• Is Section D (Contract Clauses, Terms and Conditions) intended to provide us with the terms and conditions that will govern this agreement or should we provide answers to all the questions in this section as a part of our response?
A: Yes, please fill in the clauses requesting answers.
• Will the Government consider a set-aside for (SDVOSB, HUBZone, etc.)?
A: This requirement has not been set-aside.
• Will the Government consider Past performance as a consideration over CPARS?
A: As stated in the solicitation: The vendor shall provide relevant past performance information of 3 current or previous contracts (within the last 3 years) of similar dollar value, scope, and complexity.
Vendors are advised that the Government may use past performance information obtained from centralized past performance databases and sources other than those identified by the vendor and the information obtained may be used for both the responsibility determination and the best value decision. The absence of past performance data will be rated neither favorably nor unfavorably. Contracts listed may include those entered into with Government agencies or private sectors. For contractors with no relevant corporate past performance, the Government may take into account information regarding the past performance of predecessor companies, key personnel with relevant past performance, or subcontractors that will perform key aspects of the requirement.
• A- section C.1.3 Page 5 Rates and Transaction Price: Our understanding is that "rate and price" refers to the current available offer for the acquisition of telecommunication services. Could you please confirm if this interpretation is correct?
A: Yes, this is correct.
• On Product:
Residential Telephone:
We assume this refers to traditional wireline services, excluding OTT Virtual operators. Could you please confirm this?
A: Our interpretation of OTT is that it means “over-the-top” and is solely related to television/media streaming, not residential telephone. For that reason, we cannot answer this question.
• Internet Access:
This includes all fiber, cable, wireless, and satellite services. Is this correct?
A: Yes, it includes all forms of internet that are available to customers with a specific, residential address.
• Other TV Media Streaming:
We understand this to include top OTT services like Netflix, Hulu, Amazon Prime, Wix, etc. Please confirm if this interpretation aligns with your expectations.
A: Yes, that is correct.
• Providers:
To streamline our focus as there are more than 2.8 thousand providers in America , may we concentrate on relevant providers and exclude providers with less than 1% market share? Please confirm if this approach is acceptable.
A: Yes, this is acceptable.
• B- "DATA AVAILABILITY" section on page 8 of the document.
Clarification on Data Conditions:
The document states: "The vendor will not have access to any BLS data." Could you please provide more details on this? Specifically, we would like to understand if this refers to additional data from the BLS, distinct from the data we will be providing.
A: The contract means that data will only be provided in a one-way direction, such that BLS receives data from the contractor and the contractor does not receive any data from BLS.
• Clarification on Web-based Database and Distribution Tool:
Could we have more details on the web-based, searchable media contact database and distribution tool requirement?
A: This information was on the solicitation by mistake. It has been removed.
• Is it expected to integrate with an existing BLS website, or are we to provide a completely separate NON- BLS , specific web-based portal for this database?

• Is it within the scope of this contract for us to engage with the press/media to generate awareness of the information and analyses provided, while not explicitly informing that the data comes from the BLS?

A: It is the contractor's responsibility to identify and source the data.
1. The Pricing Table (Section B.4) includes a single line item per option year; however, it is indicated within the Scope of Work (Section C.1.3) that only one product category group (A, B, or C) will be purchased in option years. In the submitted Price volume, would the BLS like each of the product category group priced for each option year?
A. The information should include a price for each category group for each year.
a. For clarity, this would result in one pricing line item (for the comprehensive dataset) for the base year (for all data) and three pricing line items (for each product category group) for each of the option years. Can you please confirm a pricing table of this form – submitted in Microsoft Excel
– as the Price volume will be acceptable?

