Operation of CTT programs at Job Corps Centers – Brick & Tile Question and Answer Spreadsheet Solicitation Number - 1605C2-23-R-00010 Question # Question Title RFQ Section Number/Page Number Vendor Questions Government Comment
1 Incentive Fee Technical Exhibit B Incentive Fee/Page
Technical Exhibit B Incentive Fee – RFP page 50 - It is unclear how the Incentive Fee tied to CTT Overall Rating is calculated and impacts total profit or reimbursement to the offeror/contractor. Under the definition of the FPIF contract, the “incentive” is driven by a contractor’s ability to manage costs (at the target cost or as an under-run) which will result in anticipated profit or additional profit as the “incentive”.
The concept of meeting CTT operational objectives in the form of a program “rating” is not included in the definition for this contract type that we have researched, nor is it included in the example of how to calculate contract cost, price and profit on page 3 of the solicitation. Please clarify how the Incentive Fee, described on page 50 of the RFP is determined and/or calculated and when it is paid to the Contractor.
The incentive fee is established by taking the difference in the Target Cost and Actual Cost.
Incentive fees are also associated with performance. Please review Section B of the slicitaiton for more information on cost underruns and overruns. Also review Technical Exhibit 3 for more information on the performance measures. Profit and/ or fees will be paid to the contractor on a monthly basis. Incentive fees are paid yearly to the contractor.
2 Evaluation Factors Section 52.212-2 Evaluation
Factors/Page 58
In the RFP, page 58, section 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021), it states that the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered, but does not list any factors to be used to evaluate offeror’s. Can the Government please provide a list of evaluation factors which will be used to evaluate responses submitted for this solicitation or clarify that the evaluation factors are those shown under Section F of the RFP, pages 113-116?
The Evaluation Factors can be found in Section F, pages 113-117 of the solicitation.
Contractor Billing and
Payment
Section 52.216-6 Price Redetermination/Page79 AND Section 52.216-16 Incentive Price Revision - Firm Target/Page 80 AND 52.216-17
Incentive Price Revision/Page 83
Under the FPIF contract structure, it is unclear how the offeror/contractor will be reimbursed for the costs incurred to deliver the scope of work. Is the contractor reimbursed monthly for estimated costs incurred (with required backup, as detailed in clause 52.216-217 Incentive Price Revision – Successive Targets (Jan 2022)) and then a “true up” is completed within 45 days of the end of the contract term, in which the final reconciliation is done to confirm if there are cost under-runs or over-runs and determine the final profit paid? Is estimated profit (the percentage of profit that equates to the percentage of expenses or work completed each month) paid to the contractor monthly, or does the contractor only receive reimbursement for costs incurred monthly and all profit is paid at the end of the contract period? Please confirm the timing in which the contractor should be submitting invoices to the government and receiving reimbursement as well as profit earned.
The contractor shall invoice monthly. Profit and/ or fees will be paid to the contractor on a monthly basis. Incentive fees are paid yearly to the contractor.
Staff Experience and
Qualifications Sub-Factor 1 Section (8)/Page 114
For proposal responses to subfactor 1, subsection 8, letters (a-d) (proposed staff experience and qualifications), is this information required to be submitted for all personnel identified to work on the proposed contract, or only for key personnel proposed?
Individual information is only required for Key Personnel. However, the vendor should also convey that it understands the qualification requirements of all staff, particuarly instructors, and that all hired employees will meet the requirements for the positions listed in the solicitation.
5 Past Performance Past Performace/Page 115
Volume II – Past Performance – can the government please clarify what is exactly required to be submitted for Volume II, Past Performance? If an offeror has CPARS for (1) government contract for the past 3 years, does that meet the requirement for this section? And if yes, should the offeror insert copies of these past (3) years of CPARS in Volume II to satisfactorily complete this submission requirement, or is the Government obtaining these CPARS independently through the Past Performance Retrieval system?
