State of Philadelphia Workforce Development goals?

The current one listed in the RFP does not work.

https://www.dli.pa.gov/Businesses/Workforce-Development/Pages/default.aspx

J-9 Facility Survey – Volume 1 The Executive Summary notes there are improvements that can be made or need to be made. Can the contractor assume that these are to be fixed through CRA funding, Equipment, and/or CTST funding rather than through Operational funding?

If some of the above issues are to be remedied through Operational dollars, can the Government identify which items these will be and provide further insight for contractors?

CRA funding is based on specific projects that are identified in the Facilities Survey, or submitted and approved by the Regional and National Offices. These are funded and tracked individually. O&M deficiencies use operational funds (Line 19) and consist primarily of materials and supplies required for routine maintenance and repair. Depending on the scope of the work involved, the Region, National and ESC contractor may recommend the types of funds assigned and whether the project has an identified deficiency number.

N/A Even though Job Corps contracts are now fixed price, per Code of Federal Regulations (CFR) § 686.930, we are assuming that Job Corps operators are still exempt from paying State or local taxes on gross receipts. Is this correct? Yes, that is correct.

B.2 Pricing Schedule CLIN 0008 (and other subsequent CLINs) have 300,000 per year respectively. Is this amount expected to change given that the J-5 only indicates 24 CTST slots (Facilities Maintenance)? This amount is not expected to change.

Section C. The Job Corps website refers to the Center as the Philadelphia Job Corps Life Sciences Institute. Please confirm that the trade offerings at the Center should be tailored for Life Sciences occupations. CTT programs should be based on Labor Market Information and Job growth/availability for the City of Philadelphia. The previous focus on Life Sciences continues to be one of the focuses, but there are other occupations that are also offered based on the local labor market.

Section C. The RFP requires offerors to establish an OTP in “Renewable Resources and Energy.” Does this offering need to be connected to Life Sciences occupations? Since community linkage activities are severely restricted due to COVID 19 and a Center tour is not possible, please provide more clarity to the identified CTT offering. The OTP program in Renewable Resources and Energy already exists as the RESIDS program (Renewable Energy, Solar Installation, Drone & Smart Technology Systems). The program focuses on multiple occupations in Renewable Resources in addition to drone technology. Key RESIDS™ Learning Outcomes & Program Goals include: -Test preparations for the Federal Aviation Administration (FAA) Part 107 exam along with hands‐on UAV flight instruction -Address a global need to protect the planet’s health using renewable energy, solar installation, drone & smart home technology—skills that can be used by any utility organization -Learn how to educate the community’s they live in by educating others on deploying a combination of power generation, home upgrades, solar, technology and “real world” trauma scenarios

Section C.Please confirm that the Philadelphia OTP offering for Renewable Resources & Energy is considered
a basic trade (not Advanced Training).Test preparations for the Federal Aviation Administration (FAA) Part 107 exam along with hands‐on UAV flight instruction.

Section G Job Corps Centers are currently not allowed to take student enrollments. Upon contract award, will the USDOL take into consideration an extension of the 3-month 100% OBS grace period due to the COVID pandemic? There are no extensions being considered by the Government at this time.

J-17 Are any employees represented by a union(s)? If so, please provide the name of the union(s) and the positions in the respective bargaining unit(s). Also, please provide any valid collective bargaining agreement(s). There are no employee unions at the Philadelphia Job Corps Center.

J-27The Attachment indicates the center leases the
dishwasher. Please provide the lease agreement for purposes of costing.Offerors need to determine their own leasing costs.

J-9 The Center is non-residential and located at a leased facility. Please provide the Security and Maintenance requirements of the operator after the training day and on the weekends. Please provide a copy of the lease agreement with Defense Realty, LLC. The center is operated by the contractor at all times, not just when students are present; as such, the center must remain safe and secure at all times. The Government does not provide it's lease agreements.
