About this file

This document includes an amendment to a solicitation for career technical training services and support for plastering trades. The U.S. Department of Labor, on behalf of the Employment and Training Administration's Office of Job Corps, is seeking these services through a fixed-price incentive fee contract for a base period of 12 months and four 12-month option periods. Eligible vendors must provide technical and price proposals by the date specified to be considered for the unrestricted NAICS Code 624310 procurement. The amendment provides responses to pre-submission inquiry questions, clarifying that any typos in center offerings or locations will be fixed, and confirming the incentive fee calculation and relation to performance measures outlined in the exhibits.

Pre-submission Inquiry Questions and Responses:

1. It states that the contract is a FPIF contract. It also states that a Target profit will be negotiated. Is the underrun and overrun for profit associated with this contract married to the performance/incentive fee?

Answer: Correct. The incentive fee is also related to the performance measures in Technical Exhibit 3.

2. Section What is the process to negotiate incentive fee for performance?

Answer: The formula for the incentive fee in a cost overrun or cost underrun situation is listed in Section B of the solicitation. Please also review Technical Exhibit 3 for information on how the incentive fee is related to the performance measures.

3. A number of our offerings have typos and are misspelled. Will these typos be fixed on the solicitation?

Answer: Yes - If there are any typos in the solicitation regarding center offerings and locations, they will be fixed prior to contract execution/award.
