STATEMENT OF WORK (SOW)
FOR
U. S. Department of Labor - OASAM
(DOL Domestic Water Pumps Replacement - FPB)
3/13/2019
PART 1 - GENERAL INFORMATION
BACKGROUND INFORMATION:
1.1 The Department of Labor (DOL), located at 200 Constitution Avenue, NW, Washington, DC, 20210, has a requirement to replace the existing domestic water booster pump. The existing pumps (3) are located on the main mechanical room in the basement of the Frances Perkins Building.
1.2 The existing pumps has an increasing failure rate and supplies critical systems throughout the building. The increasing failure adversely affects reliability and safety.
OBJECTIVES: Within the context of this Statement of Work (SOW), the DOL is seeking to replace three (3) existing Domestic Water Pumps with new ones.
1.3 SCOPE OF WORK: The scope of this requirement is described in this SOW.
a) The existing pumps are configured with a triple redundant system. See figure 1 below. One pump at a time will be replaced to avoid a complete loss of service to the building.
b) The new system will have a microprocessor based interface for monitoring and control of the VFD automation for each pump. See the existing interface in figure 2. All new VFDs will have a manual override option to run pumps at variable speed.
c) The existing isolation valves and flanges will be reused with the new system. See figure 3 for the valve and flange layout.
d) The contractor will replace pumps, VFD drives, VIC (victaulic) check valves, Pressure transducers, wiring and supporting accessories.
e) All materials and equipment including MSD data, will be submitted to the Government for approval before purchase or execution.
f) The contractor will provide training for installed equipment.
g) Work will be executed on weekdays (6AM-4PM), afterhours, or weekends, once the space is turned over to the contractor. Duration will be 30 days after the Notice To Proceed (NTP.)
h) Contractor will dispose of the existing equipment and perform clean up and trash disposal each day.
i) Upon completion, all work will comply with the current electrical, and safety standards and local codes.
j) System shall interface with the Siemens BAS for pump status for all three pumps, alarm/run/stop.)
PART 2
PERFORMANCE REQUIREMENTS
2.1 The contractor will need to remove the existing pumps and controller(s) and install new.
The Contractor shall provide all personnel, equipment, and supplies to procure and install as described above.
2.2 BASIC SERVICES: The following are the set of services under this requirement.
2.2.1 The Contractor shall provide the government with an estimated mobilization date and a project schedule.
2.2.2 The Contractor shall coordinate delivery and installation with the DOL Engineering team, and provide services as mentioned above to the specified location.
2.2.2 The Contractor shall provide a Project Manager at all times during the life of the contract.
2.3 SPECIFICATIONS OF WHAT IS REQUIRED:
Manufacturer: Three pumps equivalent to the existing pump system: Armstrong Pumps Inc. Model – 4X3X6W – 4280. The product must also comply with FAR Clause 52.225-1 Buy America Act. To be considered for award, or “equal” items must at a minimum meet the listed specifications. The salient characteristics include the following:
Type: VFD compatible
Power: 15 HP
Speed: 3600 rpm
Voltage: 480 Volts, 3 Phases.
PUMP SEQUENCE OF OPERATION:
The following is the sequence of operation for a variable speed, 3-pump domestic water pump package equipped with individual variable frequency drives. The unit must be powered and the individual pumps in the auto position for the sequence to occur.
1) The pump designated as the lead pump shall run to maintain a constant system pressure.
2) The pump controller compares a signal from the discharge pressure transducer to the desired set point value. The lead pump speed will ramp up in order to satisfy the set point pressure.
3) Once the lead pump exceeds its best-operating-point (BOP) and the set point pressure is not attained the first lag pump is started following a 10 second time delay.
4) Once the lag pump is called on a minimum run timer (MRT) shall begin counting to ensure that the lag pump runs for a minimum of 5 minutes. The MRT shall be adjustable through the operator interface.
5) With both pumps running above the desired BOP the second lag pump is turned on following an On-Delay of 10 seconds.
6) When 3 pumps are running and are operating at a point below the BOP and the 2nd lag pump minimum run timer having timed out, the 2nd lag pump will ramp down in speed and then tum off.
7) When 2 pumps are running and are operating at a point below the BOP and the lag pump minimum run timer having timed out. The lag pump will ramp down in speed and then tum off. The lead pump will continue to operate and meet system requirements based on the set point pressure. Steps 2-7 are repeated in order to satisfy the building requirements.
8) The lead pump shall alternate after every 24 hours via a real time clock. The time clock will bring on the next available pump, for a period of 5 seconds both pumps will operate at which point the first pump on will be shut off.
9) An Aquastat connected to the pump seal chambers monitors the water temperature and energizes a solenoid that will allow water to drain and prevent the pumps from overheating during long periods of low demand.
10) Systems equipped with a "No-Flow" shutdown will stop when the pump controller determines there has been a "No-Flow" condition for a continuous 2-minute period. The lead pump will start again once a drop in pressure of at least 5 psi is measured on the discharge of the system.
11) The system can be manually operated by means of the virtual HOA selector buttons on the touch screen operator interface.
Piping/ Header Layout: See figure 2 below.