2. If the suggested pricing table in Question #1 is acceptable, then:
a. How should pricing be entered on Form 18, Schedule 11 (“Supplies and Services”)?
A. You may use the pricing table in section B.
b. How will the BLS evaluate total price (I.e., base period plus option years) in its evaluation?
A. As stated in the solicitation: The approach to the source selection for this procurement will be pursuant to a best value concept. The objective is to select the response that provides the best value for the Government, not necessarily the lowest price. However, as technical rating and performance confidence assessments of the Offerors become more equal in the technical capacity and past performance; price may become a determining factor in award selection. Although the Price is least in importance, it will contribute to the source selection decision. The Offeror’s submission for Price, will be evaluated as follows:
Total Evaluated Price: A Price evaluation will be conducted for all Offerors. The Government will review the Pricing submissions for completeness and accuracy. The Government will review the quotes total price.
The Government may determine that a response is unacceptable if pricing is not included for all labor categories or if the option prices are significantly unbalanced.
For a price to be reasonable, it must represent a price to the Government that a prudent person would pay when consideration is given to prices in the market. Price reasonableness will be established through adequate price competition. Reasonableness will be based on the total evaluated price.
3. Within the Scope of Work (Section C.1.3), the basic example of the structure of the data for wireless telephone services (Table 2) is very helpful. Can you please provide examples of preferred data formats for each of the 6 product features (listed below) in the Statement of Work?
A. This is the only example that will be provided.
a. Wireless telephone (talk, text, and data)
b. Residential telephone
c. Residential and fixed/home wireless internet access
d. Live television (cable, satellite, live stream)
e. Bundled combinations of these services
f. Other TV media/streaming services (streaming that is not live)
4. It is our experience that both bundles and promotions can vary widely and with nuanced terms that make them challenging to standardize within a structured data format that can be comparable across periods.
With respect to both bundles and promotions, can you please provide an example of the preferred data format for each? Would the BLS be interested in textual data captured on the bundles or promotions such that the non-standardized nuances may be accurately captured?
A. The data should include all information related to bundles and promotions. Categorizing information from fine print can be standardized, if possible, as well as including fields for the full text of the fine print.
5. Within the Scope of Work (Section C.1.3), within the “Provider/Carrier” section, the RFQ states
“Providers and plans included in the data will be updated at regular, agreed upon intervals to reflect the most current market…”. What interval does the BLS prefer for updating the available providers in each MSA? Does the BLS have a preferred process or change log format for tracking provider changes within MSAs over time?
A. There is no preference, but the bid should include a reference to at what frequency can be accommodated by the vendor (e.g., yearly, quarterly, monthly, etc).
6. Within the Scope of Work (Section C.1.3), within “Data Availability,” the clause below is listed. In addition to the data outlined in the RFQ, is the BLS also requesting a media relations database? If so, 1) what is the cadence of updates to the media relations database required? And, 2) is there a specific focus on industry or does the BLS want a comprehensive, industry agnostic media relations database?
a. CLAUSE REFERENCED: The contractor shall provide access to a web based, searchable media contact database and distribution tool in order to directly engage with reporters through proactive means. The web-based media relations database will include top tier news outlets, local, national, U.S. territories, and international print and broadcast journalists, trade media, social media influencers, bloggers, online sites interested in DOL issues.
A. This section has been removed from the solicitation.
7. With respect to DOL 2019-01 Section 508 Compliance, do we need to submit anything for this RFQ to demonstrate 508 compliance? (I.e., a completed VPAT form) If so, can this be excepted from the Technical Capability 10 page limit?
A. No. Responses to this solicitation do not need to submit anything for this RFQ to demonstrate 508 compliance
8. Within Content (Section E.5), the instructions indicate the response should consist of four separate parts.
Should the response also consist of a submitted and signed Form 18 (I.e., the Form 18 attached to the
RFQ)?
9. Can offerors also submit example datasets as part of the Technical Capability?

b. Does the BLS have a preference for how sample datasets should be submitted with our proposal since the file sizes may get large? Some suggestions for the BLS include: attachments in a separate email submission, via a downloadable FTP link, or truncated PDF printouts as an attachment to the single proposal submission email.
A. An attachment document is acceptable; if the file size is too large, a truncated version of the data should be submitted.
10. Within Content (Section E.5), within Cover Letter requirements, can you please provide an example of what is the “Taxpayer Identification Number Quote Format and Content”?
A: Taxpayer Identification Number (TIN) is a 9 digit number – also known as employer identification number assigned by the IRS. Example: XX-XXXXXXX. You can also include your UEI SAM number. (Unique Entity ID number on SAM.GOV)
11. Is there a current incumbent contractor for this RFQ? If so, can you please provide any information on whether the incumbent is eligible to bid on this RFQ?
A: The incumbent contractor is Telogical Systems, LLC. The incumbent is eligible to bid on this RFQ.
12. If there is a current incumbent contractor for this RFQ, can you please provide any specific deficiencies or specific features lacking with the current solution that the BLS is particularly interested in ensuring is included in the new contract period solution?
A: No
13. So that vendors may have adequate time to receive and incorporate the answers to our and other questions submitted in the Question & Answer period for the RFQ, will the BLS consider extending the current contract deadline of August 2, 2024?
A: Deadline has been extended to 07 August 2024.
14. We are a recently formed, technology-led small business. As such, we have no prior work experience directly (or indirectly) with the federal government. We understand that submitting no Past Performance as part of our submission will result in the Past Performance component evaluated as neutral. Our Principal has significant experience in prior professional roles at other institutional entities related to data analysis, data gathering, and project management.
a. Can the Principal submit 1) reference letters, including contact information, and 2) summaries of similarly completed corporate projects as our Past Performance? If so, will this be evaluated by the BLS to provide a potential score for the Past Performance component?
A. Yes, you may submit those. As stated in the solicitaiton, for contractors with no relevant corporate past performance, the Government may take into account information regarding the past performance of predecessor companies, key personnel with relevant past performance, or subcontractors that will perform key aspects of the requirement.
b. Can the BLS recommend submitting anything else related to the Principal’s prior professional roles that could be used to provide a potential score for the Past Performance component of the
RFQ?

