Questions Re: Exhibit J-4: Offeror Discount Rebate Workbook/GOV Projections
Question 1: Are the figures provided in F:13-K13 accurate? If so, what assumptions did the Government use to reduce the DME spending from the CY2020 Baseline (E:13) to the contract years (F13:K13)?
Attachment J-4 Offeror Discount Rebate Workbook has been updated. Please use the updated version. The projections have been adjusted slightly, resulting in slight total changes for the base period, option period 1, and the base plus all option periods. These changes are also reflected in an updated Section C Technical Exhibit 3 Estimated Workload Data “Assumptions”.
As indicated in the RFP, the government estimated that DOL’s PBM would achieve a 5% DME penetration for total allowed amounts for each program. This rate was multiplied by the baseline DME allowed amounts to provide the baseline values for each program. The Government determined that the best proxy to estimate true penetration rates was 5%.
Additionally, a 5% year-over-year increase in penetration was assumed from Option Period 1 and forward for DME.
Question 2: Are the DME Total figures in E:22-J:22 the sum of the Government’s projected costs for Rx Supplies and Durable Medical Equipment (DME)?
Attachment J-4 Offeror Discount Rebate Workbook has been updated. Please use the updated version, which clearly delineates RX Supplies projections and DME projections.
