This amendment to solicitation 1605C2-23-R-00018 provides responses to pre-submission questions regarding the requirement for Career Technical Training services and support for the Carpentry Trade at Job Corps Centers. The Department of Labor seeks to award a fixed-price incentive fee contract for a one-year base period and four one-year options to provide carpentry training programs at Job Corps locations. Offerors must submit technical and price proposals by the due date in block 8 of the Standard Form 30. Relevant details include confirmation that only three past performance references within the last three years are required, clarification on the use of CPARS and questionnaires, and adjustments to target profit as allowed by the FAR.

Pre-submission Inquiry Questions and Responses:

1. Please confirm that offerors are not to provide a copy of the CPARS report in their

Volume II response if CPARS are available, but only to confirm that CPARS reports are available for the reference Past Performance contract on Attachment A which is to be included in their Volume III response.

Answer: Per the RFP, Section F, Volume II – Past Performance, only 3 past performance is required for this solicitation. The past performance may be a combination of CPARS and Past Performance Questionnaires to total up to the 3 required. No past performance is required in Volume III.

2. The RFQ includes Attachment 1 (I) which is the Past Performance Questionnaire form. Attachment A is a different document required to complete the Past Performance volume. This does not appear to be included in the RFQ file. Will the Government please provide this Attachment A?

Answer: The Past Performance Questionaire is already embedded in the RFP (Section G of Solicitation 1605C2-23-R-00018), however, the Government will also include a separate Attachment A (along with Amendment 0001) for the convenience of the contractor.

3. They The recency requirement of Past Performance references (6 months duration for work performed in the last three years) was specified only under a heading providing instructions about using PPQs if no CPARS information is available. May offerors provide CPARS references for relevant contracts beyond the three years recency threshold required of contracts for which PPQs are required? For example, for DOL Job Corps support prior to the currently expiring contract?

Answer: The requirement for past performance is the same for CPARS and Past Performance Questionnaires, and Referenced work must be relevant in scope and size to the work in the current solicitation. The referenced project must be at least six months in duration and was performed within the last three years. Past performance references older than the three years recency requirement may be rated with less relevancy.

4. Are offerors correct to assume that the government will revise/adjust the proposed

Target Profit pursuant to Technical Exhibit 3 and FAR 52.216-16, Incentive Price Revision - Firm Target?

Answer: Correct, if an adjustment is warranted.

5. Section E.2 states that "...your electronic copy of your Price Proposal Section B (Pricing Section) must be in Microsoft Excel. Question: Will the government be providing an Excel template/workbook for submission of Section B, Supplies or Services and Prices?

Answer: The government will not be providing an Excel template or workbook for submission of Section B. The contractor shall submit a spreadsheet that provides a clear price breakdown of supplies, services, and prices for the Base Year and each subsequent option year that resembles the tables given in Section B of the RFP.

6. Is there a Service Contract Act or Davis-Bacon Act wage determination associated with this solicitation?

Answer: No.

7. Are the NTC's responsible for providing work boots as well?

Answer: Workplace safety is the guide. If the industry requires workboots for safety, then NTCs shall provide work boots. PRH Chapter 3.4, R4, c.5 states: "Shoes will be issued with regard to safety issues. Where safety shoes are not required, the choice of shoes will be a standard that would appear in the workplace for that particular vocation.

All footwear will be clean, polished, properly fastened, and free of graffiti or markings."

8. Will the NOJC or COR create and provide NTC-Center MOU's as in the past?

Answer: Yes, the NTC COR will provide draft NTC-Center MOUs to the awardee.

9. Define "Agile" as it pertains to enrolees with severe disabilities and/or medicated for behavioral reasons.

Answer: Training enrolees with disabilities and medical issues to be agile includes empowering students to maximize the capabilities they do have, and preparing them to learn how to navigate and overcome the challenges and obstacles they will face in their career path. The NTCs are also expected to collaborate with other center staff to ensure reasonable accommodations are met.

10. Is the incentive fee arrived at from a percentage of amount of a potential underrun?

Answer: Correct. The incentive fee is also related to the performance measures in Technical Exhibit 3.