SECTION C – STATEMENT OF WORK (SOW)
C.1.1 Description of Services & Introduction The Contractor shall provide monthly telecom price data delivered in excel workbook via email, on/around the 10th of each month for 48 consecutive months: September 2024 through September 2028 with the first data month being October 2024 as defined in this Statement of Work (SOW).
C.1.2 Background The Bureau of Labor Statistics (BLS) has an ongoing interest in market data with which to analyze, evaluate, and improve the indexes it produces. Specifically, the BLS is seeking detailed data for wireless and wireline telecommunications service plan prices as listed in the Scope of Work. BLS would like to wholly purchase this data, as opposed to a temporary lease of the data.
The BLS is the principle Federal agency responsible for measuring price changes in the economy and constructs indexes using data collected from both households and business establishments.
Because of the importance of BLS data, it is critical that the component indexes are accurate, timely, and relevant.
C.1.3 Scope of Work The BLS is looking for 4 years of telecommunications services data consisting of consumer/residential rates or transaction prices for the following products/services:
• Wireless telephone (talk, text, and data)
• Residential telephone
• Residential and fixed/home wireless internet access
• Live television (cable, satellite, live stream)
• Bundled combinations of these services
• Other TV media/streaming services (streaming that is not live)
We will purchase data for all 6 product categories in the base year. However, the exact products we plan to purchase in the 3 option years may not be all 6 product categories. For each option year, we have specified 3 different product category groups, as we predict our data needs to change slightly.
Below are the product category groups:
A. Wireless phone service, residential wireline services – standalone and bundle plans, streaming/other TV media services, premium TV channel information
B. Wireless phone service, residential wireline services – standalone only, streaming/other TV media services, premium TV channel information
C. Wireless phone service, residential wireline services – standalone only, streaming/other TV media services
It should be noted that only one product group A, B, or C) would be chosen for each option year.

Monthly maintenance will be carried out to capture any changes to providers such as divestitures, mergers, or acquisitions. Providers and plans included in the data will be updated at regular, agreed upon intervals to reflect the most current market of each within the product categories and DMAs specified.

Potential vendors should be able to complete the following tasks at a minimum:

• Provide data collected within the first week of the calendar month.

• Provide data needed to calculate the total price of the service package, including equipment fees, services fees and charges, taxes, and promotions associated with each service plan/package provided.
• Provide data in a spreadsheet format in a standard file type is acceptable (i.e. CSV, SAS, txt, etc.)
• Provide data in a secure electronic manner such as secure file transfer protocol (SFTP).
DATA AVAILABILITY
Please be advised that the selected vendor may not use the Bureau of Labor Statistics’ name in connection with any collection of data that is being purchased under this contract. The data being purchased should be commercially available and not collected exclusively on behalf of the BLS. The vendor will not have access to BLS data.
C.1.4 Deliverables
Description Date of Delivery Data set of variables and values as described in section II for each service/product. The name of the data file should also include the date/month that the data covers.
First delivery of monthly data should contain data from the period Oct 2024 through the contract award month and should be delivered no earlier than the 10th day of the contract award month and by the end of the contract award month if the contract is awarded after the 10th of the month.
Subsequent monthly deliveries should contain data from the month after the contract award month through Sep 2028 and should be delivered on the 10th of each month.
The data file shall be delivered to BLS data team via SFTP or another secure file transfer.
C.1.5 Period of Performance

The name of this person and an alternate, who shall act for the contractor when the Contract Manager is absent, shall be designated in writing to the Contracting Officer. The Contract Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of the contract.
