Pittsburgh Q&A

RFP No. 1605JE-20-R-00003 Pittsburgh Job Corps Centers, OA, CTS

RFP Section Question(s) Answer(s)

C.2.A There are 18 counties in Southern PA that are not attached to any Pennsylvania center, according to the NEAP Map. Can you indicate which center is responsible for recruitment and placement for these counties? Pennsylvania is divided into 4 Recruitment Zones. Each center is responsible for an assigned zone.

Pittsburgh - PARZ01 Philadelphia - PARZ02 Keystone - PARZ03 Red Rock - PARZ04

C.2.C Page 12 The OTP trades do not include the ** indicator for fulltime slots. Please confirm that all OTP trades are considered 0.5 slots? The OTP trades identified follow a 2:1 student/staff ratio. For example, the OTP in Advanced Manufacturing is 10 slots, which equates to 5 full-time students.

C.2.C Page 12The RFP lists “OTP in Renewable Resources & Energy” as a CTT Offering (OTP), however, the CTT-10 lists Adv.
Weatherization (AT Trade – no slots indicated) as a Center offering (not listed on the RFP). Is the OTP in Renewable Resources & Energy a new program offered as an OTP or is this a Center based trade intended to be listed as AT Adv. Weatherization as listed on the CTT-10?The center is no longer offering the Advanced Weatherization program. The OTP in Renewable Resources & Energy should be treated in the same fashion as the other OTP broad area programs listed for this center.
C.2.C Page 12The 210-slot OTP programs offered at Pittsburgh are provided by the Community College of Allegheny College. Please provide the
costs associated with operating these programs.Costs are the responsibility of the offeror to develop. Students should be Pell Grant eligible. Costs to consider include books, supplies and tuition expenses not covered by Pell Grants.

C.2.C Page 12 Are Job Corps students able to utilize Pell Grants to pay for the costs of the OTP programs offered by the Community College of Allegheny County? It is our understanding the several of the OTP programs offered at Pittsburgh are provided by the Community College of Allegheny College (CCAC) utilizing federal and local grants. Since this is a Firm Fixed Price contract, please provide a breakdown of the anticipated expenses required to continue to offer these programs through CCAC if these federal or local grants are discontinued. Costs are the responsibility of the offeror to develop. Students should be Pell Grant eligible. Costs to consider include books, supplies and tuition expenses not covered by Pell Grants.

C.2.C Page 12 Please confirm that there are no costs to the Center to enroll students in OTP programs offered by the Community College of Allegheny County. Costs are the responsibility of the offeror to develop. Students should be Pell Grant eligible. Costs to consider include books, supplies and tuition expenses not covered by Pell Grants.

C.2.C Page 12 Please confirm the trades to be offered under this RFP. The RFP indicates Cement Masonry, which is not on the current CTT-10 report. Will this be a new trade at the center? The current CTT-10 indicates Medical Administrative Assistant is offered at the center, but it is not in the RFP. Is this trade being eliminated? The CTT offerings found in Section C.2.C are correct as identified. The Cement Masonry CTT offering is a new CTT offering. The Clinical Medical Assistant CTT program continues to be offered as a center operated CTT offering.

C.2.C Page 12 Please provide a copy of the Advanced Highway Construction eTAR. It is not available on the Job Corps website Included is a copy of the TAR report for Advanced Highway Construction (HIGHC-500-OJC-17).

J-12 Please provide more utility information relating to the Pittsburgh Job Corps Center?

Are there any costs for utilities outside of Electricity, Water/Sewer, Natural Gas, and Cable?

All utility costs are reflected in the J-23 Attachment.

J-17 Does the center have a collective bargaining unit? There are no CBU's for this center.

J-26 The Center is participating in a research study. Please provide the details of the study along with any costs and/or any staffing requirements. It is noted that the Phoenix wing is partially closed due to CRA roof project. Will this be completed prior to award and the wing habitable? The purpose of the research study was to gain more information about Job Corps operations, with emphasis on education/training partnerships. Due to the center's large OTP program, they were asked to participate. The survey involved center staff interviews (key Education & Training staff); interviews with community partners and some student focus groups. There was no cost associated with the center's participation and the interviews/meetings have already occurred. No additional involvement is anticipated.

The roofing project noted is currently underway. As soon as supplies are received, the work will begin. The roofing project is anticipated to be completed prior to contract award.

J-26 The RFP indicates the center is “participating in research study about Job Corps by Keith Olejniczak, Research Associate from MDRC.” Can you provide more detail about this research study and any features that will be required under the new contract? See response above. Participation in the survey has already occurred with the incumbent operator and no further action is anticipated.

J-26It has been noted that there are lease agreements for washers, dryers, and dishwashers. With no Pre-Proposal Walkthrough, offerors are unable to ascertain the number of washers, dryers and dishwashers that they will need to lease. Additionally, they are unable to obtain the organization(s) that the equipment was leased from. (A) Please provide the lease agreement(s)
for the washer, dryer and dishwashers. (B) Please provide the number of washers, dryers and dishwashers that must be leased. The center currently has the following:

- 25 washing machines

- 24 dryers

- 2 dishwashers

Establishing any lease agreements is the responsibility of the offeror.

J-8 Page 62 Please confirm the J-8 Standard Form 1413 is not required to be submitted with the offeror’s proposal response but should be returned only upon contract award. Yes.

J-9 The Facility Survey was completed in July 2016. Please provide a listing of CRA deficiencies cited in the 2016 Survey that have been completed over the past 4 years. Attached is a list of funded deficiencies that have been completed.

J-9 The Facility Survey indicates only one building is a dormitory. Please confirm this is the only dormitory on campus. Four dorms are located in Building 12. However, there is also another location in an adjacent building that houses the independent living students.

L4.D Due to no site visit, will the Government please provide more information regarding the facility? (More than just the facility survey – i.e., videos, more photos, any areas of large concern) The Facility Survey will provide the best detailed information. Pictures/videos of the center can be found on the Job Corps recruitment website. There is currently an on-going roofing project at the center. There are paving/cement issues on the center and the roadways have some potholes that create trip/fall issues and have to be repaired on an on-going basis.

NA Are there any unions on center or involved in center operations No, There are no active unions on the center.

Page 13-14 Are OTP college students required to take CPP/MyPace classes on Center? All Job Corps students are required to participate in CPP/MyPace activities.

J-1 The NTE amounts listed on the J-1 attachment do not match the B.2 Pricing Schedule in the RFP. Please confirm NTE amounts by CLIN (CRA, Equipment and CTST) for this proposal. B.2 Pricing Schedule is correct. We have attached an updated J-1 to this amendment.

L6.H RFP requests a transmittal letter. Traditionally this letter is placed in front of the Technical Approach and does not count against page limitations. Please confirm this is accurate for this submission. Yes, the transmittal letter is not counted in the page count.

L6.HFiles with computations should be submitted as Excel files and can be separate attachments.
Please confirm that for this solicitation, that is only the J-1 – Pricing Detail.Correct the J-1 should be submitted in excel format, as well as any files other with computations within your BMP.

L6.H In order to assure receipt of submission, please advise of any file size limitations. There are no size file limitations.

L7 Factor 4. d. Page 82 In relation to FAR 52.219-9 Small Business Subcontracting Plan, is the offeror required to identify by name the small business sub-contractor in our bid submission? No, not as it relates to the subcontracting plan.
