2) Statement of Financial Capability (ETA 8554);

3) Applicable Certifications and Cost Accounting Standards Notices and

4) Professional Staff Compensation Plan. In accordance with FAR Clause 52.22-

5) A statement from a lending institution, on the official letterhead of the institution which demonstrates that the Offeror has a sufficient line of credit to cover one month’s costs under this contract. Section M – Evaluation Factors and Selection Criteria –

Provision M.1 Evaluation Factors, Factor 4 Price, is hereby revised as follows (changes is bold italics):

Factor 4. Price

In accordance with FAR 15.404-1, the Government will conduct a price analysis to assess whether the contract price proposed is fair and reasonable. The evaluators will calculate the total evaluated price for each offeror, which will include CLINS XX02, XX03, XX04, XX05, for the base period and all option periods at the 100% OBS.

To foster competition and create a level field, please note that the Government will not evaluate

Phase-In or Phase-Out prices when calculating the offeror’s total evaluated price.

The amounts in the Not to Exceed (NTE) Line Items in Schedule B will be provided by the

Government and will not be considered as part of the offeror’s total evaluated price. However, the total amount of the Not to Exceed Line Items will be included in the total amount of the awardee’s contract.

The Professional Staff Compensation Plan will be evaluated such that plans indicating unrealistically low professional employee compensation may be assessed adversely as one of the factors considered in making an award.

RFP Section Question(s) Answer(s)

B.2

If the contract is for Firm Fixed Price, is the requirement that all travel receipts and supporting documentation be submitted in accordance with FAR 31.205-46 still applicable?

All anticipated travel costs should be accounted for in the offeror's fixed price for Center Operations. Travel receipts and supporting documentation are not required but travel is required in accordance with federal travel regulations.

Base Period of Performance schedule

The Base Period (shown on page 4) is January 1, 2021 through January 31, 2023. Can we assume the Phase-In Period is January 1, 2021 through January 31, 2021?

Phase in will be for 30 Days. January 1, 2021 through January 31, 2021.

C.2-C The RFP indicates 6 ACT slots. Are these full-time slots or half? 6 vs 3? The 6 ACT slots represent full-time slots.

G.9

Section G-9 states that “the reduction of the price pursuant to this clause is in addition to, and does not constitute a waiver by the government of, other remedies available under the contract for the contractor’s failure to achieve 100% OBS”.

Other than the adjusted monthly price for less than 100% OBS computation provided on page #22, what are the other remedies or penalties provided in the contract for failure to meet OBS goals?

Other contract remedies or penalties may include but are not limited to letters of concern, cure notices, termination for default, negative past performance evaluations. Please see FAR Part 49.

L.2

Section L-2: FAR 52.222-46 is referenced in the solicitation provisions; however, it is not included as a part of J-4 or requested in section L.4. Please confirm a Staff Compensation Plan is not required for this procurement.

A staff compensation plan is required in accordance with section L.7, Proposal Content, Factor 4.

G.9

Section G.9 provides for adjustments to the contract price and fees for less than 100% OBS. Will the government confirm that the OBS is based on normal operating standards for Job Corp without consideration for the potential effects of COVID on operations and OBS? In addition, will the government provide waivers of the OBS penalty for periods in which normal operating standards are affected as a result of

COVID?

Section G.9 provides for adjustments assuming normal center operations, without consideration for effects of COVID. G.9 is not meant to serve as a penalty, but rather a reflection of normal pricing fluctuations that occur with changes in OBS. G.9 will remain in effect and no waivers will be provided. Impacts on contract performance because of COVID-19 will be addressed on a case-by-case basis.

n/a Is the center on a local public bus line? Yes, the DART bus lines 09, 13 and 31.

RFP No. 1605JE-20-R-00002 Wilmington Job Corps Centers, OA, CTS

M.1 Evaluation Factors-F2

Please clarify if an offeror’s projects must be similar in scope, size, and complexity to be found relevant, or just one of the three. The RFP uses the term, “or.”

Please see Section L.7 Factor 2 (Page 76)" Projects identified should include work experience within the three (3) years preceding the submission of this proposal, and for at least one year in duration.

The offeror’s work under the identified projects should be similar in size, scope, and complexity to the requirements of this solicitation and should include information to demonstrate such similarity. Size, scope, and complexity are defined as follows, respectively: Size - dollar value or center OBS; scope - type of work and the nature of the activities performed; and complexity - performance challenges and risks."

M.1 Evaluation Factors-F2

If a major subcontractor being proposed is a current Job Corps operator with contracts in the PPIRS system, how will the government determine which contracts in PPIRs to evaluate? Is there a hierarchy as to which would be more relevant to the RFP?

Please see Section L.7 Factor 2 (Page 76) "Offerors may identify projects they performed as the prime, as well as projects performed by subcontractors that will perform major or critical aspects of the requirement. In such cases, Offerors should provide information to explain the experience and relevance to this solicitation."

n/a

Are the students given tokens/extra pay for travel to and from the school location or does the school provide transportation for the students to designated locations for pick up and drop off for school?

The center is required to provide transportation within the State of Delaware to and from the Wilmington Job Corps Center. All related costs for these functions should be built into your fixed price. Each offeror should develop their own transportation plan and it must ensure that each student arrives/departs from the center at the required times.

C.1 All Career Technical Training Programs except for the ACT program held on or at the center location.

Yes, with the exception of ACT, all CTT offerings are held at the center.