Completed available Past Performance Questionnaires, and/or CPARS Reports can be included and submitted in Volume II. The CPARS records do not have to be submitted as part of Volume II, however the offeror shall provide the contract number, for the CPARS evalutions, as part of their submission for Volume II. Past Performance Questionnaires may also be emailed directly, by the evaluator, to the contract specialist listed in the solicitation, however the offeror shall provide reference names, company/agency, and contact information as part of Volume II.
6 Past Performance Past Performace/Page 115 Volume II – Past Performance – If the offeror has (3) contracts in CPARS – does the offeror also need to provide (3) references using Attachment A? And if the offeror has (3) contracts in CPARS, are copies of those CPARS to be submitted in Volume II, or will the Government retrieve those CPARS independently?
If the offeror has 3 CPARS records, additional questionnaires are not required. The CPARS records do not have to be submitted as part of Volume II, however the offeror shall provide the contract number, for the CPARS evalutions, as part of their submission for Volume II.
7 Past Performance Past Performace/Page 115
Volume II – Past Performance - If an offeror only has 1 current government contract with CPARS, should the most recent year of CPARS for that (1) contract be submitted AND should the offeror supplement with
(2) references who complete Attachment A (Past Performance Questionnaire) to provide the Government with (3) total references using both sources? Is each contract year treated as a separate "Contract" for the purposes of submitting past performance?
The answer is yes to both questions.
8 Past Performance Past Performace/Page 115
Volume II – Past Performance - Can the Government please confirm, that if utilization of Attachment A, Past Performance Questionnaire, is necessary, that the reference should submit the completed questionnaire directly to Vera Montague via email at montague.vera@dol.gov with a copy to the Contracting Officer Karoline E. Duffy via email at Duffy.Karoline.E@dol.gov and that completed Past Performance Questionnaires should NOT be submitted as part of Volume II?
Completed available Past Performance Questionnaires, and/or CPARS Reports shall be included and submitted in Volume II. Past Performance Questionnaires may also be emailed directly, by the evaluator, to the contract specialist listed in the solicitation, however the offeror shall provide reference names, company/agency, and contact information as part of
Volume II.
9 Past Performance Past Performace/Page 115
Volume II – Past Performance – If the Offeror has (3) contracts with CPARS and those CPARS are sourced independently by the Government and not required to be submitted in Volume II, and the offeror is NOT required to obtain references using Attachment A, because they have (3) contracts with CPARS, then what information should be submitted in Volume II?
The offeror shall provide the contract number, for the CPARS evalutions, as part of their submission for Volume II.
10 Past Performance Past Performace/Page 115 Volume II – Past Performance – If the Offeror needs to utilize Attachment A for all (3) references, and the Past Performance Questionnaire (Attachment A) is to be submitted directly to the contracting specialist, then what information should the Offeror include in their Volume II submission?
Past Performance Questionnaires may be emailed directly, by the evaluator, to the contract specialist listed in the solicitation, however the offeror shall provide reference names, company/agency, and contact information as part of Volume II.
11 Price Proposal Price Proposal/Page 116
Volume III – Price Proposal – Page 116, number 3 – the Government states that offerors should “submit information generated from the System for Award Management (SAM) website. The information can be submitted as a separate document/attachment with the price proposal”. Can the Government clarify what information from the SAM website should be submitted with the price proposal?
This references your SAM.GOV registation. Also, your representations and certifications.
12 Price Proposal Price Proposal/Page 116
Volume III – Price Proposal – Can the Government please confirm exactly what documents and format should be submitted for Volume III, Price Proposal? Should offerors simply complete the Supplies or Services and Prices form, Section B, page 1-2 of the RFP, or is additional information required to be submitted? If additional, backup or detailed information is required, does the Government have a standard format they would like that submitted in and if yes, can it be provided?
For Price proposal the offeror should complete Section B, and shall submit an excel spreadsheet that provides a clear price breakdown of supplies, services, and prices for the Base Year and each subsequent option year that resembles the tables given in Section B of the RFP.
The offerror may submit backup information to validate their price submission; there is no specific format for the backup information.
Is this considered a new requirement or is there an incumbent?
This is not a new requirement, there is an Incumbent.
If there is an incumbent, would you be able to share the vendor and contract number so that I can identify it in FPDS?
